New Data Center Campus Planned Near Berwick

A data center developer has set its sights on land near Berwick, Pennsylvania — and if the project moves forward, it won't just change the skyline; it could reshape how the region thinks about power, infrastructure, and economic development for decades.

Details are still emerging, but the signal is clear: Berwick is on someone's shortlist for a major compute campus. That doesn't happen by accident.

Why Berwick, and Why Now

Data center developers don't choose locations on a whim. Site selection is a methodical process driven by a handful of hard constraints: available land at reasonable cost, proximity to fiber routes, access to substantial grid capacity, and a regulatory environment that won't slow construction to a crawl.

Berwick checks several of those boxes in ways that larger, more obvious markets no longer can.

The region sits in northeastern Pennsylvania, where land is still affordable compared to the data center corridors around Northern Virginia, Phoenix, or Chicago. Those legacy hubs are facing real constraints — power availability has become so tight in Ashburn, Virginia, that some developers have faced multi-year queues just to get utility interconnection agreements signed. Secondary and tertiary markets are absorbing the overflow, and Berwick appears to be positioning itself to catch some of that wave.

The proximity to Susquehanna River water resources is another factor worth watching. Data centers consume enormous volumes of water for cooling — hyperscale facilities can use millions of gallons per day — and sites with reliable water access have a structural advantage in the site selection process.

What This Means for the Local Economy

A data center campus isn't a traditional employer. Don't expect thousands of jobs the way a manufacturing plant might deliver. A fully operational hyperscale facility might employ 50 to 200 people directly — highly skilled roles in facilities management, network operations, and security. The real economic story is more nuanced and, frankly, more durable.

The construction phase alone can inject hundreds of millions of dollars into a regional economy, and the tax base impact of a major data center can be transformational for a small municipality.

Consider what's happened in other communities that landed large data center investments. In some rural Virginia and Ohio counties, data centers became the single largest contributors to local property tax revenue — funding schools and public services without adding proportional demand on those same services. A data center doesn't need the school system the way a residential development does.

For Berwick and surrounding Columbia County, an investment of this scale would represent a meaningful diversification from the area's traditional industrial and manufacturing base. The region has spent decades navigating economic transitions. A modern compute campus signals a different kind of future.

Local contractors, electrical subcontractors, and civil engineering firms stand to benefit substantially during the build-out phase. Data center construction is technically demanding and labor-intensive — these are not minimum-wage projects.

The Infrastructure Equation

Here's where the project gets complicated, and where local officials and utility planners need to pay close attention.

A mid-sized data center campus — say, 100 to 300 megawatts of IT load — requires electrical infrastructure that simply doesn't exist in most secondary markets without significant investment. PPL Electric Utilities serves much of this part of Pennsylvania, and any large interconnection request will trigger a formal study process that can take 12 to 24 months before a single shovel hits the ground.

The infrastructure a data center demands doesn't just serve the facility — it upgrades the grid for everyone around it.

Transmission line upgrades, substation builds, and distribution reinforcements required to serve a large campus often have co-benefits for surrounding communities and industrial users. That's a legitimate argument developers make to regulators and municipalities when seeking expedited permitting, and it carries real weight.

Water and wastewater infrastructure will also need scrutiny. Depending on the cooling architecture — air-cooled, water-cooled, or hybrid — the facility's water demands could be substantial. Modern data center operators have made meaningful progress on water usage effectiveness (WUE) metrics, but a 200MW campus still operates at an entirely different scale than anything most local utilities have planned for.

Sustainability and the Clean Energy Imperative

Any serious data center developer building today is thinking hard about power purchase agreements and renewable energy procurement. This isn't purely altruistic — hyperscale tenants and enterprise customers increasingly require it. Microsoft, Google, Amazon, and Meta have all made public commitments to 100% renewable energy matching, and their colocation and cloud suppliers are expected to follow.

Pennsylvania's grid mix, managed through PJM Interconnection, includes a meaningful share of nuclear generation — which many developers now count toward carbon-free electricity commitments, not just renewables in the traditional wind-and-solar sense. The Susquehanna Steam Electric Station, a nuclear plant located in Luzerne County just miles from the Berwick area, is a notable factor. Proximity to firm, carbon-free baseload generation is increasingly a competitive advantage in data center site selection — not a footnote.

Developers who get ahead of the clean energy story early tend to face less community opposition and smoother permitting processes. Expect any credible developer in Berwick to make renewable energy sourcing and energy efficiency central to their public narrative, and expect the underlying numbers to matter more than the marketing language.

Energy-efficient design is no longer optional at this scale. Modern data centers are targeting power usage effectiveness (PUE) ratios below 1.3, with cutting-edge designs approaching 1.1 in cooler climates. Northeastern Pennsylvania's climate — with meaningful cooling degree days but also cold winters that enable economizer cooling for substantial portions of the year — makes it a genuinely favorable environment for efficient operations.

Where Data Center Development Goes From Here

The Berwick project is a single data point in a much larger trend. U.S. data center capacity needs are accelerating dramatically, driven by AI workloads that are orders of magnitude more compute-intensive than traditional cloud applications. Training a large language model requires sustained, dense compute that older, less power-dense facilities simply cannot support.

The next generation of data center development isn't going to cluster in the same zip codes as the last generation — the land, power, and water just aren't there.

Markets like Berwick — with available land, potential grid access, and proximity to population centers without being inside them — are exactly where developers are looking. This project, if it proceeds, likely won't be the last conversation of this kind that Berwick has.

For local officials, the immediate priority should be clarity: understanding the developer's timeline, the proposed scale, the interconnection strategy, and what infrastructure commitments the developer is prepared to make versus what they'll expect from public sources. Those conversations, had early and transparently, are the difference between a project that transforms a community and one that burdens it.

For the broader infrastructure and clean energy sector, Berwick is worth watching — not because of what's been announced, but because of what it represents. Secondary markets are becoming primary markets. The question is which communities are ready when the call comes.
