Developers working in emerging markets don't have that luxury, which means investing more heavily in the front-end entitlement process to compensate.


What Successful Zoning Looks Like in Practice

The data center projects that move through zoning most efficiently share a few characteristics that aren't always intuitive.

The broader trajectory is toward jurisdictions treating data centers more like other major industrial facilities — with detailed operational conditions attached to approvals, ongoing compliance monitoring, and mechanisms for revisiting conditions as community circumstances change.

That's not inherently bad news for disciplined developers. Clearer rules, even demanding ones, are easier to navigate than ambiguity. The operators who engage seriously with evolving sustainability requirements — rather than treating them as obstacles to be minimized — will find themselves with a genuine competitive advantage as zoning processes tighten.

For anyone buying, selling, or developing data center sites: zoning status isn't a line item in due diligence. It's the foundation everything else is built on. Sites with clean entitlements, jurisdiction relationships in good standing, and flexibility for future expansion are worth materially more than comparable land without those attributes — and the gap between the two will only grow as the asset class matures and communities become more sophisticated about what they're approving.
