Recent interconnection queue reforms across multiple regional transmission organizations are creating a significant advantage for solar developers with shovel-ready projects. The shift from first-come, first-served to first-ready, first-served processes is separating serious developers from speculative queue entries, accelerating timelines for projects that can demonstrate development maturity.

PJM's new transitional cluster study process has been particularly impactful. The RTO processed its first cluster window in 2024, evaluating projects based on development readiness criteria including site control, permitting status, and financial commitments. Projects that demonstrated advanced development status received study results in months rather than years, a dramatic improvement over the previous serial process.

For well-capitalized solar developers, the reforms create a competitive moat. The increased deposit requirements — now often $1,000-$2,000 per MW for initial study entry, with additional commitments at subsequent milestones — favor developers with strong balance sheets and committed project pipelines. Smaller developers with speculative portfolios are being forced to rationalize their queues.

The impact on project valuations has been notable. Development-stage solar projects with completed interconnection studies and service agreements are commanding premiums of $100,000-$200,000 per MW in secondary market transactions. This represents a 2-3x increase from pre-reform valuations, reflecting the reduced timeline risk and increased certainty that queue reform provides.

Land positions associated with advancing interconnection queue entries have also appreciated. Properties with site control agreements tied to projects progressing through cluster studies are more valuable than those associated with projects still awaiting study. Developers are increasingly willing to exercise purchase options or extend lease terms to maintain their queue positions.
