Why Data Center Siting Matters for Energy Demand

The decision of where to build a data center may seem like a straightforward real estate problem: find cheap land, secure favorable tax treatment, get permits approved quickly, and break ground. Simple enough.

However, the location of a data center doesn't just determine construction costs. It affects how much energy the surrounding grid can absorb, how that energy gets generated, how much heat gets dumped into local waterways and air systems, and whether neighboring communities end up subsidizing a facility that was never designed with them in mind. Where you build a data center is, ultimately, an energy infrastructure decision — and the industry hasn't always treated it that way.

The stakes are rising. U.S. data center electricity consumption is projected to more than double by 2030, driven by AI workloads that are dramatically more power-hungry than traditional cloud computing. A single AI-optimized server rack can draw 10 to 30 times the power of a conventional rack. Multiply that across a hyperscale campus, and you're talking about facilities that rival mid-sized cities in their electrical appetite. The siting question is no longer academic.

What "Data Center Siting" Actually Means

Siting isn't just picking a plot of land. It's the full evaluation of a location's technical, regulatory, financial, and infrastructure characteristics before committing hundreds of millions — or billions — of dollars to a facility that will operate for decades.

A well-sited data center is near sufficient grid capacity, has access to reliable fiber routes, faces manageable permitting timelines, and can handle its own thermal output without creating cascading problems downstream. A poorly sited one creates grid strain, water stress, community pushback, and — eventually — expensive retrofits or regulatory constraints that weren't modeled into the original pro forma.

The industry has historically prioritized the first three variables — land cost, tax incentives, and approval speed — because those are the variables that show up most visibly on a development timeline. The energy and environmental variables tend to show up later, when they're someone else's problem to solve.

The Three Factors That Actually Drive Site Selection

Land Cost

Raw land cost matters, but the more significant driver is the total cost of occupancy over a 20-to-30-year asset life. Markets like Northern Virginia (Loudoun County's "Data Center Alley") became dominant not because land was cheap — it isn't — but because the aggregation of fiber, power infrastructure, and talent created an ecosystem effect that justified premium pricing.

Secondary markets in the Midwest and Southeast have attracted development precisely because land acquisition costs are a fraction of coastal markets, allowing developers to acquire larger parcels and build out campus-scale facilities that can absorb future capacity expansion without land constraints.

Tax Incentives

Most states with significant data center activity have enacted some form of sales tax exemption on equipment purchases. For a hyperscale facility spending $500 million on servers, networking gear, and cooling infrastructure, a sales tax exemption can represent tens of millions in avoided costs. Some jurisdictions layer in property tax abatements, further reducing the carrying cost of the asset.

The problem is that aggressive incentive packages often divert resources from the very grid and community infrastructure that data centers depend on. Virginia's data center tax exemptions have come under recurring scrutiny from state legislators who argue the program costs the commonwealth hundreds of millions annually while the beneficiaries are primarily large technology companies with substantial balance sheets. It's a tension that shows up in every major data center market.

Speed of Approvals

Hyperscale developers operate on tight timelines driven by customer commitments. A delay of six to twelve months in permitting can represent significant lease revenue or cloud capacity contracts that move to a competitor. Markets that have streamlined permitting — or created dedicated data center approval pathways — have captured disproportionate development activity as a result.

This creates a race dynamic where jurisdictions compete on speed, sometimes at the expense of rigorous environmental review. That tradeoff is becoming harder to ignore.

Energy Demand and Thermal Discharge: The Costs That Don't Appear on the Pro Forma

A 100 MW data center running at full capacity consumes roughly the same electricity as 80,000 average American households. That load doesn't materialize gradually — developers negotiate large power purchase agreements and grid interconnection contracts that require utilities to plan and potentially build new generation or transmission capacity. In markets where grid capacity is already constrained, the addition of one or several large data center campuses can accelerate grid upgrade timelines and, in some cases, delay the retirement of fossil fuel generation that would otherwise be phased out.

Thermal discharge is the less-discussed half of this equation. Data centers generate enormous amounts of heat. The dominant cooling approach — mechanical cooling that exhausts heat into the atmosphere or into water systems — has measurable effects on local environments. Facilities that rely on evaporative cooling can consume millions of gallons of water annually, a serious concern in drought-prone Western states where some of the fastest-growing data center markets are located.

Responsible siting requires modeling these impacts before the first shovel turns, not after community opposition forces a reckoning. Developers who do this work upfront typically find it easier to navigate the permitting process and build durable relationships with local utilities and municipalities.

Measuring Whether a Site Actually Works

The industry standard metric for energy efficiency is Power Usage Effectiveness (PUE) — the ratio of total facility energy consumption to the energy delivered to computing equipment. A PUE of 1.0 is theoretical perfection; best-in-class hyperscale facilities operate around 1.1 to 1.2. Legacy enterprise data centers often run at 1.5 to 2.0, meaning half or more of consumed electricity is going to overhead rather than computation.

But PUE is a facility-level metric. It doesn't capture the carbon intensity of the grid the facility draws from, the water stress created by cooling systems, or the community infrastructure costs borne by the surrounding area. A data center with a PUE of 1.15 running on coal-heavy grid power may have a worse real-world impact than a facility with a PUE of 1.4 powered by renewable energy — yet the first facility looks better on the standard scorecard.

More sophisticated operators are moving toward metrics like Water Usage Effectiveness (WUE) and Carbon Usage Effectiveness (CUE) to capture a fuller picture of site performance. Regulators are starting to pay attention. Ireland, which hosts a significant concentration of European data center capacity, has introduced restrictions on new data center connections in certain grid zones — a preview of the regulatory friction that U.S. markets will likely face as load growth outpaces grid planning.

Where Development Is Heading

The next generation of data center siting decisions will be shaped by a convergence of forces that didn't exist five years ago.

AI infrastructure requirements are pushing power density to levels that require entirely different approaches to thermal management — liquid cooling, immersion cooling, rear-door heat exchangers. Sites that were designed for air cooling may need significant capital investment to accommodate next-generation workloads, which creates a preference for greenfield development in markets where new facilities can be designed to spec from the ground up.

Grid constraints are becoming a genuine bottleneck. In Northern Virginia, some utility interconnection queues have extended to five years or more. This is pushing developers to look at markets with stranded generation capacity — areas where power plants exist but lack nearby load — as a faster path to energization. It's also driving interest in on-site generation and co-location with renewable energy projects, where a data center campus is literally adjacent to a solar or wind facility.

The developers who figure out how to site data centers that are genuinely integrated with local energy systems — not just connected to them — will have a structural advantage as regulatory and community pressure intensifies.

Land selection, in this context, becomes a more complex analytical exercise. It's not just about acreage and zoning. It's about proximity to fiber hubs, available grid capacity today and five years from now, water resources and thermal discharge limits, community and political dynamics, and the ability to co-locate renewable generation at scale.

The data center industry built its current footprint by optimizing for speed and cost. The next decade will reward a different set of priorities — and the operators, developers, and investors who understand that now have a meaningful head start on the ones who don't.
