How East Lansing Is Shaping Data Center Policies

When a neighboring city watches a data center project collapse downtown, the smart move is to study what went wrong — before you're the one holding the failed permits. That's exactly what East Lansing is doing.

The city is actively reviewing its zoning laws to address data center land use, a deliberate policy move triggered in part by what happened in nearby Lansing, where a data center project was pulled from a downtown site. The contrast between the two cities tells a familiar story in infrastructure development: reactive versus proactive planning. East Lansing is choosing the latter, and how it structures those rules will matter well beyond city limits.

Why Zoning Laws Are the Real Battleground for Data Centers

Most people think data center siting is about power and connectivity. While those factors matter enormously, the first gate any project must pass through is zoning — and that gate is often designed for a different era entirely.

Data center zoning laws govern where these facilities can be built, what operational standards they must meet, and how they relate to surrounding land uses. Traditional industrial zoning classifications often don't account for the specific characteristics of modern data centers: massive power draws (often 20–100+ MW per campus), 24/7 cooling systems that generate constant mechanical noise, and minimal employment density relative to their footprint and utility demand.

A facility that consumes as much electricity as a small city but employs fewer than 50 people full-time doesn't fit neatly into any legacy zoning box. That mismatch creates problems for planners, neighbors, and developers alike. When municipalities fail to create clear land use policies for data centers, you get exactly the kind of friction that derailed Lansing's downtown project.

What Lansing's Stumble Reveals

The Lansing situation is instructive. A data center proposed for a downtown location was ultimately abandoned — and while the source details are limited, this kind of outcome typically follows a predictable pattern: community opposition, infrastructure incompatibilities, or a regulatory environment that wasn't built to handle the power and operational demands of a modern facility.

Downtown sites rarely work for large-scale data centers, and the projects that try tend to create the most controversy. Residential and mixed-use neighbors don't want the noise, the visual impact of mechanical infrastructure, or the round-the-clock truck traffic. The facilities themselves often need grid access at a scale that urban substations weren't designed to support.

East Lansing, watching this unfold next door, is now asking the right question ahead of time: Where *should* data centers go, and what rules should govern them when they get there?

What East Lansing Is Getting Right (So Far)

The fact that East Lansing is proactively studying zoning amendments — rather than waiting for a controversial application to force the conversation — is itself significant. Most municipalities don't develop data center-specific land use policies until a developer shows up at the planning commission and the public hearing gets heated.

Proactive zoning work typically examines a few critical questions: Which zoning districts should permit data centers by right versus through a conditional use permit? What setback, buffering, and noise standards apply? How does the city handle utility infrastructure upgrades — does the developer pay, or does the cost burden fall on the municipality and ratepayers?

Getting these rules right before the first application arrives means faster approvals, fewer legal disputes, and better outcomes for the community and the developer. That's a value proposition that often gets lost when zoning debates devolve into pure opposition.

The specifics of East Lansing's proposed amendments aren't fully detailed in available reporting, but the direction matters. A city willing to create a clear regulatory framework for data center development signals to the market that it's open for business — on terms that protect existing residents and land uses.

The Economic Case Is Real, But Nuanced

Data center advocates routinely lead with job creation numbers, and those claims deserve scrutiny. A hyperscale data center campus might represent $500 million or more in capital investment but employ only 30–50 full-time workers once operational. That's a very different economic profile than a manufacturing facility of comparable footprint.

Where data centers genuinely deliver outsized economic benefit is in property tax revenue and utility revenue. A large facility can generate millions annually in property taxes without putting significant strain on schools, roads, or municipal services the way residential development does. For cities managing tight budgets, that's an attractive equation.

There's also the supply chain and construction employment angle — building a major data center generates substantial short-term economic activity. Electrical contractors, structural engineers, HVAC specialists, and fiber installation crews. These projects don't just employ data center workers; they employ the regional construction ecosystem for 18–36 months.

East Lansing's development calculus needs to weigh all of this honestly. The pitch from developers will emphasize investment figures. The community's legitimate concerns — noise, power infrastructure, land use compatibility — deserve equal weight in the zoning framework being developed.

Infrastructure Realities That Zoning Must Address

Here's where most municipal zoning discussions miss the mark: they focus on what data centers look like and where they sit, without adequately addressing what they *consume*.

A mid-size data center drawing 40–60 MW requires utility infrastructure that most urban and suburban grids weren't built to provide. Transmission upgrades, substation capacity, backup generation — these aren't hypothetical concerns. They're the reason many data center developers gravitate toward areas with access to industrial-scale power, often near existing heavy manufacturing corridors or utility substations.

East Lansing's zoning amendments should include provisions that require developers to address utility capacity proactively — working with utility providers like Consumers Energy or Michigan's grid operators before final site approvals, not after. Failing to build grid compatibility requirements into zoning is how cities end up with approved projects that can't actually be powered.

Water use is another underappreciated consideration. Cooling-intensive data centers can consume millions of gallons annually. In a region with access to Great Lakes water resources, this is less constrained than in the American Southwest — but it's not a non-issue, and zoning frameworks should require disclosure and planning around water consumption.

Sustainability Is No Longer Optional

The data center industry's carbon footprint is under serious scrutiny. Major hyperscale operators — Microsoft, Google, Amazon — have made public net-zero or 100% renewable energy commitments, partly because enterprise customers and regulators increasingly demand it. That pressure filters down to smaller facilities and co-location operators as well.

East Lansing has an opportunity to embed sustainability requirements directly into its data center zoning framework. This could mean renewable energy purchase requirements for larger facilities, on-site solar or storage mandates, or incentives tied to energy efficiency ratings like PUE (Power Usage Effectiveness — a standard metric where 1.0 is perfect efficiency and legacy facilities often run above 1.5).

Cities that build sustainability criteria into land use policies now are positioning themselves ahead of what will almost certainly become state and federal requirements within the decade. East Lansing's proximity to Michigan State University also creates a potential partnership angle — research collaboration on data center efficiency and grid integration that could make the city a genuine leader in this space, not just a compliant follower.

What Comes Next

East Lansing's zoning review is an early-stage process, and the outcome will depend on how well the city navigates the genuine tensions between economic development interest and community protection. Done well, a clear, thoughtful data center land use framework could make East Lansing one of the more attractive secondary markets for data center development in the Midwest — a region that's increasingly on developers' radar given lower land costs, cooler climates that reduce cooling loads, and available power infrastructure.

Done poorly — with zoning rules so restrictive they discourage all development, or so permissive they invite projects that conflict with surrounding neighborhoods — the city risks either losing economic opportunity or repeating Lansing's experience with failed and controversial projects.

The right model combines clear permitted zones (likely industrial or heavy commercial corridors, away from residential), meaningful but achievable operational standards, and a streamlined conditional use permit process that gives the city leverage on specific project characteristics without creating regulatory uncertainty that drives developers elsewhere.

East Lansing is asking the right questions. Now it needs to answer them with specificity and rigor — because in infrastructure development, vague policies don't protect anyone.
