Data Center Development: What's the Rush?

Township boards across America are being asked to make billion-dollar decisions in months — sometimes weeks. The pressure from developers, utilities, and hyperscalers isn't subtle. Approve the zoning, sign the agreement, move fast. Increasingly, communities are asking a reasonable question: fast for whom, exactly?

The tension playing out in places like Michigan — where developer Related Digital, DTE Energy, and local officials have clashed over what critics called a "rushed, back-room" process — isn't an isolated story. It's a preview of what hundreds of jurisdictions will face as the global appetite for data infrastructure collides with the unglamorous reality of local governance.

What Data Center Development Actually Means at the Local Level

Strip away the tech industry marketing, and a data center is, at its core, a very large industrial facility. It consumes extraordinary amounts of electricity — a hyperscale campus can draw 100 to 500 megawatts or more, enough to power tens of thousands of homes. It requires significant water for cooling, generates noise, and typically employs far fewer people per square foot than a traditional manufacturing plant, which matters when communities are evaluating the real return on their zoning decisions.

The gap between how data centers are sold to local communities and what they actually deliver is often wider than the press releases suggest.

That's not an argument against building them. The infrastructure is genuinely necessary. Cloud computing, AI model training, streaming, financial transactions, healthcare records — virtually every digital interaction routes through a physical facility somewhere. The United States currently hosts more data center capacity than any other country, and demand is accelerating. AI workloads alone are expected to drive data center power consumption to 35 gigawatts by 2030, up from roughly 17 gigawatts today, according to Goldman Sachs Research. Supply cannot keep pace with demand at current approval rates. That's real pressure, and developers aren't manufacturing urgency entirely for sport.

But pressure is not the same as good planning.

The Role of Local Governance — And Why It Gets Complicated

Township boards and county commissions are not equipped by design to evaluate 400-megawatt power draws, fiber interconnection requirements, or the grid resilience implications of co-locating multiple hyperscale facilities in a single utility service territory. These are elected bodies built to manage roads, zoning disputes, and local ordinances. When a sophisticated developer with a team of engineers, lawyers, and lobbyists walks into a township meeting, the information asymmetry is enormous.

That asymmetry is precisely why the "rushed, back-room" criticism stings. When utilities like DTE are deeply embedded in the approval process from the start — helping to structure the deal, the power agreements, the timeline — the local board can end up ratifying an arrangement it didn't design and barely had time to scrutinize.

Meaningful local governance over infrastructure development requires time, independent technical expertise, and the political will to say "not yet" to a developer with a very compelling economic pitch.

Some jurisdictions are getting this right. Virginia's Loudoun County, long the world's densest data center market, has spent years developing sophisticated review frameworks specifically for this asset class. They've negotiated community benefit agreements, required landscape buffers, and pushed back on water-intensive cooling designs. The result isn't a slower market — Loudoun County still leads the nation in data center absorption — it's a better-managed one.

Most jurisdictions don't have Loudoun County's institutional experience. They're making consequential infrastructure decisions on the fly, often with a developer's timeline dictating the pace.

Why the Urgency Is Real — and Sometimes Manufactured

Several legitimate forces are compressing development timelines. Electricity demand from AI and machine learning infrastructure is outpacing grid capacity in most major markets, pushing developers toward secondary and tertiary markets — the Michigans, Indianas, and Georgias — where land is cheaper and utilities are more eager. Those utilities, facing their own revenue pressures, have strong incentives to move quickly. A 300-megawatt customer solves a lot of financial planning problems for a regional utility.

Hyperscalers — Microsoft, Google, Amazon, Meta — are under their own pressure. They've made public commitments to AI infrastructure buildout measured in the tens of billions. Every quarter of delay has a cost. When Microsoft announces a $10 billion data center investment in a state, the downstream pressure on every developer, landlord, and municipality in that ecosystem is intense.

But some urgency is manufactured. Artificial deadlines are a negotiating tool. "We need a decision by the end of the quarter, or we'll take this to another county" is a phrase that has been said in township meetings across the country — and it has produced approvals that probably needed another six months of due diligence. Developers know that local boards fear being the community that turned away jobs and tax revenue. That fear is a lever, and sophisticated operators use it.

The Challenges That Don't Make the Press Release

Environmental impact is the most underreported dimension of data center development. A single hyperscale facility can consume three to five million gallons of water per day for evaporative cooling. In water-stressed regions, that's not a footnote — it's a potential crisis. Communities that approved data centers in drought-prone areas of the Southwest are already confronting this.

Energy efficiency is improving. Modern facilities targeting a Power Usage Effectiveness (PUE) rating below 1.2 — meaning for every watt of computing power, only 0.2 additional watts are wasted — represent genuine progress over the industry's older, less efficient stock. Liquid cooling and immersion cooling technologies are reducing thermal waste further. But efficiency gains don't eliminate the fundamental reality that more AI demand means more total energy consumption, even if each unit of compute is cleaner than before.

Community pushback, when it comes, tends to focus on a few consistent concerns: noise from backup generators during testing, 24/7 lighting on large campuses, truck traffic during construction, and the disconnect between promised economic benefits and actual local hiring. Data centers often import specialized labor. The 50 permanent jobs a 200-megawatt facility creates may not look like 50 local jobs.

Regulatory frameworks are struggling to catch up. Zoning codes in most jurisdictions weren't written with data centers in mind. Classifying them — industrial? commercial? utility? — has real implications for permitting, tax treatment, and environmental review. States like Texas and Ohio are actively rewriting their approaches. Many others are not.

Where Data Center Infrastructure Is Headed

The next decade of data center development will look different from the last. Several forces are converging.

Distributed architecture is gaining ground. Rather than centralizing everything in massive campuses, operators are increasingly deploying edge facilities — smaller nodes positioned closer to end users to reduce latency. This pushes data center footprints into new geographies, including smaller markets that have almost no regulatory experience with this asset class.

Renewable energy integration is moving from marketing commitment to operational necessity. The hyperscalers have signed power purchase agreements for gigawatts of solar and wind. Microsoft's deal with Constellation Energy to restart a nuclear unit at Three Mile Island — sealed specifically to power data centers — signals how seriously the industry is taking 24/7 carbon-free power. The communities that can offer clean, reliable, affordable power in large quantities will win the next generation of data center investment.

Cooling technology will determine which sites are viable. Air-cooled facilities face increasing limitations as chip densities rise. Liquid cooling and direct-chip cooling are becoming standard in high-performance AI facilities. This has real implications for water use, infrastructure requirements, and facility design — and for the communities approving them.

The fundamental question local boards should be asking isn't "Should we approve this?" — most of the time, the economic logic is compelling enough. The question is "What are we actually agreeing to, and who is responsible when something goes wrong?"

That requires slowing down just enough to read the contract, hire an independent engineer, and understand what 300 megawatts actually means for the local grid. Urgency from a developer is information. It tells you they want this site badly, which means you have more leverage than they'd like you to think.
