Will DC's New Data Center Shift Infrastructure Trends?

Washington, DC isn't typically where you'd expect the next major chapter in American data center development to unfold. The District is expensive, politically complicated, and land-constrained in ways that make most infrastructure developers look elsewhere. Yet here we are — the DC Council is reviewing a significant data center contract that could reshape how the region thinks about digital infrastructure, land use, and the real costs of building in dense urban environments.

This isn't just a local story. What happens in DC tends to reverberate.

The Project Taking Shape

The development, under construction in Manassas and now drawing Council scrutiny, represents the kind of large-scale digital infrastructure investment that's become increasingly common in Northern Virginia — arguably the world's densest concentration of data center capacity. But the DC Council's involvement signals something different: a level of political and regulatory engagement that most data center projects never face.

When elected bodies start reviewing data center contracts, the calculus for developers changes fundamentally — not just for this project, but for every project that follows.

The Manassas corridor has long been attractive to hyperscalers and colocation providers for reasons that are almost embarrassingly straightforward: proximity to the MAE-East internet exchange point, a relatively stable power grid, and land that (until recently) was available at prices that made large campuses financially viable. What's shifting is the "until recently" part. As that corridor fills up, pressure pushes closer to the District itself — and that's where things get complicated.

The stakeholders here extend well beyond the developer and the Council. Utilities, neighboring municipalities, community groups, and competing infrastructure investors all have skin in the game. DC's political environment means those voices get heard loudly before ground is broken.

What This Means for Infrastructure Trends Regionally

Northern Virginia's data center boom has been extraordinary by any measure. Loudoun County alone — sometimes called "Data Center Alley" — hosts more than 25 million square feet of data center space, handling around 70% of the world's internet traffic at any given moment. That concentration creates both opportunity and fragility.

DC data center development pushing closer to the urban core represents a meaningful directional shift. Historically, the logic of "build where land is cheap and power is available" has driven campuses further from population centers. Urban data centers trade square footage and megawatts for connectivity, redundancy, and proximity to enterprise customers who want low-latency access to their own infrastructure.

The real question isn't whether urban data centers make sense — they clearly do for specific workloads — it's whether DC's regulatory environment can process them at the speed the market demands.

Compare this to what's happened in other major metros. New York City has seen data center development actively constrained by zoning and community opposition, particularly in the outer boroughs. Chicago's data center market has grown steadily precisely because Illinois offered tax incentives that made the economics work despite higher land costs. Phoenix and Dallas have absorbed enormous capacity by offering the opposite of what DC represents: space, cheap power, and minimal friction.

DC is choosing a different path. Whether intentionally or not, the Council's review process is establishing a precedent that urban data center development here will require political buy-in, not just permits.

The Hidden Costs That Don't Show Up in the Pro Forma

Developers who've worked in suburban or exurban markets often underestimate what urban and near-urban projects actually cost — and I don't mean construction costs, which are well understood. The hidden costs are harder to model.

Regulatory engagement in a jurisdiction like DC isn't just about getting approvals. It's about legal fees, community benefit agreements, delays measured in quarters rather than weeks, and the opportunity cost of capital sitting idle while reviews proceed. A data center that might take 18 months to deliver in a greenfield market can easily push to 30+ months when council review, zoning challenges, and infrastructure negotiations stack up.

Then there's power. Data centers are, fundamentally, power consumption facilities that happen to have servers in them — a modern hyperscale campus can draw 100 to 500 megawatts, enough to power a small city. Securing that capacity from Pepco or any urban utility involves interconnection studies, potential grid upgrades, and costs that get passed somewhere — sometimes to the developer, sometimes socialized across ratepayers. Neither outcome is politically painless in DC.

Cooling infrastructure in dense urban environments adds another layer. The water consumption of large data centers has become a genuine flashpoint in multiple cities, and DC's environmental regulatory environment will scrutinize that closely.

Land Development Implications: Who Wins, Who Gets Displaced

The land development ripple effects of a significant data center project near DC deserve more attention than they typically receive. Data centers are unusual infrastructure assets: they're capital-intensive, employ relatively few people per square foot, and tend to reshape land values in their vicinity without generating the economic activity density that, say, a mixed-use development would.

In practical terms, this means neighboring parcels often appreciate in value — utilities get upgraded, roads get improved, and the area signals "infrastructure-grade" credibility to other investors. Industrial and flex properties near established data center clusters routinely command premiums that would have seemed absurd a decade ago.

The flip side is equally real. Land that gets absorbed into data center use is land that isn't becoming housing, retail, or the kind of walkable mixed-use development that DC has prioritized in its planning documents. In a city with a genuine housing shortage, that trade-off isn't abstract — it's a policy choice with constituency implications.

Shifts in land use policy are already visible across Northern Virginia, where several jurisdictions have introduced data center overlay districts, moratoriums, or specific zoning categories to manage where this development can go. DC and its immediate neighbors are watching those experiments closely. The outcome of the Council's current review could determine whether DC adopts a similar framework — or essentially cedes data center development to the suburbs entirely.

For real estate investors, the signal here is nuanced. Proximity to confirmed data center infrastructure has historically been a strong positive indicator for industrial and light commercial property values. But the regulatory uncertainty that comes with DC's review process introduces timeline risk that conservative capital doesn't love.

What Comes Next — and Why It Matters Beyond DC

The infrastructure investment community should watch this Council review not for its immediate outcome, but for what it reveals about urban data center development as an asset class.

Demand isn't slowing. AI workloads are driving data center capacity requirements at rates that are straining the development pipeline nationwide. Every hyperscaler with a capital deployment mandate is looking for sites, and urban-adjacent locations near major internet exchange points don't come available often. DC, despite its complications, sits at the intersection of federal government demand, enterprise density, and critical network infrastructure.

If DC finds a workable regulatory framework for data center development — one that moves at market speed and addresses community concerns without becoming a veto process — it becomes a model that other constrained urban markets will study carefully.

If it doesn't, the market will simply route around it. More capacity will get built in Culpeper, in Frederick, in the next ring of exurban Virginia and Maryland — further from the network core, more dependent on long-haul fiber, and less useful for the latency-sensitive applications that are increasingly driving enterprise infrastructure decisions.

The Manassas project and the Council's scrutiny of it is, in miniature, the central tension of American infrastructure development right now: the places where things need to be built are often the hardest places to build them. Getting that equation right — balancing speed, community impact, and long-term infrastructure value — is the work that separates the markets that will lead the next decade from those that will watch it from the sidelines.

DC has the demand. It has the network position. What it's still figuring out is whether it has the institutional capacity to translate those advantages into built infrastructure. That answer is coming.
