Zoning ordinances follow infrastructure reality with a lag — understanding where the grid and water constraints are heading tells you where the zoning fights will be before the planning boards even convene.

The developers, landowners, and investors who treat zoning as a strategic variable rather than an administrative hurdle are the ones building in markets that will still be viable a decade from now.
