Data Center Water Usage Controversy Drives Innovation in Cooling
Data center water consumption controversies are driving innovation in cooling technology, with operators committing to water-positive strategies and deploying air-side economization and closed-loop systems.
Growing public concern over data center water consumption is driving a wave of innovation in cooling technology and prompting operators to adopt water-efficient approaches. In several regions, data center water usage has become a contentious planning issue, with communities questioning whether digital infrastructure should consume water resources needed for agriculture and residential use.
The scale of data center water usage is significant. A typical 50 MW data center using evaporative cooling can consume 300,000 gallons of water per day — equivalent to the daily water use of approximately 3,000 households. In water-stressed regions like Arizona, Texas, and parts of California, this consumption has attracted regulatory scrutiny and community opposition.
In response, operators are deploying several water-saving technologies. Air-side economization, which uses outside air for cooling when ambient temperatures are favorable, eliminates water consumption during cooler months and can reduce annual water usage by 50-70%. Closed-loop cooling systems using glycol or other non-evaporative coolants eliminate water consumption entirely, though at higher energy costs.
Microsoft has committed to becoming "water positive" by 2030, meaning it will replenish more water than it consumes across all global operations. The company has invested in water restoration projects and is developing advanced cooling technologies that minimize water usage. Google has made similar commitments, deploying AI to optimize cooling systems and reduce both energy and water consumption.
For data center developers, water strategy has become a critical factor in site selection and community engagement. Projects that can demonstrate minimal water impact — through dry cooling, rainwater harvesting, or water recycling — face less opposition during the permitting process. Some developers are offering water conservation contributions to local communities as part of their development agreements.
