They tend to cluster near universities, fiber corridors, and existing power infrastructure — not randomly, but because proximity to those assets cuts operational costs significantly. A well-sited tech park near a major transmission line can shave millions off annual energy costs compared to one that requires new utility extensions.

Data centers sit at the more intensive end of the spectrum. A hyperscale facility can consume 100+ MW of power — equivalent to powering roughly 80,000 homes — and requires redundant fiber, stable water access for cooling, and a power grid that can actually support that load without brownouts. Site selection for these projects isn't a marketing exercise; it's an engineering problem first.


Why the Demand Signals Are Unusually Strong Right Now

Several forces are converging simultaneously, which is why development pipelines look different than they did five years ago.

Artificial intelligence infrastructure is the loudest driver. Training large language models and running inference at scale requires GPU clusters housed in purpose-built facilities with extreme power density. The industry went from talking about megawatts to talking about gigawatts in roughly 18 months. That's not hyperbole — Microsoft, Google, and Amazon have announced individual campus projects in the multi-billion dollar range, each requiring hundreds of megawatts of capacity.

Meanwhile, federal policy has redirected capital toward domestic manufacturing in semiconductors, clean energy components, and battery production. The CHIPS Act and Inflation Reduction Act collectively unlocked hundreds of billions in incentives, and that money has to land somewhere physical. States and counties that had shovel-ready industrial sites with adequate power and water suddenly found themselves in conversations they hadn't anticipated.

The result is a land market where sites that checked modest boxes two years ago are now being aggressively evaluated. Proximity to substations, zoning flexibility, and environmental clearances already in hand — these attributes used to be nice-to-haves. They're now deal-makers.


What Investors Are Actually Looking At

For investors tracking industrial development trends, the calculus has gotten more sophisticated — and more competitive.

Raw land speculation near known development corridors has its own logic, but the smarter play involves understanding what makes a site genuinely developable versus theoretically attractive. Power capacity is the most common deal-killer. A parcel might be perfectly zoned and reasonably priced, but if the nearest substation is already constrained and the utility interconnection queue stretches years out, the effective timeline collapses.

Water access is the second filter. Data centers using evaporative cooling can consume millions of gallons annually. Jurisdictions with water scarcity issues — and that list is growing, particularly in the Southwest — are increasingly scrutinizing large-scale cooling operations during the permitting phase. Some developers have pivoted toward liquid cooling or air-cooled architectures partly to reduce this regulatory friction.

The investors positioning ahead of the curve aren't just buying land — they're buying sites with pre-negotiated utility agreements, completed environmental assessments, and relationships with local planning departments already established.

That's a different product than raw acreage, and it commands a corresponding premium. Industrial land with a viable path to data center or technology park development in established corridors has appreciated dramatically — in some markets, pricing per acre has tripled or more since 2020.


Navigating the Development Maze

The regulatory environment around industrial development has grown more complex, not less. That's partly a function of the scale of what's being proposed — a 500 MW data center campus has infrastructure implications that a 200,000-square-foot warehouse simply doesn't.

Environmental review timelines have extended in many jurisdictions, particularly where new transmission infrastructure is required. Community opposition, once rare for industrial projects, has become a real factor — especially for projects with visible cooling towers or significant truck traffic. Zoning challenges in areas not previously designated for heavy industrial use require patient political work before a shovel touches the ground.

The developers winning in this environment tend to do a few things differently. They engage local governments early — not during the permit application, but during site selection. They bring economic impact analyses that speak to job creation and tax revenue before anyone asks. And they structure projects in phases where possible, allowing initial approvals to move faster while larger expansions work through longer review processes.

Community engagement isn't a soft skill in this context — it's a hard cost of doing business, and developers who treat it as optional are learning expensive lessons.

Innovative site planning has also entered the conversation. Adaptive reuse of former industrial facilities — shuttered manufacturing plants, retired power generation sites, old military bases — has become genuinely competitive with greenfield development in some markets. These sites often carry existing power connections, road infrastructure, and industrial zoning, eliminating some of the most time-consuming development steps.


The Forward View

That agenda item — the one left off — will likely return. It usually does. Sites under active consideration don't stay quiet indefinitely, and the economic pressure behind technology parks and data center development doesn't ease when a meeting gets postponed.

The broader trajectory is clear: industrial land development is being reshaped by digital infrastructure demand in ways that will persist for at least the next decade. The geographic winners will be places that invested in power grid resilience, maintained flexible industrial zoning, and made permitting predictable enough that developers could underwrite projects with confidence.

For investors, developers, and communities watching sites in their regions move through evaluation, the actionable move is straightforward: understand the infrastructure fundamentals of any site before the broader market does. Power availability, water access, fiber proximity, and regulatory posture — these are the variables that determine whether a promising parcel becomes a productive asset or a stranded one.

The next wave of industrial development is already being planned. The question is whether the sites, the infrastructure, and the regulatory frameworks will be ready to meet it.
