Oman and Algeria Join Forces for Data Center Growth

Two governments. One working session. A partnership that could redefine who builds digital infrastructure across North Africa and the Gulf.

On May 5, Algeria's Minister of State for Digital Affairs, Meriem Benmouloud, sat down with Oman's Minister of Transport, Communications and Information Technology, Said bin Hamoud Al Maawali, during an official visit to Algiers. The meeting produced a bilateral cooperation agreement covering data centers, AI, and digital government — and while no specific projects have been announced yet, the strategic intent behind it deserves serious attention.

This isn't just a diplomatic handshake. It's two nations with complementary assets and aligned ambitions signaling that the Gulf-Africa digital corridor is becoming a real conversation at the ministerial level.

Algeria's Data Center Market: Significant Ambition, Modest Infrastructure

The honest assessment of Algeria's current data center market is that it's small: six facilities total and no hyperscaler presence. Local players like HostArts, Ayrade, ICOSNET, and ISSAL dominate a market concentrated almost entirely in Algiers and Oran.

That gap between ambition and infrastructure is exactly what makes this agreement interesting.

Algeria isn't just looking to fill racks — it's trying to leapfrog into AI-era relevance. The government is already building an AI-focused data center in Oran, and President Abdelmajid Tebboune has publicly positioned Algeria as a future hub for innovation and digital technology across the African continent. The country has set a target for AI to contribute seven percent of GDP by 2027 — an aggressive number that implies serious infrastructure investment will need to follow.

Seven percent of GDP is not a rounding error. For context, even mature digital economies struggle to attribute that kind of GDP contribution specifically to AI. Hitting that target would require Algeria to move from six facilities and a handful of local ISPs to an ecosystem that can attract developers, run enterprise workloads, and support government digitalization at scale. That's a tall order in under two years, underscoring why Algeria is actively pursuing partnerships rather than trying to build everything domestically.

The challenge isn't just capital — it's expertise. Hyperscalers haven't shown up yet. The local operators that do exist primarily serve hosting and connectivity needs, not the dense compute environments that AI workloads demand. Oman, which has traveled further down this road, offers something Algeria needs more than money: a replicable model.

What Oman Actually Brings to the Table

Oman's digital infrastructure story is more developed than most people outside the region realize. Oracle operates two cloud infrastructure regions in the sultanate — one in Ibri City and one in Muscat. Equinix is there. Omantel is there. Ooredoo inaugurated a new data center and cable landing station in Salalah in 2025, which also serves as a landing point for the Gulf2Africa cable and Subcom's Oman Australia Cable.

That submarine cable connectivity is the detail that elevates Oman from regional player to genuine strategic asset. Being a landing point for both Gulf2Africa and the Oman Australia Cable means Oman sits at a genuine crossroads of east-west and north-south digital traffic. For Algeria, aligning with a partner that has those connections — and has already navigated the process of attracting Oracle, Equinix, and international telcos — is more valuable than any single infrastructure project.

The bilateral agreement explicitly includes knowledge exchange, and that framing is telling. Oman isn't just offering to co-invest; it's offering to share how it got here. Al Maawali's language during the working session — describing the sultanate as "ready to establish an effective partnership based on innovative approaches grounded in international standards" — suggests Oman sees itself as something of a model exporter, not just a co-builder.

For Algeria, that's a faster path than starting from scratch with international consultants and greenfield development timelines.

What the Partnership Actually Needs to Deliver

Bilateral agreements in emerging tech markets have a well-documented tendency to stay at the MOU stage indefinitely. The absence of any specific announced projects is notable, and stakeholders should be clear-eyed about the gap between signed frameworks and operational facilities.

That said, the conditions that give this agreement real legs are visible. Algeria has a political mandate — GDP targets don't get attached to initiatives that governments expect to quietly shelve. Oman has a track record and institutional relationships with the global operators that Algeria needs to attract. The broader African data center market is in a phase of genuine expansion, with developers actively scanning for the next viable jurisdiction.

The country that figures out how to combine North Africa's untapped demand with Gulf capital and operational expertise will have an early-mover advantage that compounds over time.

The practical next steps matter enormously. Does this agreement unlock a joint investment vehicle? Does it produce a specific facility in Algeria with Omani technical partners? Does it create a framework for Omani operators to anchor a presence in Algiers or Oran that signals safety to hyperscalers who are watching but not yet committed?

Those are the questions that will determine whether this becomes a case study or a footnote.

The Broader Signal for Africa's Digital Infrastructure Race

Zoom out, and the Oman-Algeria partnership fits a larger pattern. Gulf states — not just Oman, but Saudi Arabia, Qatar, and the UAE — have been systematically extending their digital infrastructure relationships southward into Africa. Data center developers who have been watching North Africa know that Algeria's population of 46 million, its energy resources, and its government's genuine digitalization push make it a market worth positioning in early.

The question has always been who moves first and with what backing. An Omani government imprimatur — complete with ministerial-level commitment and a partner that has already earned Oracle and Equinix as tenants — changes the calculus for developers sitting on the sidelines.

For infrastructure investors and operators tracking the African data center market, the message is straightforward: Algeria is no longer just a country with ambitions. It now has a credible partner, a political mandate with GDP targets attached, and a government willing to go bilateral rather than waiting for hyperscalers to self-select in. The window for early positioning — in land, in connectivity, in local partnerships — is open. It rarely stays that way for long.
