For landowners and developers, the Polk County project is a signal that central Florida is becoming a serious data center geography. Infrastructure-adjacent land — parcels near substations, along fiber routes, with water access — is being re-evaluated.

For local government officials, the lesson is straightforward: negotiate from strength before the deal is done, not after. Once a project is approved and construction begins, leverage disappears. The moment of maximum negotiating power is before the permit is signed.

For clean energy developers, large-scale data center demand represents one of the most significant offtake opportunities in the state. Developers who can deliver reliable, cost-competitive solar and storage capacity with the contractual structure hyperscale operators require are positioned well.
