States that have moved aggressively on renewable energy commitments—partly for environmental credibility, partly to lock in lower long-term power costs for energy-intensive data center operators—are creating compounding advantages. For infrastructure developers and investors watching this migration, the actionable insight isn't to abandon San Francisco. It's to be honest about where growth demand is forming versus where legacy positioning has preserved asset values beyond their fundamental justification.

Secondary and tertiary markets that are gaining Gen Z population—specifically those with expanding university systems, improving broadband infrastructure, and serious renewable energy buildout—deserve a harder look for edge data center development, grid-scale battery storage, and mixed-use real estate with embedded infrastructure components.

For San Francisco specifically, the most realistic path forward involves two parallel tracks: accelerating commercial-to-residential conversion to right-size the housing stock and doubling down on the infrastructure advantages that remain genuinely differentiated—submarine cable landings, established carrier-neutral data centers, and proximity to Pacific Rim markets that no inland city can replicate.

The cities and developers who adapt fastest to where people are actually going—rather than where they used to be—will capture the infrastructure opportunity that this generational shift is quietly creating.
