When fire officials adopt 100-foot residential setbacks, they're responding to a real evidentiary record, not just neighborhood nimbyism. Third, the timeline of engagement matters enormously. Three years of opposition is three years of carrying costs, opportunity costs, and regulatory risk while a project goes nowhere. The Seguro withdrawal lands at an awkward moment for California's energy storage ambitions. The state needs an enormous amount of new storage capacity to backstop its renewable buildout — the California Public Utilities Commission has authorized gigawatts of procurement, and utilities are under pressure to deliver. The gap between what California has approved on paper and what's actually getting built in the ground is widening, and community opposition is one of the least-discussed reasons why.
Developers looking at California's storage pipeline should be mapping not just the technical site criteria — proximity to transmission, land cost, grid capacity — but the social and political geography of each location. As individual jurisdictions adopt their own setback requirements and storage moratoriums, California risks developing a patchwork of local regulations that make siting increasingly difficult even as state-level policy pushes for more storage. But if twenty San Diego County jurisdictions adopt twenty slightly different safety codes, the cumulative effect on storage development could be significant.
The Path Forward
None of this means grid-scale battery storage can't get built in California. Projects do get permitted, constructed, and commissioned — but increasingly, the ones that succeed are the ones where developers did the unglamorous work upfront: identifying landowners who are genuinely willing partners, choosing sites where the local political environment is workable, and engaging fire authorities as collaborators rather than treating their concerns as obstacles.
AES will move on to other projects. The Seguro site will sit unused, at least for battery storage. And San Diego County will still need grid capacity.
The developers who figure out how to build community trust before they need it — not after the opposition movement has already named itself — are the ones who will actually deliver the storage California's grid requires. That's not idealism. It's the only strategy that survives contact with a hospital board.
