The Economic Case Is Stronger Than Critics Admit

Start with the numbers, because they tend to end the vague arguments quickly.

A single large-scale hyperscale data center β€” think 100MW or more β€” can represent $500 million to over $1 billion in capital investment. That's not operating expense. That's physical infrastructure bolted into the ground in your jurisdiction, generating property tax revenue for decades. For smaller municipalities that have been chasing light manufacturing or retail developments that never materialize, a data center isn't a consolation prize. It's often the most substantial economic win available.

The job creation narrative is more nuanced than either boosters or critics acknowledge. Direct employment at a data center is modest by industrial standards β€” a 100MW facility might employ 50 to 200 full-time workers. But the multiplier effect is where the story gets more interesting. Construction phases regularly employ hundreds of tradespeople for 18 to 36 months. Local suppliers, maintenance contractors, security firms, and logistics companies all see sustained business. And the signal a data center sends to other technology companies about a region's infrastructure maturity is genuinely valuable β€” it says the power grid is reliable, fiber is present, and the local government can execute complex permitting.

Tax revenue is the quieter but often more impactful benefit. Data center operators pay significant property taxes, and in many jurisdictions, they also generate substantial sales tax from equipment purchases β€” servers, cooling systems, power infrastructure β€” that can run into tens of millions of dollars during buildout alone. Some states have learned this so well that they've structured specific tax incentive programs to attract data center investment, accepting short-term abatements in exchange for long-term assessed value that funds schools, roads, and public safety.


Infrastructure: The Benefit Nobody Talks About

Here's the non-obvious angle most coverage misses entirely.

Data centers don't just consume infrastructure β€” they frequently fund upgrades to it. When a large data center operator negotiates interconnection with a regional utility, the transmission and substation improvements required to serve that load often benefit surrounding ratepayers and businesses. Fiber buildout is similar: carriers willing to trench fiber to a data center campus will frequently serve adjacent communities as part of the same project economics.

In underserved rural counties, a data center can be the single best argument for infrastructure investment that local officials have made in a generation.

Road improvements, upgraded water and sewer capacity, enhanced emergency response capability β€” these are often part of the development agreement, negotiated as conditions of approval. A well-structured deal means the community extracts real physical value in exchange for a land use approval. The problem is that poorly informed councils sometimes negotiate badly, leaving infrastructure commitments on the table because they didn't know to ask.

This is where domain expertise matters. Experienced infrastructure investors and economic development professionals understand that the negotiating window β€” before a project breaks ground β€” is the moment of maximum leverage. After that, you're living with whatever deal got signed.


Community Concerns Deserve Honest Treatment

None of this means the critics are wrong to raise concerns. Some of them are entirely legitimate.

Water consumption is the most defensible objection. Evaporative cooling systems β€” still common in large data centers β€” can consume millions of gallons of water annually. In water-stressed regions like the American Southwest, that's not a trivial tradeoff. The industry has made meaningful progress on water usage effectiveness (WUE) metrics, and air-cooled and liquid-cooled alternatives are increasingly viable, but the concern is real and location-specific.

Power demand is the other major lever. A 300MW data center draws roughly the equivalent of a small city's electrical load. On a grid that's already stressed β€” particularly one where fossil generation still dominates β€” that load has real carbon implications. The counterargument from major operators is that they're also the largest corporate buyers of renewable energy in the world, and that their procurement dollars have directly funded wind and solar projects that wouldn't otherwise have been built. That's largely true, but it doesn't automatically apply to every operator in every market.

Noise is the concern that's most often overstated. Cooling equipment does generate ambient sound, but modern facilities are engineered to meet local ordinances, and the operational footprint is typically far less disruptive than comparably sized industrial uses.

The community impact question almost always comes down to specifics: which operator, which site, which deal terms, which grid, and which local government is doing the negotiating.

The blanket opposition that Azeem was pushing back against doesn't account for any of this variation. A poorly sited, poorly negotiated data center in a water-scarce area served by coal-heavy generation is a bad deal. A well-structured facility with strong development agreements, renewable energy commitments, and infrastructure co-benefits in a jurisdiction that needs tax revenue and fiber access is a genuinely good one.


What Informed Policy Actually Looks Like

The council vote Azeem participated in is a microcosm of debates happening in jurisdictions from Virginia's data center corridor to rural Texas to the Pacific Northwest. Local governments are being asked to make complex infrastructure decisions β€” often with limited technical staff, significant time pressure from applicants, and vocal opposition from residents who are reacting to headlines rather than project specifics.

The failure mode isn't approving data centers. It's approving them without knowing what to ask for, or rejecting them without understanding what's being turned down.

Communities that have navigated this well tend to share a few characteristics. They engage economic development expertise early. They require detailed water and power impact studies as part of the permitting process. They negotiate infrastructure improvements as conditions of approval rather than afterthoughts. And they distinguish between operators β€” because a hyperscaler with published sustainability targets and reputational skin in the game is a materially different counterparty than a colocation developer with no public commitments.

The data center benefits discussion ultimately has to be grounded in conditions, not categories. The question isn't whether data centers are good or bad. It's whether *this* data center, in *this* location, with *this* operator and *these* deal terms, is a net positive for the community approving it.

Azeem got that right. The broader policy conversation still has a lot of catching up to do.
