Even when that power comes from renewable sources (and increasingly it does, given the ESG commitments of major hyperscalers), the strain on regional grid infrastructure is real.

Water is the less-discussed constraint. Many data center cooling systems consume millions of gallons annually. In regions where agricultural water rights are already stressed, a large facility competing for the same resource creates a conflict that doesn't resolve neatly.

The mitigation strategies are real but partial. Air-cooled systems reduce water dependency. On-site renewable generation, long-term power purchase agreements tied to wind and solar, and improved server efficiency have all moved the needle. Microsoft, Google, and others have made credible commitments to water-positive and carbon-negative operations — but commitments made at the corporate level don't automatically solve local resource impacts.

What's missing from most rezoning debates is a rigorous site-specific environmental assessment that models actual water draw, grid impact, and stormwater implications for the specific parcel in question. The industry tends to lead with its sustainability narrative; local opponents tend to respond with worst-case scenarios. The honest answer is usually somewhere in the middle and requires actual engineering data.

Franklin County: What the Local Conversation Reveals

The Franklin County situation reflects dynamics that repeat across data center development battles nationwide. A landowner — or in some cases multiple landowners — is approached by a developer or broker. The offer is typically well above agricultural land value, which creates an immediate wedge between those who own land and those who farm it, rent it, or simply neighbor it.

For the landowner being bought out, the economics can be transformational. Agricultural land values, while they've risen significantly, rarely compete with what a site-hungry data center developer will pay for a strategically located parcel with favorable power access. That calculus is hard to argue with from the individual seller's perspective.

The growth trajectory of data center demand is not in serious question. AI workloads alone are driving a step-change in compute requirements that even recent projections are struggling to keep up with. The long-term zoning implication is that rural counties will face this decision repeatedly, not just once. A rezoning decision made today sets precedent. It signals to developers that a county is open for this category of business. Secondary and tertiary projects follow. What starts as a single contested site becomes a de facto industrial corridor over a decade.

The counties that navigate this best won't be the ones that simply approve or reject projects — they'll be the ones that develop clear, proactive frameworks for where data centers fit and where they don't.

That means agricultural impact zones, infrastructure contribution requirements, water use caps, and genuine community benefit agreements — not as conditions extracted during a contentious hearing, but as part of a deliberate land use strategy developed before the developers arrive.

For landowners and investors evaluating opportunities in Franklin County or similar markets, the signal is clear: the infrastructure demand is real, the capital is committed, and the development pressure is not going away. The variable is governance. Counties with coherent frameworks will attract better projects on better terms. Counties making ad hoc decisions under pressure will get whatever the developer's standard package looks like.

That's the actual choice on the table — not agriculture versus data centers, but reactive versus deliberate planning. Franklin County's decision, whatever it turns out to be, will tell you which type of county it is.
