Neither path is obviously right for every situation. What's clear is that the era of data centers being essentially self-regulated on energy and water impact is closing. The utilities, municipalities, and residents who've been quietly absorbing those costs have found political voice, and the regulatory response β€” whatever form it ultimately takes β€” reflects a durable shift in how communities evaluate the tradeoff between digital infrastructure investment and local resource stewardship.
