Why Virginia is the Data Center Capital of the U.S.

No state has done more to shape the modern internet than Virginia. Not California. Not Texas. Virginia — specifically a 30-mile stretch of Loudoun County known as "Data Center Alley" — handles an estimated 70% of the world's internet traffic on any given day. That's not a marketing claim; that's the result of two decades of deliberate infrastructure investment, favorable tax policy, and cheap, reliable power converging in one place.

But something interesting is happening. The dominance that defined Northern Virginia for years is now spreading outward. Counties that were agricultural afterthoughts five years ago are suddenly fielding calls from hyperscale developers. New Kent County, a largely rural community east of Richmond, is the latest to find itself at the center of this expansion — and its story tells you a lot about where Virginia's data center industry is heading next.

The Rise of Data Centers in Virginia

Virginia's data center supremacy didn't happen by accident. It was built on a foundation of infrastructure decisions made in the 1990s when MAE-East — one of the original internet exchange points — was established in Northern Virginia. That single node attracted fiber, which attracted carriers, which attracted more fiber. By the time cloud computing arrived and hyperscalers like Amazon Web Services, Microsoft Azure, and Google needed somewhere to park massive server farms, Northern Virginia already had the grid connections, the fiber density, and the workforce to support them.

The numbers are almost absurd in their scale: Virginia is home to more than 300 data centers, and Loudoun County alone hosts over 35 million square feet of data center space — more than any other market on the planet.

The state reinforced this advantage with policy. Virginia's data center sales tax exemption, which shields qualifying equipment purchases from sales tax, has saved the industry billions and made Virginia consistently more attractive than comparable markets. When a hyperscaler is budgeting a $500 million facility, a few percentage points of tax savings move the needle hard.

New Kent County: A New Hub for Data Centers

Loudoun County is essentially full. Land prices have skyrocketed, power queues from Dominion Energy stretch years into the future, and the permitting process has become increasingly complicated as neighboring communities push back on industrial-scale development in suburban areas. The industry's response has been to look east and south — toward Richmond and beyond.

New Kent County, situated along the I-64 corridor between Richmond and Williamsburg, represents exactly the kind of opportunity developers are hunting for: available land, proximity to existing transmission infrastructure, and a local government that understands the fiscal math of a large-scale data center project.

A single large data center can generate millions in annual tax revenue for a county with a modest budget — often without proportional demands on schools, roads, or emergency services that residential development would require.

That calculus is reshaping land use conversations in counties that never expected to be part of the tech infrastructure conversation. Agricultural and forested parcels are being rezoned. Comprehensive plans are being amended. Community response is, predictably, mixed. Some residents welcome the revenue. Others worry about industrial facilities transforming rural character, straining water resources, and delivering fewer local jobs than the headlines suggest.

Those concerns aren't unfounded. A hyperscale data center might employ 30 to 50 full-time workers once operational — a modest number relative to the scale of the facility. The economic case rests far more on tax revenue and construction employment than on permanent job creation, which means communities need to go in with clear eyes about what they're actually getting.

Economic Benefits of Data Centers

The honest economic picture of data centers in Virginia is more nuanced than either boosters or critics typically acknowledge.

On the revenue side, the benefits are real and substantial. Dominion Energy has publicly credited data center load growth as a key driver of grid investment — investment that ultimately benefits all ratepayers through a more robust transmission system. Counties collecting property taxes and machinery and tools taxes on data center equipment generate revenue streams that can fund schools, public safety, and infrastructure without raising residential tax rates. That's genuinely valuable, especially for smaller jurisdictions.

The construction phase drives significant local economic activity. A utility-scale data center project — think 200 to 500 megawatts of critical IT load — can represent $1 billion or more in capital expenditure, and a meaningful share of that flows to local contractors, suppliers, and trades workers during a multi-year build-out. The Virginia data center industry has created tens of thousands of indirect and induced jobs across the supply chain.

Where the economic impact of data centers gets oversold is in permanent employment. Dense automation means these facilities are capital-intensive, not labor-intensive — and that distinction matters for workforce planning.

Communities that structure their data center agreements with an eye toward training pipelines, local hiring commitments, and infrastructure cost-sharing will extract more value than those that simply approve the rezoning and collect the taxes.

Challenges and Considerations

Power is the defining constraint — and it's getting tighter. Dominion Energy's service territory, which covers most of Virginia, is already managing explosive load growth driven almost entirely by data center demand. Projections from Dominion's own integrated resource plans show data center load potentially tripling over the next 15 years. That's forcing accelerated investment in generation and transmission, and it's raising serious questions about how Virginia maintains reliability and affordability for residential customers while serving industrial loads measured in gigawatts.

Water consumption is a quieter concern but increasingly significant. Many data center cooling systems use evaporative cooling that consumes millions of gallons of water annually. In rural counties where municipal water infrastructure wasn't designed for industrial-scale demand, this creates both logistical and political friction.

Environmental permitting is another friction point. Large facilities require stormwater management, wetlands review, and air quality assessments. In counties without robust planning departments, this can slow projects significantly — or create quality shortcuts that communities regret later.

The regulatory environment in Virginia is generally developer-friendly, but that doesn't mean frictionless. As community opposition has grown more sophisticated — residents showing up to zoning hearings with technical consultants and organized campaigns — approvals that once took months now routinely take years.

That timeline compression is one reason developers are paying premium prices for sites with pre-approved entitlements or existing industrial zoning. The value of a site that can move quickly has never been higher.

Future Trends in Virginia's Data Center Landscape

The next phase of Virginia's data center expansion will be defined by two forces: the insatiable power demands of artificial intelligence infrastructure and the geographic dispersal away from saturated Northern Virginia markets.

AI workloads run on GPU clusters that consume three to five times more power per rack than traditional server configurations. A facility designed for conventional cloud computing might run at 10 to 15 kilowatts per rack. AI-optimized designs are pushing 50 to 100 kilowatts per rack — and the cooling and electrical infrastructure required to support that density is fundamentally different. Virginia developers and counties evaluating data center projects need to understand that the data center of 2030 will look nothing like the data center of 2015.

The geographic shift is already underway. Richmond-area sites offer grid access to Dominion's transmission backbone, reasonable land costs compared to Northern Virginia, and a labor market that's deeper than most rural alternatives. New Kent County's emergence fits this pattern exactly.

The counties that win the next decade of data center investment will be those that get ahead of infrastructure planning — securing power capacity commitments, streamlining permitting, and establishing clear community benefit frameworks before the developers come calling.

For infrastructure investors, the opportunity is equally clear. Site control in high-potential corridors — particularly parcels with existing transmission access or proximity to planned substation upgrades — will command significant premiums as the market continues expanding beyond its traditional Northern Virginia core.

Virginia built the internet's backbone. The next chapter is being written in counties most people couldn't have pointed to on a map five years ago. New Kent is one of them. It won't be the last.
