Proximity to high-voltage transmission infrastructure, which large data centers require, adds another layer of concern for buyers and appraisers alike.

Water consumption is a dimension that rarely gets enough attention in public hearings. Many data centers use evaporative cooling systems that consume millions of gallons of water annually. In regions already managing water scarcity, that's a legitimate community resource conflict, not a fringe concern.


Residents Are Organizing — and Getting Sophisticated

The days when a developer could slide a rezoning application past a sleepy planning board are fading. Community opposition to data centers in residential areas has become more organized, more technically literate, and more politically effective.

Residents are showing up to meetings armed with decibel measurements, traffic studies, and comparisons to similar facilities in other jurisdictions. They're connecting with national advocacy networks that share legal strategies and precedents. And they're electing — or threatening to elect out — local officials who treat community concerns as obstacles rather than inputs.

The framing that resonates most isn't anti-technology. It's about appropriate placement. As one local official put it plainly: *"The middle of residential neighborhoods is not the right place for an industrial park or a data center."* That's not a Luddite position. That's basic land use logic. Zoning exists precisely to prevent incompatible uses from colliding — and when it fails to do that, people notice.

The category of "data center" often gets lumped with light industrial or office uses — classifications that made sense when facilities were small and their operational footprint was modest. Proposed legislative measures worth watching include mandatory noise ordinances calibrated to data center operations specifically, independent traffic impact studies funded by applicants rather than self-reported, and community benefit agreements that formalize commitments on employment, infrastructure investment, and operational standards.


There's a Better Way to Site This Infrastructure

The argument here isn't that data centers shouldn't be built — it's that they should be built in the right places. And there are genuinely good options that don't require colonizing residential neighborhoods.

Industrial parks exist for exactly this purpose. Brownfield sites — former manufacturing or industrial land — are often well-positioned near existing power infrastructure and fiber corridors. Rural and semi-rural areas with access to renewable energy and lower land costs have attracted major facilities from hyperscalers who are willing to invest in site development when the long-term economics work.

Intentional co-location with compatible infrastructure — power generation facilities, industrial campuses, logistics hubs — makes far more sense than piecemeal siting in neighborhoods that were never designed to absorb industrial load.

Some developers are also exploring what might be called "community-integrated" designs: facilities that contribute district heating (using waste heat for nearby buildings), provide public amenity spaces, or partner with educational institutions on workforce development. These aren't just greenwashing exercises — they're evidence that the industry understands it has a legitimacy problem in some markets and is starting to address it.

Urban planning frameworks need to catch up to this reality. The communities that will get this right are the ones that develop clear, proactive policies about where data centers belong — and where they don't — before the developers arrive with checkbooks and variance requests. Reactive opposition is exhausting and often loses. Proactive zoning wins.

The infrastructure boom isn't slowing down. AI alone is projected to drive data center capacity requirements that would have seemed implausible five years ago. That means more facilities, more siting decisions, and more communities navigating this tension. The ones that fare best will be the ones that treat data center location policy as a planning priority — not an afterthought triggered by a permit application showing up on the agenda.
