Will Bonner Mill Industrial Park Host a New Data Center?

A small industrial park in Bonner could be on the brink of a transformative era. A proposed data center at the Bonner Mill Industrial Park has quietly become one of the more consequential infrastructure conversations in the region — the kind of development that sounds technical on the surface but carries real implications for jobs, tax revenue, energy demand, and the long-term identity of the community.

Data centers don't show up in small towns by accident. When a developer scouts a site like Bonner Mill, they're looking at a specific checklist: available land, proximity to transmission infrastructure, fiber connectivity, and a local government willing to work through the permitting process. The fact that Bonner Mill Industrial Park is even in that conversation signals something worth paying attention to.

What's Being Proposed

The Bonner Mill Industrial Park has history — the kind that comes with legacy industrial land, which often means existing utility infrastructure, rail or road access, and zoning that can accommodate heavy development. These are exactly the attributes that make former mill sites attractive to data center developers looking to avoid the greenfield permitting gauntlet.

Specifics on the full scope of the proposal — total square footage, megawatt capacity, and the identity of the primary developer — are still emerging publicly. Ryan Toohill has been reporting on community conversations around the project, indicating that stakeholder engagement is already underway. That's a meaningful detail. Projects that reach the community conversation stage have typically cleared at least preliminary site control and feasibility hurdles.

The question isn't whether data centers are coming to secondary and rural markets — they already are. The question is whether Bonner is positioned to capture one.

The Economic Math

Here's where things get interesting for Bonner residents and local officials. Data centers are among the highest-value infrastructure investments a community can land, precisely because they look underwhelming on the surface. A 50,000-square-foot data center doesn't employ hundreds of workers the way a manufacturing plant does — a facility of that size might run with a permanent staff of 20 to 50 people. That number is easy to dismiss.

Don't.

Those positions — facilities technicians, network engineers, security personnel, site managers — pay well above regional median wages. More importantly, the property tax and utility revenue a data center generates can be transformative for a small municipality's budget. Large-scale facilities regularly generate millions in annual property tax revenue, funding schools, roads, and emergency services without proportional demands on those same services.

For a community like Bonner, landing even a mid-sized data center could mean the difference between a shrinking tax base and a stable one.

The indirect economic effects compound that. Construction phases on data center projects are labor-intensive — electrical contractors, civil crews, concrete work, structural steel. A facility of any meaningful scale represents 12 to 24 months of sustained local construction employment before a single server goes online. Local suppliers, hospitality businesses, and contractors all feel that activity.

What the Community Is Watching

Not everyone greets a data center proposal with enthusiasm, and that skepticism deserves to be taken seriously rather than dismissed as reflexive NIMBYism. The concerns that surface in communities like Bonner tend to cluster around a few legitimate issues.

Water consumption is one. Cooling is the dominant operational challenge in data center design, and traditional cooling towers consume significant water — a resource that carries real weight in many Montana communities. Developers who arrive without a credible answer to the water question tend to find community opposition hardening quickly.

Energy demand is another. A utility-scale data center can draw 20 to 100+ megawatts of power continuously. For a region served by existing transmission infrastructure, that kind of load requires honest conversations with the utility about grid capacity, rate impacts on existing customers, and whether renewable sources can meet the demand. Communities that have watched data centers drive up industrial power rates in neighboring regions are right to ask these questions upfront.

Traffic, noise, and visual impact are lower on the concern hierarchy for industrial park sites — a former mill location carries industrial character by definition — but they're not irrelevant to residents adjacent to the park.

The community conversations Ryan Toohill has been covering suggest residents are engaged and asking the right questions. That's a healthy dynamic. Projects that survive genuine public scrutiny tend to be better designed and better operated than those that steamroll local input.

The Infrastructure Reality

Developing a data center isn't like building a warehouse. The infrastructure requirements are orders of magnitude more complex, and the site selection process reflects that.

Reliable, redundant power delivery is non-negotiable. Developers will want to understand the distance to the nearest substation, the available fault capacity, and whether the utility can support a dedicated feed. Fiber diversity — multiple physical paths for internet connectivity — is equally critical. A data center with a single fiber route is a liability.

The Bonner Mill site's industrial heritage may actually be an asset here. Former industrial sites frequently have oversized electrical service, existing transformers, and utility easements already in place. What took a mill decades to build in infrastructure terms doesn't have to be rebuilt from scratch.

Energy efficiency is increasingly a developer prerequisite, not an afterthought. Modern data center design targets a Power Usage Effectiveness (PUE) ratio as close to 1.0 as possible — meaning nearly all power drawn goes directly to computing, not cooling overhead. Montana's climate is a genuine competitive advantage in this regard. Ambient air cooling is viable for a significant portion of the year in northern climates, reducing mechanical cooling loads and operating costs simultaneously. That's not a minor consideration — it's one of the reasons Pacific Northwest and Mountain West sites have attracted serious data center investment over the past decade.

What This Means for Bonner Mill's Future

Industrial parks built around single industries carry inherent fragility. When the anchor tenant — or in Bonner's case, the anchor industry — declines, the ripple effects can hollow out a community's economic base for a generation. Diversifying an industrial park with technology infrastructure is one of the more durable redevelopment strategies available to smaller communities.

A data center, if developed responsibly, doesn't compete with other industrial tenants — it complements them. The presence of high-quality power and fiber infrastructure tends to attract additional technology-adjacent businesses. The halo effect is real and well-documented in communities that have successfully hosted early data center development.

The longer arc here points toward something Bonner civic leaders should be thinking about deliberately: what does the full Bonner Mill Industrial Park look like in 15 years? A data center anchor could be the infrastructure catalyst that makes the rest of the park more attractive to a wider range of tenants. Or, handled poorly — with inadequate community input, undersized infrastructure commitments, or a developer who treats the site as purely extractive — it could generate conflict that poisons future development conversations for years.

The difference between those two outcomes lives almost entirely in the quality of the process happening right now. That means thorough public engagement, hard questions about energy and water sourcing, firm commitments on local hiring during construction, and transparent communication from developers about the facility's operational footprint.

Bonner is at the beginning of that process. The fact that the conversation is happening at all — publicly, with residents engaged — is a better starting point than many communities get. What happens next depends on whether the development community and local stakeholders can build enough shared understanding to get the details right.

That's worth following closely.
