Why Data Center Development Is Critical Today

Data center development is "the number one issue of our current day and time here in Georgia and across the country." This statement, made by an elected official, landed with the weight of someone who has watched a quiet industry transform into one of the most consequential infrastructure conversations happening at every level of government. When a five-member elected body starts treating data centers the way prior generations treated highways and power plants, something fundamental has shifted.

That shift deserves a serious look — not just for what it means in Georgia, but for what it signals nationally.

What's Actually Driving the Urgency

Data centers are, at their core, the physical backbone of the digital economy. Every streamed video, processed financial transaction, AI inference call, and cloud backup requires a building full of servers drawing enormous amounts of power and even more cooling. The abstraction of "the cloud" is really just someone else's real estate — and that real estate is now one of the fastest-growing asset classes in the country.

The numbers aren't subtle. The United States added more data center capacity in 2023 than in the previous five years combined, driven largely by hyperscale cloud providers (Amazon, Microsoft, Google) and the explosive computational demands of generative AI. A single hyperscale facility can consume 100 to 300 megawatts of power — enough electricity to supply tens of thousands of homes. Building one requires hundreds of millions of dollars in capital, years of permitting, and coordination across utilities, municipalities, and regulators simultaneously.

That complexity is why local officials are now in the room in ways they weren't a decade ago. These aren't small industrial projects tucked quietly into suburban business parks. They are transformative infrastructure investments that reshape power grids, water systems, tax bases, and labor markets.

The Infrastructure Challenges Nobody Talks About Enough

Here's the non-obvious problem: the bottleneck for data center development isn't land or capital — it's power.

Utilities across the country, built for a relatively predictable load growth of 1–2% annually, are suddenly fielding interconnection requests that would require them to double or triple capacity in specific corridors within five years. In Virginia's "Data Center Alley," home to the largest concentration of data centers on the planet, Dominion Energy has flagged serious concerns about its ability to keep pace. The story is similar in Texas, Arizona, and increasingly, Georgia.

Infrastructure limitations are forcing developers to think like utilities — acquiring land not just for the building footprint but for substation access, transmission corridors, and water rights. A site that looks attractive on paper can become unworkable if the nearest grid interconnection point has a five-year queue.

Regulatory challenges layer on top. Zoning frameworks in most jurisdictions weren't written with 200-megawatt facilities in mind. Local governments are scrambling to update codes, environmental review processes, and permitting timelines. This creates both friction and opportunity — jurisdictions that get their regulatory posture right early become magnets for investment.

Georgia as the Center of the Conversation

Georgia isn't in this conversation by accident. The state has spent years cultivating conditions that attract large-scale tech investment: competitive tax incentives, a skilled workforce pipeline anchored by Georgia Tech and a constellation of technical colleges, and — critically — a power infrastructure that, while under pressure, is better positioned than many states.

Atlanta's status as a Tier 1 connectivity hub adds another layer. Carriers have invested heavily in fiber infrastructure across the metro, and that existing connectivity makes the region genuinely competitive with established markets like Northern Virginia and Silicon Valley suburbs.

The economic implications for communities near major development corridors are real and immediate. Data centers generate significant property tax revenue — often becoming the single largest taxpayer in a county — while employing relatively few people directly. That ratio is politically complicated. Local officials face pressure to attract investment that funds schools and services while also responding to constituents who want jobs and who worry about grid stress, water consumption, and industrial character encroaching on residential areas.

Community responses in Georgia have ranged from enthusiastic to resistant, often depending on how projects were communicated. Developers who engage early with planning boards, utilities, and neighborhood groups consistently have smoother paths to approval. Those who treat local government as a checkbox exercise tend to find themselves in protracted battles that cost more than early engagement would have.

Energy Efficiency: The Industry's Most Pressing Self-Interest

If there's one issue that could slow data center development nationally, it's energy — specifically, the perception that these facilities are voracious, unchecked consumers of a constrained resource.

That perception has some basis in reality, but the industry is moving. Power Usage Effectiveness (PUE), the standard metric for data center energy efficiency, has improved dramatically over the past decade. Hyperscalers routinely operate at PUE ratios of 1.2 or below, meaning they waste very little of the electricity they bring in. Older colocation facilities can run at 1.5 to 2.0, representing significant inefficiency.

The next frontier is what happens outside the building. Developers and major tenants are increasingly committing to 24/7 carbon-free energy matching — not just buying renewable energy credits annually, but ensuring that clean power is available every hour of the day. That commitment requires working with utilities on grid-scale storage, new transmission, and demand flexibility programs. It's complicated. It's also necessary, because jurisdictions are starting to condition approvals on sustainability commitments.

On the technological side, liquid cooling is moving from niche to mainstream, driven by the heat density of AI accelerators like NVIDIA's H100 chips. A rack of AI servers can now draw 60–80 kilowatts — compared to 10–15 for a standard server rack five years ago. Air cooling alone can't keep up. The facilities being built today look meaningfully different from those built in 2018.

What Developers and Investors Need to Understand Right Now

Site selection has always mattered. It matters more now than it ever has.

The criteria that defined a good data center site five years ago — fiber access, reasonable land costs, low natural disaster risk — are necessary but no longer sufficient. Power availability and grid interconnection timelines have become the decisive variables. Developers who can secure sites with existing substation access, or who have the relationships with utilities to expedite interconnection, have a genuine competitive advantage.

For investors, data center assets remain among the most durable infrastructure plays available, but the risk profile has changed. Development-stage risk is higher now, driven by power uncertainty and extended permitting timelines. Operational assets with long-term lease agreements to credit tenants — hyperscalers, major enterprise users — continue to command premium valuations. The spread between stabilized and development-stage assets is worth understanding before deploying capital.

On the regulatory front, the developers winning in Georgia and similar markets are the ones treating government relations as a core competency, not an afterthought. That means hiring people who understand local politics, engaging with utility integrated resource planning processes, and showing up to public meetings before projects are announced — not after opposition has organized.

The official who called data center development the defining infrastructure issue of our time was speaking specifically to Georgia, but the observation travels. Every state with land, power, and connectivity is navigating some version of this conversation. The jurisdictions that handle it thoughtfully — balancing investment attraction with genuine community and grid stewardship — will shape where the next generation of digital infrastructure lands. For developers and investors paying attention, that's not a problem. It's the map.
