Former industrial sites are finding new life as data center campuses, creating a convergence of environmental remediation and digital infrastructure development. Brownfield properties — sites with potential environmental contamination from prior industrial use — offer several advantages for data center developers, including existing power infrastructure, zoning compatibility, and favorable locations near population centers.
The trend has accelerated as data center developers struggle to find suitable greenfield sites with adequate power capacity. Former manufacturing plants, steel mills, and power generation facilities often have robust electrical infrastructure that can be repurposed, significantly reducing development timelines and costs.
Several notable brownfield-to-data-center conversions illustrate the trend. In Chicago, a former steel mill site is being transformed into a 300 MW data center campus by Lincoln Rackhouse. In Pittsburgh, a decommissioned coal power plant is being redeveloped by Brickyard Capital into a 150 MW facility, leveraging the existing high-voltage transmission connections.
Environmental remediation costs remain a significant factor in brownfield development economics. Depending on the nature and extent of contamination, cleanup costs can range from $500,000 to $50 million or more. However, various federal and state incentive programs, including EPA Brownfields grants, Opportunity Zone tax benefits, and state-level remediation tax credits, can offset a substantial portion of these costs.
For communities, brownfield-to-data-center conversions offer multiple benefits: environmental cleanup of contaminated sites, new tax revenue, construction and operational jobs, and economic revitalization of blighted areas. These community benefits often translate into expedited permitting and local government support for projects.
