Why Communication is Key for Data Center Development

```markdown
When a data center project stalls—or collapses entirely—the root cause is rarely the technology. It's almost never the land, the power infrastructure, or the equipment lead times. More often than not, the project dies in a conference room, or worse, never makes it into one. A breakdown between a developer, county officials, and the surrounding community can unwind years of planning and hundreds of millions in committed capital before a single shovel hits the ground.
That dynamic played out recently when AVAIO, a data center developer, found itself at odds with local county leadership—a situation where a simple failure to communicate left both sides in the dark and a project in jeopardy. It's a scenario that repeats itself across the infrastructure industry with frustrating regularity.
Stakeholders Don't Manage Themselves
Data center development is not a two-party conversation. By the time a project reaches groundbreaking, the developer has navigated relationships with utility providers, county commissioners, zoning boards, environmental agencies, community groups, general contractors, equipment vendors, and investors—each with their own timelines, priorities, and definitions of "on track."
The single most expensive mistake in data center development isn't a bad land deal or a spec error—it's assuming someone else is managing the stakeholder relationship.
Building a communication plan isn't a soft skill exercise. It's a hard operational requirement. That plan needs to define who owns each external relationship, how often updates flow upward and outward, what triggers an escalation, and who speaks on behalf of the project when things go sideways. The AVAIO situation is instructive: when ABC13 reached out to the company for comment, there was no response. Whether that was a legal decision, an oversight, or an organizational gap, the silence communicated something—and rarely does silence communicate what a developer intends.
County leaders noted that if communication had been better between parties, the situation might have resolved differently. That's not a minor footnote. That's the entire story.
The Pitfalls That Quietly Sink Projects
Most communication failures in infrastructure don't announce themselves. They accumulate.
Scope ambiguity is one of the most corrosive. A data center developer might understand a project as a 200MW hyperscale campus with phased buildout over eight years. The county planning office might have approved a 40MW facility based on a pre-application meeting from two years prior. Neither party is lying. Both parties are operating from a different version of reality—and the divergence only surfaces when it's expensive to fix.
Infrequent updates compound the problem. When weeks pass without a project status touchpoint, each stakeholder fills the information vacuum with assumptions. Community members assume the worst. Utility partners make competing commitments. County officials, facing constituent pressure, go looking for answers the developer hasn't provided—and what they find may be incomplete or out of date.
An update cadence isn't bureaucratic overhead. It's the mechanism that keeps a $500 million project from being derailed by a $50 misunderstanding.
The teams building data centers are often distributed across engineering firms, general contractors, commissioning specialists, and owner's representatives—all working on different slices of the same project with different project management tools and no shared source of truth. That fragmentation is where errors nest.
What Good Communication Actually Costs (and Saves)
Here's a number worth internalizing: industry estimates consistently place the cost of construction rework in large-scale infrastructure projects at 5–15% of total project value. For a $400 million data center, that's potentially $20–60 million in avoidable waste—most of it traceable to miscommunication between design and construction teams, or between owners and contractors.
Proactive communication compresses that exposure. When a structural engineer flags a conflict with a mechanical system routing in week three of design, the fix is a revised drawing. When that same conflict surfaces during installation, the fix involves demolition, material reorders, schedule compression, and likely a liquidated damages conversation.
On the community and regulatory side, the math is similar. Projects that maintain consistent, transparent communication with local governments tend to move through permitting 20–30% faster, according to developers who track these cycles. That timeline compression—even at the low end—can mean the difference between energizing a facility in Q3 versus Q1, a gap that translates directly to revenue for the customer and carrying costs for the developer.
Collaboration tools have matured significantly. Platforms like Procore, Autodesk Construction Cloud, and purpose-built owner's project management systems give large development teams a shared operational layer. But technology doesn't solve a culture problem. If the project executive isn't modeling transparent communication, no software subscription will change the behavior of the teams underneath.
What the Track Record Actually Shows
The data center projects that tend to come in on time and on budget share a few characteristics that rarely make headlines: an owner's representative with genuine authority to make decisions, a community engagement strategy that starts before the permit application, and a single point of contact for every external relationship.
Consider the contrast between two types of project outcomes that repeat across the industry. In one scenario, a developer entering a new market spends six months before the formal application process meeting with county economic development staff, local utility planners, and community stakeholders. By the time the project goes public, local officials are already advocates—because they've been part of the conversation. Permitting moves fast because there are no surprises.
In the other scenario—closer to what appears to have happened with AVAIO—a developer moves quickly, perhaps confident in the project's merits, and treats community and government relations as a downstream task. The project's technical and financial case may be strong. But by the time opposition forms, the developer is playing defense, and defense in local politics is an expensive position to hold.
The projects that move fastest are almost always the ones that looked slowest at the start—because the developer invested early in relationships, not just in engineering.
The lesson isn't that developers need to slow down. It's that the communication work done in months one through six determines whether months seven through thirty-six go smoothly.
Communication Infrastructure for the Next Generation of Projects
The scale of data center development underway globally—driven by AI compute demand, cloud expansion, and edge infrastructure buildout—means these projects are getting larger, more complex, and more visible to the communities where they land. A 20MW colocation facility in an industrial corridor is one conversation. A 500MW AI-optimized campus drawing 500,000 gallons of water per day in a county with existing water stress is a fundamentally different stakeholder challenge.
Remote and distributed teams are now standard in infrastructure development. An owner might be headquartered in New York, the development management firm in Denver, the civil engineer in Phoenix, and the general contractor running field operations from a trailer on-site in rural Virginia. Asynchronous communication tools—structured project reporting, video updates, decision logs—aren't nice-to-haves in that environment. They're the connective tissue that keeps a project coherent.
Emerging tools in the space are beginning to use AI-assisted project monitoring to flag communication gaps before they become schedule risks: identifying when a response from a permitting authority is overdue, surfacing unresolved RFIs that are aging past acceptable thresholds, or alerting a project manager when a stakeholder update hasn't been issued in a defined period. These tools won't replace judgment. But they will make it harder to ignore a communication gap until it becomes a crisis.
The infrastructure developers who will win the next decade of data center development aren't just the ones with the best site acquisition strategies or the deepest capital relationships. They're the ones who treat communication as a core competency—who build the systems, the culture, and the accountability structures to keep every stakeholder informed, aligned, and invested in the project's success.
When county leaders say a different outcome was possible with better communication, they're not offering a soft critique. They're describing the exact mechanism by which projects survive contact with reality. The developers who understand that will build more. The ones who don't will keep wondering why their technically sound projects keep hitting walls that nobody saw coming.
