But agricultural commissioners, farmers, and rural planners have a different spreadsheet entirely.


The Case Against Putting Data Centers on Farmland

The objection isn't purely sentimental. Agricultural land carries legal weight. Most productive farmland sits under layers of zoning classifications, state-level preservation mandates, and, in some jurisdictions, conservation easements that make conversion to industrial use a genuine regulatory battle — not just a permit application.

When an agricultural commissioner puts opposition in writing, that's not a speed bump. That's a signal that the approval process is about to get complicated, expensive, and public.

The environmental dimension is equally serious. Prime agricultural land — the kind classified as Class I or Class II soils by the USDA — took thousands of years to develop. Once you pour a concrete foundation over it, the biological capacity of that soil is gone. Not degraded. Gone. Data centers don't exactly have a decommissioning plan that ends with "and then we restore the topsoil."

There's also the water issue. Data centers are thirsty infrastructure. A large hyperscale facility can consume millions of gallons of water annually for cooling. Siting one in an agricultural region doesn't just compete with farms for land — it competes for water rights that farmers depend on, particularly in regions where those rights are already strained.


The Economic Argument Is More Complicated Than It Looks

Proponents of data center development on agricultural land usually lead with jobs and tax revenue. And they're not wrong that a major data center brings construction employment, property tax income, and sometimes — though fewer than you'd expect — permanent operational jobs.

But the economic calculus deserves more scrutiny than it typically gets.

Data centers are capital-intensive and labor-light. A facility representing $500 million in investment might employ 30 to 50 full-time workers once operational. Compare that to the agricultural output of the same land over decades — the jobs in farming, processing, transportation, and the downstream rural economy that depends on agricultural production — and the "economic development" framing starts to look thinner.

The tax revenue argument also has a shelf life. Data center equipment depreciates fast, and many states have enacted aggressive tax incentives to attract these facilities in the first place, sometimes exempting the very equipment that would generate the most assessment value.

Long-term, communities that convert productive farmland to data center campuses are making a one-way bet. If the facility becomes obsolete — and technology cycles being what they are, that's not a remote possibility — you're left with a concrete slab on what used to be some of the most productive soil in the region. That's not an abstract risk. It's the kind of outcome that agricultural commissioners are paid to think about.


There Are Better Sites. The Industry Knows It.

Here's where the conversation needs to shift, because the opposition to agricultural land use doesn't have to mean opposition to data center development itself. The alternatives are real and increasingly viable.

Brownfield sites — former industrial land, shuttered manufacturing facilities, retired power plant campuses — offer something that raw farmland doesn't: pre-existing infrastructure. Grid connections, sometimes significant ones. Road access. Stormwater management systems. In many cases, these sites already have industrial zoning, which dramatically simplifies the approval pathway.

The Cave City situation is telling in this regard. The agricultural commissioner's letter specifically referenced brownfield sites and industrial areas as appropriate alternatives. That's not a "not in my backyard" position — that's a "build it somewhere that makes sense" position, and it's worth taking seriously.

Several major data center developers have already moved in this direction. Conversion of former coal plants and industrial sites into data center campuses has been executed successfully in Ohio, West Virginia, and parts of the Midwest where deindustrialization left behind exactly the kind of infrastructure-rich, economically distressed land that needs new investment. These projects tend to generate more durable community support precisely because they're not displacing an existing productive use.

Brownfield redevelopment for data centers isn't a compromise — in many cases, it's a better business decision, because the permitting friction is lower and the grid infrastructure is already there.

Industrial park development offers another path. Greenfield industrial land — zoned, planned, and buffered from residential and agricultural uses — is available in most regions where data center demand is growing. The site selection process for a data center is sophisticated enough that ruling out prime farmland doesn't significantly constrain the viable site universe. It just requires developers to do more upfront work.


What This Means for the Industry

The Cave City situation is a preview, not an anomaly. As data center demand continues to grow — and the numbers are staggering, with some projections putting U.S. data center power demand at 35 gigawatts or more by 2030 — the siting pressure on rural land will intensify. Agricultural commissioners in other states are watching. Some will draw similar lines.

The developers who navigate this well will be the ones who get ahead of it. That means genuine community engagement before site announcement, not after. It means proactively identifying brownfield and industrial alternatives and being transparent about why a particular site was chosen. And it means understanding that land use regulations aren't obstacles to be managed — they're expressions of community values that have to be respected.

There's a version of this industry that grows aggressively, builds where it wants, and fights these battles one commissioner's letter at a time. That path is slower and more expensive than it looks. There's another version where developers earn the social license to build by demonstrating that they've done the work — considered the alternatives, respected existing land use designations, and chosen sites that communities can actually embrace.

The agriculture sector isn't going away. And frankly, with food security becoming a more prominent policy concern at state and federal levels, elected officials are increasingly willing to protect farmland from industrial conversion — even when the developer comes with jobs and tax revenue in hand.

The data center industry is building the infrastructure for the next century of computing. It should be doing it on land that doesn't require dismantling a different century's worth of food production.

The commissioners sending these letters aren't anti-technology. They're pro-consequence. That's a distinction the industry would do well to internalize before the next site announcement.
