The Future of Data Centers in Local Landscapes

AI isn't slowing down, which means data center construction isn't either. The compute demands of large language models, autonomous systems, and real-time analytics are driving a build-out that will likely double global data center capacity within a decade. Communities that feel overwhelmed by one facility today will face decisions about three or four as operators expand existing campuses or cluster new ones nearby.

That trajectory makes the Waco protest less of an isolated grievance and more of an early indicator of a coming friction point at scale.

The communities that navigate this best won't be the ones that simply say yes or no to development—they'll be the ones that built the institutional capacity to negotiate on equal footing.

That means local governments investing in technical expertise before they're sitting across from a developer's legal team. It means state legislatures creating standardized frameworks for water impact disclosure rather than leaving each municipality to figure it out independently. And it means data center operators recognizing that community resistance, once it reaches a state capitol, is an expensive problem that proactive engagement could have prevented for a fraction of the cost.

The woman who drove to Austin to protest wasn't anti-progress. She was asking to be part of a conversation that had been happening without her. In an industry that prides itself on optimizing systems, that's a remarkably easy fix—and one too few operators have bothered to make.
