Ohio's Data Center Development: What You Need to Know

Ohio has quietly become one of the most contested battlegrounds in American infrastructure — not for oil pipelines or transmission lines, but for data centers. As hyperscalers like Amazon, Google, and Microsoft race to plant gigawatts of computing power in the Midwest, local zoning boards and state legislators scramble to write rules for an industry that didn't exist at scale a decade ago. The result is a policy environment in flux, and for developers and investors, the details matter enormously.

Ohio's Position in the Data Center Race

No state in the Midwest has attracted data center capital quite like Ohio. The reasons are straightforward: affordable land, relatively cheap power, strong fiber connectivity along major East-West corridors, and a business-friendly tax climate that has included significant sales tax exemptions on data center equipment. Columbus and its surrounding counties — particularly Dublin, New Albany, and Licking County — have emerged as some of the densest concentrations of hyperscale infrastructure anywhere in the country.

The scale of investment is hard to overstate. We're talking about facilities that can run 100 megawatts or more per campus, require hundreds of millions of dollars in construction, and draw enough electricity to power small cities. That kind of footprint doesn't slip quietly into a community — and that's exactly where the friction begins.

Zoning, which most people associate with arguments about fence heights and setback requirements, has become the primary regulatory lever shaping where and how this infrastructure gets built. Right now, Ohio's zoning code is struggling to keep up.

The Legislative Push for a Statewide Framework

The local permitting battles playing out in Ohio townships and county commissioners' offices aren't happening in isolation. State lawmakers have advanced a broader review of data center development across Ohio — a signal that the patchwork of local decisions isn't sustainable when the stakes involve billions in investment and critical national infrastructure.

The core tension is familiar to anyone who has watched industrial development debates: local control versus statewide consistency. Townships that find themselves in the path of a proposed 200-megawatt hyperscale campus often lack the technical staff, legal resources, or precedent to evaluate applications intelligently. Some approve projects with conditions that turn out to be unenforceable. Others reject projects on grounds that expose them to legal challenges.

A statewide legislative framework, if designed well, could bring predictability to all sides — giving developers a clearer path while providing communities with real tools to shape outcomes, not just veto them.

The review underway at the state level appears to be grappling with several fundamental questions: What uses are appropriate by right versus by conditional use permit? What setbacks, noise limits, and visual screening standards should apply? How should energy and water consumption factor into approval criteria? These aren't abstract policy questions — they determine whether a project moves in 18 months or gets mired in appeals for five years.

What Developers Are Actually Up Against

Spend time with developers working on Ohio data center development, and a few common frustrations emerge. First, zoning classification inconsistency. A data center might be classified as heavy industrial in one township, light industrial in another, and something closer to utility infrastructure in a third — each classification carrying different requirements, different neighbor notification rules, and different appeals processes. For a company trying to build a multi-site portfolio, that inconsistency creates serious planning risk.

Second, local opposition is becoming more organized. Communities that once welcomed data centers primarily for their tax revenue are now raising harder questions — about water consumption for cooling systems, about the strain on regional power grids, and about whether the promised jobs ever actually materialize at scale. These are legitimate concerns, not just NIMBY reflexes, and developers who dismiss them tend to create longer, messier approval processes.

The jobs question deserves particular honesty. A 100-megawatt data center might create 30 to 50 permanent jobs. That's not nothing — those jobs tend to pay well — but it's a far cry from the employment footprint of a traditional manufacturing facility of comparable capital investment. Communities that are making land use decisions based on job creation projections alone are often working from incomplete math.

Third, energy infrastructure is emerging as a binding constraint that zoning alone can't solve. Large data centers require dedicated substations and transmission upgrades that can take years to permit and build. In some Ohio markets, interconnection queues are so backlogged that a developer can win all their local approvals and still face a five-year wait for adequate power. That dynamic is reshaping where projects are viable before a shovel ever hits the ground.

The Real Economic Case — Beyond the Press Release Numbers

The economic argument for data center development in Ohio is real, even if it's often overstated in the announcement phase. Property tax revenue from a large campus can be substantial — enough to materially change the budget picture for a rural school district or township. Construction phases employ hundreds of workers, often union labor, for 18 to 24 months. Data center campuses tend to anchor further technology sector investment in a region.

Ohio's existing sales tax exemption for data center equipment has been a significant draw, effectively reducing the cost of equipping a large facility by tens of millions of dollars. That competitive advantage matters when a hyperscaler is choosing between Ohio, Indiana, and the Carolinas for its next campus location.

The infrastructure ripple effects are often underappreciated. When a major operator builds a campus, fiber providers upgrade regional networks to serve it, power utilities make transmission investments they'd deferred for years, and the overall infrastructure quality of that corridor improves in ways that benefit other businesses and residents.

The risk is that communities give away too much — in tax abatements, in rezoning concessions, in infrastructure subsidies — without adequate performance guarantees. Good deal structure matters as much as whether the project gets approved at all.

Looking Ahead: What the Next Cycle Brings

Ohio data center development isn't slowing down. The demand drivers — AI infrastructure buildout, cloud adoption, edge computing — are accelerating in ways that will keep capital flowing into this sector for at least the next decade. The question isn't whether Ohio will continue to attract these projects; it's whether the state builds a regulatory framework sophisticated enough to channel that development intelligently.

The state legislative review is a genuine opportunity, but these processes can go sideways. If the resulting framework is too permissive, communities lose meaningful input into decisions that affect their roads, power supply, and water systems. If it's too restrictive or inconsistent, capital flows to other states with clearer rules.

The developers and investors who will win in Ohio's next development cycle are those who engage the policy process early — not just the permitting process. Showing up to testify at a township zoning hearing is table stakes. Understanding how state legislation will reshape the approval environment over the next three to five years and positioning projects accordingly is where real competitive advantage gets built.

For anyone tracking infrastructure development in Ohio, the legislative calendar is worth watching as closely as the real estate market. The zoning code being written now will shape what gets built — and what doesn't — for a generation.
