Why Residents Oppose Data Center Development

The pitch is almost always the same: jobs, tax revenue, economic growth. Data center developers have delivered that speech to county commissioners across America so many times it's practically scripted. But in Rowan County, residents have heard the pitch — and they're not buying it.

A proposed data center development has triggered a formal petition from local residents, drawing a hard line between what the industry promises and what communities actually experience when these facilities arrive. The backlash in Rowan County is not an isolated incident. It's part of a pattern that's accelerating as hyperscale development pushes further into suburban and rural areas that haven't historically been in the crosshairs of big tech infrastructure.

Understanding why communities push back — and what legitimate grievances lie underneath the noise — matters for everyone in this industry.

What's Happening in Rowan County

A data center developer has set sights on Rowan County, triggering a public hearing that quickly revealed the depth of community opposition. Residents organized, gathered signatures, and showed up to make their case. That level of civic mobilization doesn't happen over nothing.

The details of the specific project — exact acreage, megawatt capacity, the developer's identity — weren't fully disclosed in early reporting, but the community response was unambiguous. When a petition forms before a shovel hits the ground, it's a signal that the developer's community engagement strategy either didn't exist or failed badly.

This is increasingly common. As prime locations in Northern Virginia, Phoenix, and the Chicago suburbs become saturated, developers are moving into second- and third-tier markets. Those communities often have less experience with large industrial facilities, less infrastructure to absorb them, and less political machinery to navigate the approvals process quietly. The result: louder, more organized opposition.

The Voices Against Development

The residents fighting data center development in Rowan County aren't anti-technology luddites. They're people with specific, articulable concerns about what happens to their community when a facility that consumes hundreds of megawatts of power and millions of gallons of water per day moves in next door.

The petition signals several recurring grievances that show up in data center opposition movements nationwide:

Traffic and infrastructure strain are almost always near the top of the list. Data centers require massive construction phases — heavy trucks, concrete pours, electrical infrastructure buildout — followed by ongoing operational traffic that rural road networks weren't designed to handle.

Noise is underestimated by developers and overestimated by residents, but the truth lands somewhere uncomfortable. Cooling systems — particularly the backup diesel generators and HVAC arrays — produce constant low-frequency noise. For residents who moved to a county like Rowan precisely for quiet, that's not a small thing.

Visual impact and land use matter too. A data center campus isn't a factory with a defined perimeter. It tends to expand. One facility becomes a campus. A campus attracts neighboring facilities. Before long, a corridor forms, and the character of a place changes permanently.

What opponents often understand instinctively, even if they can't articulate it in megawatts, is that a data center is essentially a power-hungry industrial facility dressed in corporate architecture.

The Economic Argument — and Its Limits

Developers and county officials pushing for approval will point to real numbers. Data centers create construction jobs. They generate significant property tax revenue. They often fund local infrastructure upgrades as part of development agreements.

These benefits are genuine. A single large data center can generate millions in annual tax revenue for a county, and that money funds schools, emergency services, and road maintenance. In economically stressed counties, that's not a trivial consideration.

But the economic case has a flaw that rarely gets examined honestly: data centers create very few permanent jobs relative to their footprint, their infrastructure demands, and the opportunity cost of the land they occupy.

A 100-megawatt facility might employ 30 to 50 full-time staff. That's not a job engine — it's a highly automated industrial operation that happens to pay significant taxes. Compare that to a manufacturing plant, a distribution center, or a mixed-use commercial development on equivalent acreage, and the calculus gets more complicated. Residents in Rowan County aren't wrong to ask whether there's a better use of their land.

The infrastructure cost question is equally important. When a data center requires significant upgrades to the local power grid, water systems, or roads, the question of who pays — and who benefits — deserves scrutiny. Utility ratepayers sometimes absorb costs that primarily serve a single industrial customer.

The Environmental Weight of "Just Buildings"

Data centers look like office buildings. They are not office buildings.

A hyperscale facility can consume as much electricity as a small city — 100 megawatts is roughly equivalent to powering 80,000 homes. That power has to come from somewhere, and in many U.S. markets, "somewhere" still includes a significant share of fossil fuel generation. The tech industry's aggressive renewable energy commitments are real, but they don't always translate to zero-carbon operations at the local grid level.

Water consumption is the environmental concern that catches most people off guard. Evaporative cooling systems — the dominant technology in large data centers — can consume millions of gallons of water daily. In drought-prone regions, or in counties where water infrastructure is already strained, that's a genuine resource competition.

Land use is the third dimension. Data centers require large, flat parcels with specific power and fiber access. In many cases, that land was previously agricultural or undeveloped — greenfield sites that won't return to their prior use once the concrete goes down.

Finding Ground Between Growth and Community

The friction in Rowan County points to a structural problem in how data center development gets sited and approved. Developers optimize for power availability, fiber density, land cost, and tax incentives. Community impact often enters the equation only when it becomes a political obstacle.

That sequencing is backward, and smart developers know it.

The projects that move through approval with minimal opposition tend to share common characteristics: early, genuine community engagement before plans are finalized; transparent disclosure of power, water, and traffic impacts; concrete commitments on noise mitigation and visual buffering; and economic agreements that go beyond standard tax arrangements to include workforce training, local hiring preferences, and infrastructure contributions.

The communities that successfully negotiate favorable terms from data center developers are the ones that organize early, ask specific questions, and demand specifics in return — not promises.

Rowan County residents filing a petition are, in their own way, doing exactly that. The outcome will depend on whether the developer and local officials treat that petition as an obstacle to manage or as an invitation to negotiate.

Data center development is not going to slow down — global demand for compute infrastructure is a structural force, not a trend. But the communities that host this infrastructure have more leverage than they realize, and the developers who recognize that early will face fewer Rowan County moments. The ones who don't will keep losing time, money, and approvals to opposition they could have converted into partnership.
