IRA Tax Credits Drive Record Solar Manufacturing Investment

IRA manufacturing tax credits have driven over $30 billion in domestic solar factory investments, reshaping the US clean energy manufacturing landscape.

The Inflation Reduction Act's manufacturing tax credits have sparked a historic wave of investment in domestic solar manufacturing, with over $30 billion in announced factory investments since the law's passage. The 45X Advanced Manufacturing Production Credit, which provides per-unit tax credits for solar cells, modules, and other clean energy components, has fundamentally altered the economics of US manufacturing.

First Solar, the largest US-based solar manufacturer, announced a $2.8 billion expansion plan that will bring its domestic manufacturing capacity to 14 GW annually by 2026. The company's cadmium telluride thin-film modules, manufactured entirely in the United States, now command premium pricing due to their domestic content advantages under the IRA.

New entrants are also joining the market. Hanwha Qcells opened a $2.5 billion solar manufacturing complex in Dalton, Georgia, creating 4,000 jobs. The facility produces both cells and modules, qualifying for the maximum domestic content bonus under the IRA. Meyer Burger, REC Silicon, and Maxeon Solar have all announced US manufacturing plans.

The domestic content bonus, which adds up to 10 percentage points to the Investment Tax Credit for projects using US-made components, has created strong demand for domestically manufactured modules. Project developers report that securing US-made module supply has become a competitive advantage in utility-scale procurement processes.

However, challenges remain. The solar supply chain still depends heavily on imported polysilicon and other raw materials. Building a fully integrated domestic supply chain will require additional investment in upstream materials processing and ingot/wafer production.
