Why a New Data Center in Joliet Matters

Joliet, Illinois, doesn't usually make headlines in the data center world. That's exactly why it's worth paying attention now.

The Joliet City Council is actively considering a proposal to develop a new data center near the intersection of Bernhard and Rowell—a site that developers have flagged as well-suited for large-scale digital infrastructure. The details are still emerging, but the broader story here isn't just about one building or one vote. It's about why secondary Midwest markets are increasingly on the radar of data center developers and what that means for the communities that land these projects.

What's Being Proposed — and Why Joliet

The proposal centers on a site near Bernhard and Rowell in Joliet, a location developers describe as an ideal fit for data center development. That language—"ideal site"—is industry shorthand for a specific checklist: available land at reasonable cost, proximity to high-capacity power infrastructure, access to fiber connectivity, and enough physical distance from urban density to avoid zoning conflicts while staying close enough to major transportation corridors.

Joliet checks most of those boxes. Situated roughly 30 miles southwest of Chicago along I-80 and I-55, the city has long served as a logistics and industrial hub. That same infrastructure backbone—the power grid capacity, the highway access, the industrial zoning precedent—translates directly into data center viability.

What developers won't always say publicly is that land and power costs in markets like Joliet are a fraction of what they'd pay in Northern Virginia, Silicon Valley, or even the Chicago metro core. When you're building a facility that might draw 50 to 200+ megawatts of power at full buildout, those cost differentials compound quickly.

The Economic Case for Joliet

The economic pitch for data centers to host municipalities is well-worn, but it's not wrong. These facilities generate substantial property tax revenue on relatively small footprints. A single large data center can contribute millions annually to local tax rolls—money that flows to schools, public services, and infrastructure—without putting significant strain on city services the way a dense residential or retail development would.

Job creation is where the pitch gets more nuanced. Data centers are not factories. A facility that represents hundreds of millions of dollars in capital investment might employ only 50 to 200 permanent staff—a mix of electrical engineers, security personnel, network technicians, and facilities managers. That's not a transformative employment event for a city of Joliet's size.

Where the jobs story gets more interesting is in construction and indirect economic activity. A major data center build-out generates thousands of construction hours, pulls in electrical contractors, structural engineers, and specialized low-voltage cabling crews. Local suppliers, restaurants, and hotels see real activity during a multi-year construction phase. Once operational, these facilities tend to attract adjacent investment—cooling equipment suppliers, fiber providers, and ancillary tech businesses that prefer proximity to the infrastructure they serve.

Infrastructure: What the City Is Really Signing Up For

This is where city councils need to read the fine print. Data centers are extraordinarily power-hungry. A hyperscale facility can consume as much electricity as a small city. Even a modest campus-scale development in the 20-100 MW range places meaningful new load on local utility infrastructure.

That means Joliet isn't just evaluating a building permit—it's evaluating a long-term infrastructure commitment. Upgraded substations, new transmission capacity, and potentially renegotiated utility agreements become part of the deal. ComEd, which serves the broader northeastern Illinois region, has been managing surging data center load across its territory. How that load growth affects grid reliability and rates for existing customers is a legitimate question that doesn't always get asked loudly enough during the proposal stage.

Water is the other resource conversation that often gets deferred. Many data center cooling systems rely on water—sometimes millions of gallons annually—for evaporative cooling. In a region where water infrastructure is already aging, that's a planning consideration worth surfacing early.

Transportation impact is comparatively minimal. Unlike a distribution center or manufacturing plant, a data center generates modest daily truck and vehicle traffic once operational. Construction phase traffic is another matter, but it's finite.

The Sustainability Question

Energy consumption is the central environmental challenge for any data center proposal, and developers increasingly come to the table with sustainability commitments designed to address it. Renewable energy procurement agreements, on-site solar installations, battery storage integration, and commitments to Power Usage Effectiveness (PUE) targets are now standard parts of the pitch.

The question worth asking isn't whether a developer has a sustainability framework—most do. It's how binding those commitments are and what accountability mechanisms exist after the ribbon is cut.

Illinois has a relatively clean grid compared to many states, with meaningful nuclear and growing wind generation feeding into it. A data center operating on ComEd power is already drawing from a lower-carbon mix than it would in coal-heavy grid regions. That's a genuine point in Joliet's favor from an environmental standpoint, though it doesn't eliminate the need for scrutiny around water use and local grid impact.

Green building certifications, heat recovery potential (some facilities are beginning to route waste heat to nearby buildings or industrial processes), and commitments to local renewable development are all worth negotiating into any development agreement upfront, when the city still has leverage.

Where This Fits in the Bigger Picture

Joliet data center plans don't exist in isolation. They're part of a broader geographic shift in how and where digital infrastructure gets built.

Northern Virginia—the world's largest data center market—is hitting real constraints. Power availability is tightening, land is expensive, and local communities in Loudoun County and Prince William County have grown increasingly resistant to new approvals. That pressure is pushing developers to look at secondary and tertiary markets with available land, grid capacity, and lower political friction.

The Midwest is well-positioned to capture that overflow. Chicago's existing fiber density makes the broader metro area attractive, and communities within a reasonable radius of that fiber spine—Joliet included—inherit much of that connectivity advantage without the Chicago price tag.

The data center development wave hitting secondary Midwest markets isn't speculative—it's already underway. Data center campuses have landed in markets like Indianapolis, Columbus, and Kansas City over the past several years, and the economics that drove those decisions haven't changed. If anything, AI infrastructure buildout has accelerated demand curves that developers were already stretching to meet.

What Joliet Should Negotiate Now

If the council moves forward, the leverage window is now—before approvals are granted, not after. That means securing binding commitments on sustainability metrics, locking in infrastructure cost-sharing agreements so taxpayers aren't subsidizing substation upgrades that primarily benefit one private facility, and establishing community benefit provisions that tie some portion of the economic upside to local hiring and training programs.

The companies pursuing data center development in markets like Joliet need the land, the power access, and the zoning approvals that local governments control. That's real negotiating leverage, and it's worth using deliberately rather than trading away in the excitement of landing a marquee project.

A well-negotiated data center deal can be genuinely good for Joliet—stable tax revenue, construction activity, and a signal to other infrastructure investors that the city is open for serious business. A poorly negotiated one leaves the community holding infrastructure upgrade costs while the developer captures most of the upside.

The site near Bernhard and Rowell may well be ideal. Whether the deal that comes with it is equally well-suited to Joliet's interests depends entirely on what happens next.
