What Comes Next — and Why It Matters Beyond DC

Demand isn't slowing. AI workloads are driving data center capacity requirements at rates that are straining the development pipeline nationwide. Every hyperscaler with a capital deployment mandate is looking for sites, and urban-adjacent locations near major internet exchange points don't come available often. DC, despite its complications, sits at the intersection of federal government demand, enterprise density, and critical network infrastructure.

If DC finds a workable regulatory framework for data center development — one that moves at market speed and addresses community concerns without becoming a veto process — it becomes a model that other constrained urban markets will study carefully.

If it doesn't, the market will simply route around it. More capacity will get built in Culpeper, in Frederick, in the next ring of exurban Virginia and Maryland — further from the network core, more dependent on long-haul fiber, and less useful for the latency-sensitive applications that are increasingly driving enterprise infrastructure decisions.

The Manassas project and the Council's scrutiny of it is, in miniature, the central tension of American infrastructure development right now: the places where things need to be built are often the hardest places to build them. Getting that equation right — balancing speed, community impact, and long-term infrastructure value — is the work that separates the markets that will lead the next decade from those that will watch it from the sidelines.

DC has the demand. It has the network position. What it's still figuring out is whether it has the institutional capacity to translate those advantages into built infrastructure. That answer is coming.
