Follow the Money: What Data Center Development Actually Does to a Local Economy

Most people think of data centers as anonymous concrete boxes humming quietly on the edge of town. Rowan Digital Infrastructure wants to change that perception — and they're making a compelling case.

The company's six-part information campaign, aptly titled "Follow the Money," traces exactly where data center dollars go once a facility breaks ground. The answer is more complicated and considerably more interesting than most local officials or community members realize. This isn't a PR exercise; it's an anatomy lesson in modern infrastructure economics.

Data Centers Have Become Core Infrastructure — Not Optional Extras

A decade ago, data centers were a niche concern for enterprise IT managers and commercial real estate specialists. Now they're as fundamental to economic development as highways and power grids.

Every streaming request, cloud transaction, AI model inference, and mobile payment runs through physical infrastructure — and that infrastructure has to be built somewhere.

The numbers reflect the urgency. Demand for data center capacity is accelerating faster than the industry can build. Hyperscalers like Microsoft, Amazon, and Google are committing hundreds of billions in capital expenditure toward new facilities. The AI boom alone has created a compute demand that analysts describe as unprecedented. When Rowan Digital Infrastructure frames its campaign around "following the money," they're starting from a real premise: serious capital is flowing into this sector, and the communities that host these facilities are increasingly active participants in where it lands.

What's changed is the scale of individual projects. A modern hyperscale data center can represent $1 billion or more in a single campus investment. That's not a business moving into an office park — that's a transformative infrastructure event for a region.

The Economic Footprint Is Deeper Than the Headcount

Here's where most data center narratives go wrong: they lead with direct employment, which is relatively modest. A 200-megawatt data center might employ 50 to 200 people permanently. Critics seize on that number and conclude the economic case is weak. They're looking at the wrong metric.

The real economic impact of data center development runs through construction phases, supply chains, tax revenues, and the infrastructure upgrades that benefit entire regions — not just the facility itself.

Consider construction. A large-scale data center project requires 18 to 36 months of intensive construction activity, employing hundreds of skilled tradespeople — electricians, ironworkers, HVAC specialists, civil engineers — many of whom are sourced locally or regionally. A single large project can generate thousands of construction-year jobs. That money circulates through local restaurants, housing markets, and service businesses in ways that compound the original investment.

Then there's the tax picture. Data centers represent some of the highest-assessed commercial properties in any jurisdiction. A $500 million facility generates property tax revenue that can fund schools, roads, and emergency services for decades. Virginia's data center corridor — concentrated in Loudoun County — now generates so much tax revenue from the sector that it has meaningfully suppressed residential property tax rates for local homeowners. That's a direct, tangible benefit that rarely shows up in the headline job numbers.

Local business growth is the third layer. Data center operators require ongoing services: security, landscaping, food service for on-site staff, logistics, fiber and utility maintenance, equipment procurement, and more. Much of this spending is contracted locally and creates durable vendor relationships that outlast the construction phase.

The Investment Case: Why Capital Keeps Flowing

From an investor's perspective, data centers occupy a genuinely attractive position in the infrastructure asset class. They combine the long-duration contracted revenues typical of utility infrastructure with the demand tailwinds of the digital economy. Most large facilities operate under long-term lease agreements — often 10 to 20 years — with creditworthy tenants like cloud providers and large enterprises.

Infrastructure growth in this sector is being driven by factors that aren't going away: AI compute demand, enterprise cloud migration, edge computing expansion, and sovereign data requirements that force countries and regions to build domestic capacity.

For stakeholders ranging from institutional investors to local landowners, the data center development wave represents one of the more durable infrastructure investment cycles of the past two decades.

What Rowan Digital Infrastructure's campaign implicitly highlights is that the financial benefits aren't concentrated at the top. Land sellers, local contractors, utility providers, and municipal governments all participate in the value created by a major data center development. Understanding how that value flows — and advocating transparently for it — is what makes the "Follow the Money" framing credible rather than promotional.

Sustainability Is No Longer a Side Conversation

The power consumption of data centers is significant and growing. A hyperscale campus drawing 500 megawatts of power consumes as much electricity as a mid-sized city. That fact generates legitimate scrutiny, and the industry knows it.

The response from serious developers has been structural, not cosmetic. Corporate sustainability commitments from hyperscalers have driven genuine investment in renewable energy procurement — through Power Purchase Agreements, on-site generation, and energy storage. Microsoft, Google, and Amazon have each made substantial public commitments to match or exceed their data center energy consumption with renewable sources, and they're enforcing those commitments on their facility partners.

Energy efficiency metrics have also improved dramatically. The industry standard measure, Power Usage Effectiveness (PUE), tracks how much total power a facility uses relative to the power consumed by the IT equipment itself. Best-in-class facilities now operate at PUE ratios approaching 1.1 — meaning only about 10% of total power goes to cooling, lighting, and other overhead. A decade ago, 1.5 or higher was common.

The next frontier is water usage. Many cooling systems rely on evaporative cooling that consumes significant water volumes, and this is drawing increasing scrutiny in arid regions. Developers who are getting ahead of this — through air cooling, liquid cooling, or hybrid systems — are finding it easier to secure permits and community acceptance, particularly in water-stressed markets.

What the Next Phase of Data Center Development Looks Like

The geographic story is shifting. The dominant data center markets — Northern Virginia, Silicon Valley, Dallas, and Chicago — are facing power grid constraints and zoning pressure that's slowing new development even as demand accelerates. This is pushing developers toward secondary markets: the Southeast, the Mountain West, the Midwest, and internationally.

That geographic diversification matters enormously for economic development. Communities that previously had no realistic path to attracting major technology infrastructure investment are now genuinely competitive — if they can offer reliable power, available land, and a permitting environment that doesn't create years of delays.

Technological advancement is also changing what a data center needs to look like. Liquid cooling systems, AI-optimized rack densities, modular construction, and tighter integration with grid storage are all reshaping facility design. The data center of 2030 will look meaningfully different from facilities built in 2020 — and developers who are designing for future workloads rather than current ones will have a significant advantage.

The communities that move quickly to understand what data center developers actually need — power infrastructure, land, water, workforce, and regulatory clarity — will capture an outsized share of the investment flowing into this sector over the next decade.

Rowan Digital Infrastructure's "Follow the Money" campaign is, at its core, an education initiative. It's trying to give local officials, community members, and potential investment partners a more accurate mental model of what data center development actually means for a region. That's a more valuable contribution than it might appear. Misinformation and misunderstanding about data centers — their job counts, their tax contributions, their environmental footprint — consistently slow down projects that communities would benefit from approving.

The money is moving. The infrastructure is being built. The question for any given community is whether they understand the deal well enough to participate in it on favorable terms — or whether they'll watch the investment land somewhere else.
