Is Data Center Development Facing Major Hurdles?

A single council vote can unwind years of planning, millions in pre-development spending, and the kind of momentum that data center developers rarely recover from. That's the reality HMC and its backers are confronting right now — and their situation is a useful lens for understanding why data center development challenges have become one of the most consequential conversations in infrastructure today.

The demand for data center capacity isn't slowing. Artificial intelligence workloads, cloud migration, and the proliferation of connected devices are driving hyperscaler and colocation operators to chase gigawatts of capacity across North America. But between the demand signal and the ribbon-cutting stands an increasingly complicated gauntlet of local politics, grid constraints, environmental scrutiny, and community resistance. The gap between "we need more data centers" and "you can build one here" has never been wider.

When Local Politics Meets Hyperscale Ambition

Council member Sanchez's previously stated concerns about data center development weren't an isolated objection — they reflect a broader pattern of municipal pushback that has emerged as these facilities have scaled dramatically in size and power draw. A modern hyperscale data center can consume anywhere from 100 MW to 500 MW of electricity. To put that in perspective, 100 MW is roughly enough to power 80,000 average American homes. When a facility of that size lands in a mid-sized municipality, the grid, the roads, the water supply, and the tax base all feel the impact simultaneously.

The council vote affecting HMC is significant not because it's unusual, but because it's increasingly usual. Localities that once rolled out the red carpet for data center investment — attracted by tax revenue and construction jobs — are now asking harder questions about what they're actually getting in return.

The jobs argument has weakened considerably. A state-of-the-art data center employing 50 to 100 full-time workers while drawing 200 MW of power looks very different to a community than a manufacturing plant or logistics hub at the same scale. That arithmetic is landing poorly in city council chambers across the country.

The Real Complexity of Data Center Site Selection

Data center site selection used to be dominated by a short checklist: fiber connectivity, proximity to major metros, low latency to population centers, favorable power costs, and business-friendly tax treatment. Virginia's Loudoun County became the world's largest data center market on exactly those terms — and then hit a wall as communities began resisting the density of development.

Today's site selection process has to account for a much longer list of variables, and the regulatory and community factors have moved from afterthoughts to lead criteria.

Power availability is now the single biggest constraint in nearly every primary and secondary market. Utilities in Northern Virginia, the Pacific Northwest, and the Phoenix metro have all faced interconnection queues stretching years, forcing developers to either wait it out or get creative with on-site generation and storage. Some projects are now being designed around large-scale battery storage systems or direct power purchase agreements with solar and wind facilities precisely because grid interconnection timelines are no longer predictable.

Water consumption is the other flashpoint. Evaporative cooling systems — still the dominant cooling method for large-scale facilities — can consume millions of gallons annually. In water-stressed regions like the Southwest, this has become a genuine community grievance, not just a permitting footnote. Microsoft's decision to pursue water-positive operations by 2030, and Google's similar commitments, signal that the industry understands the reputational and regulatory exposure here, even if individual project-level behavior hasn't uniformly caught up.

Zoning is getting more complicated, too. Several states and municipalities have begun updating their land use frameworks specifically to address data center proliferation, creating new categories of industrial use that carry heavier environmental review requirements than standard commercial or light industrial classifications.

The Hidden Cost Layers Developers Often Underestimate

The capital cost conversation around data centers typically focuses on the big numbers: construction costs running $10–15 million per MW for hyperscale builds, equipment procurement lead times stretching 12–18 months for transformers, and land acquisition in competitive markets. Those are real constraints. But the costs that tend to surprise developers — and derail projects — are the ones attached to the regulatory and community engagement process.

Environmental impact assessments, grid impact studies, traffic analyses, and community benefit negotiations can add $5–20 million in soft costs to a project before a single shovel breaks ground. More importantly, they add time — and in an industry where demand is moving at the speed of AI adoption, a 24-month entitlement delay can be the difference between a project that pencils and one that gets shelved.

The developers who are winning in this environment aren't necessarily the ones with the best real estate or the lowest power costs — they're the ones who've built genuine community and regulatory relationships before they need them.

Operational expenses also deserve more scrutiny than they typically receive at the development stage. Power purchase agreements signed today lock in energy costs for 15–20 years in some cases. Facilities that don't hit aggressive power usage effectiveness (PUE) targets — ideally below 1.3, with leading operators approaching 1.1 — will see operating cost structures that erode returns in ways that aren't visible in a pro forma built on today's energy prices.

What Recent Developments Actually Teach Us

The data center industry's history is littered with cautionary examples that don't get discussed enough because they involve projects that either stalled quietly or got built and underperformed.

The Loudoun County experience is instructive. The county built the world's densest data center corridor through aggressive tax incentives and streamlined permitting — and then watched community sentiment turn sharply negative as traffic, noise, and visual impact complaints mounted. The county has since imposed stricter design standards and is reconsidering some of its incentive structures. The lesson: short-term permitting wins can create long-term political liabilities.

On the other side, QTS Realty's approach in smaller secondary markets — investing in community relationships, workforce development programs, and visible environmental commitments before breaking ground — has generally produced smoother entitlement processes and more durable political support. The cost of that relationship-building is real, but it's substantially lower than the cost of a project that gets voted down after two years of development spend.

The infrastructure development projects that move fastest through approval processes today tend to share a few common traits: they've engaged community stakeholders early and substantively, they've made credible commitments on energy sourcing and water use, and they've structured community benefit agreements that give local governments something tangible to point to.

Where This Is All Heading

The demand fundamentals for data center capacity remain overwhelming. Goldman Sachs has projected data center power demand in the U.S. could grow 160% by 2030, driven largely by AI infrastructure requirements. That demand will find somewhere to go — the question is which markets and which developers are positioned to capture it.

Regulatory pressure is only going to intensify. The EU's Energy Efficiency Directive already imposes sustainability reporting requirements on large data centers, and similar frameworks are working their way through state legislatures in California, Virginia, and Illinois. Developers who treat these requirements as compliance burdens rather than design inputs will find themselves in a permanent reactive posture.

The smarter read is that tightening regulation is actually a competitive filter — it disadvantages undercapitalized developers and projects that haven't been designed with sustainability and community impact as first principles.

Energy efficiency in data centers is no longer just an operational optimization — it's a market access requirement. As utilities increasingly prioritize interconnection for facilities that can demonstrate demand flexibility, on-site renewable generation, or aggressive PUE commitments, the economics of building to minimum standards deteriorate sharply.

For infrastructure professionals watching the HMC situation unfold, the takeaway isn't that data center development is becoming impossible. It's that the bar for what a credible, approvable project looks like has risen substantially — and developers who internalize that shift early are the ones who will control the development pipeline when the dust settles. The vote that blocked one project today is the market signal that shapes how the next hundred get designed.
