Leavenworth County Data Center Plans: What to Expect

Before a single permit is filed, the conversation has already started. That's often how transformative infrastructure works — the speculation, the community buzz, the commissioner quotes to local news stations — all of it arrives well ahead of the bulldozers. Leavenworth County, Kansas, finds itself at exactly that inflection point.

Leavenworth County Commissioner Mike Stieben recently confirmed to KSHB 41 that while no official filings have been made with the county regarding data center development, the discussions are real. That distinction matters. No filing means no commitment, but it also means the window for shaping what comes next is still open — for residents, local officials, and potential investors alike.

Why Leavenworth, Why Now

Data centers don't land randomly. Site selectors for hyperscale and colocation facilities run exhaustive checklists: access to affordable, reliable power; fiber connectivity; proximity to major metros without being inside them; favorable tax environments; and enough flat, developable land to stage phased construction over years or decades.

Leavenworth County checks several of those boxes. Sitting roughly 25 miles northwest of Kansas City, it offers metro adjacency without metro land costs. Kansas has also been working to position itself as a competitive environment for infrastructure investment, and counties that can offer shovel-ready sites with transmission access tend to rise on shortlists quickly.

The fact that a county commissioner is talking publicly about data center interest — even without formal filings — suggests the conversations have moved past the casual inquiry stage.

This is how it typically unfolds: a developer or real estate intermediary makes confidential contact, assesses the site fundamentals, and begins informal dialogue with local officials. Public statements, however vague, usually signal that something has cleared an internal threshold of seriousness.

What Data Center Development Actually Means for a Local Economy

Here's where the optimism is grounded in real numbers — and where it also deserves some scrutiny.

A utility-scale data center, say 100-200 MW of IT load, represents a capital investment that can run between $1 billion and $2 billion. Property tax revenue from a facility that size can fundamentally change what a county government can fund — schools, roads, emergency services. That's not an abstraction. Northern Virginia counties have become among the wealthiest in the nation partly on the back of data center tax bases.

Job creation is real but often misunderstood. A large data center facility typically employs somewhere between 30 and 100 full-time workers directly. That number surprises people expecting a factory-style employment boom. What actually drives broader economic impact is the construction phase — hundreds of skilled trades workers over 18 to 36 months — and the downstream demand for local services, contractors, and suppliers.

For Leavenworth specifically, proximity to Fort Leavenworth adds an interesting dimension. The area already has a workforce with technical and operational discipline, and data center operations — which are fundamentally about reliability, security, and process — align well with that culture. Whether that workforce pipeline materializes depends on how aggressively local workforce development programs engage with any incoming operator.

Local businesses that thrive in data center economies tend to be in construction, electrical contracting, HVAC, security services, and facilities maintenance. The facility itself becomes an anchor tenant that creates recurring, long-term service contracts — not a one-time shot of economic activity.

Community Perspectives: The Questions That Deserve Honest Answers

Infrastructure development that reshapes a community rarely arrives without friction, and counties that handle that friction poorly tend to end up with worse outcomes than those that surface concerns early.

Water usage is the conversation Leavenworth residents should be demanding right now. Hyperscale data centers that rely on evaporative cooling can consume millions of gallons of water annually. In a region where water rights and municipal supply capacity are real constraints, that's not a peripheral concern — it's central. Any serious proposal should come with a detailed water management plan before ground breaks.

Power infrastructure is the other major thread. A 100+ MW data center draws as much electricity as a small city. If Leavenworth County's existing grid infrastructure isn't sized for that kind of load, ratepayers could end up subsidizing transmission upgrades that primarily benefit a single corporate tenant. Getting clarity on who bears the cost of infrastructure upgrades — the developer or the public — is exactly the kind of detail that gets glossed over in the excitement of a big announcement.

The community benefit question is legitimate and worth pushing. What does the county negotiate in exchange for zoning approvals, tax incentives, or utility accommodations? Some jurisdictions have successfully negotiated community benefit agreements that include local hiring minimums, broadband infrastructure for surrounding areas, or dedicated funding for public services.

The Regulatory and Environmental Path Forward

No official filings with the county means the regulatory clock hasn't started. When it does, Leavenworth will need to work through zoning classification (data centers are often classified as light industrial), environmental review, and potentially state-level incentive negotiations.

Kansas offers a variety of economic development tools — including sales tax exemptions on equipment purchases, which can be worth hundreds of millions of dollars over a facility's life. How aggressively Leavenworth County negotiates those incentives, and what it captures in return, will define whether this development truly benefits the county or primarily benefits the developer's balance sheet.

Environmental permitting, particularly around stormwater management, air quality for backup diesel generators, and land disturbance thresholds, adds timeline complexity. A realistic path from initial filing to operational facility runs 24 to 48 months, sometimes longer if any element triggers additional review.

The county would be well-served by engaging outside counsel or infrastructure advisors with specific data center experience before negotiations get serious. This is a domain where the developers have done dozens of deals, and county governments often haven't done one. That information asymmetry has real consequences.

What Leavenworth Should Be Doing Right Now

The period before official filings is actually the most valuable window a community has. Once a proposal is formally submitted, the timeline accelerates and negotiating leverage shifts toward the developer.

Leavenworth County should be doing a few things proactively. First, commission an independent assessment of grid capacity and water supply implications — paid for with public funds, not developer funds, so the analysis is genuinely independent. Second, engage with counties that have navigated similar processes — there's institutional knowledge available from jurisdictions in Northern Virginia, central Ohio, and the Phoenix metro that doesn't need to be relearned the hard way. Third, establish a community engagement process now, before a specific proposal creates a polarized yes/no dynamic.

The counties that extract the most value from data center development aren't the ones that move fastest — they're the ones that show up prepared.

Leavenworth County has something genuinely valuable in the current moment: optionality. The development interest is real enough to take seriously, but no commitments have been made. That means local officials and residents still have full agency over the terms of engagement.

Data center infrastructure is not inherently good or bad for a community. It's a tool. A 200 MW facility that negotiates favorable tax abatements for 20 years while drawing heavily on public utilities and offering 40 permanent jobs is a different proposition than a facility that pays full freight on taxes, funds transmission upgrades, and commits to local workforce development. Both will get called "economic development." Only one actually is.

The conversation in Leavenworth is just getting started. What comes next depends on whether the county approaches it as a passive recipient of investment — or as a sophisticated negotiating partner that knows what it's worth.
