Data Center Design: Key Layout Considerations

The gap between a data center that works and one that works *well* often comes down to decisions made before a single foundation is poured. Building orientation, mechanical room placement, and cooling infrastructure routing — these aren't afterthoughts. They're the difference between a facility that scales gracefully and one that gets expensive fast.

A data center complex in Lithia Springs, Georgia, currently under scrutiny for its design and site layout approach illustrates exactly why these considerations have moved to the center of planning conversations in 2026. Building massing, scale, and spatial constraints aren't just aesthetic concerns — they shape operational costs, community relationships, and long-term infrastructure capacity.

Understanding Data Center Design

Data center design is the discipline of translating computational demand into physical space — and doing it in a way that doesn't paint you into a corner three years later. It encompasses everything from power delivery architecture and cooling topology to floor loading specs and the physical geometry of the building itself.

Strategic planning at the design phase is where fortunes are made or lost in this industry. A poorly sequenced build-out can force operators to take expensive downtime for infrastructure upgrades that a smarter initial layout would have accommodated without interruption.

The stakes are significant. Hyperscale facilities routinely exceed 100 MW of critical IT load, and even mid-market colocation campuses are increasingly being planned in the 20–50 MW range. At those scales, an inefficient layout doesn't just waste square footage — it wastes megawatts, which translates directly to operating costs and carbon footprint.

What separates competent design from excellent design is anticipation. The best facilities teams aren't just solving today's density requirements; they're building infrastructure that can absorb the next generation of GPU clusters and liquid-cooled server racks without requiring a gut renovation.

Key Site Layout Considerations

Site layout is where abstract design decisions meet physical reality — and where the constraints get real.

Building Massing and Its Ripple Effects

Building massing refers to the three-dimensional bulk and arrangement of structures on a site: height, footprint, setbacks, and how multiple buildings relate to each other spatially. In data center development, massing decisions have consequences that extend well beyond aesthetics.

A tall, narrow building might minimize land use, but it creates vertical mechanical complexity — more pump head for cooling, longer cable runs, and more difficult airflow management across floors. A sprawling single-story footprint, by contrast, simplifies cooling distribution and maintenance access but demands more land and longer utility runs.

The tension between land efficiency and mechanical simplicity is one of the core tradeoffs every data center designer navigates — and there's no universal right answer.

In dense suburban markets like Lithia Springs and the broader Atlanta metro corridor, land scarcity often pushes developers toward multi-story designs. That's not inherently problematic, but it requires careful coordination between structural engineers, MEP (mechanical, electrical, plumbing) designers, and IT infrastructure teams from day one — not as sequential handoffs.

Scale and Spatial Constraints

Scale affects everything from truck access (how do you get a 40-ton UPS module to the fourth floor?) to the blast radius of a cooling failure. Larger facilities need redundant utility feeds from physically separated sources, which means site selection has to account for substation proximity and the feasibility of diverse routing.

Spatial constraints show up in subtler ways too. Switchgear room placement relative to the utility entrance point affects the length — and therefore the cost and loss — of medium-voltage cable runs. Generator placement affects noise ordinance compliance, fuel delivery logistics, and exhaust dispersion. These aren't engineering trivia; they're budget line items that compound across a campus.

Community and regulatory scrutiny, as seen in developments like the Lithia Springs project, increasingly adds another dimension to layout planning. Building massing that creates visual bulk near residential zones, or site plans that route heavy truck traffic through neighborhood streets, can trigger opposition that delays projects by months or kills them entirely.

The Role of Efficiency in Design Choices

Power Usage Effectiveness (PUE) — the ratio of total facility power to IT equipment power — remains the industry's primary efficiency metric, and site layout has a direct line to it.

Data centers with poor thermal management design routinely run PUEs of 1.5 or higher, meaning half a watt is spent on overhead for every watt delivered to compute. Well-designed hyperscale facilities now operate at PUEs approaching 1.1. That 0.4 difference, across a 100 MW facility running 8,760 hours a year, represents tens of millions of dollars in annual energy costs.

Cooling infrastructure placement is the single biggest lever in the efficiency equation, and it's almost entirely determined at the layout stage.

Hot aisle/cold aisle containment, the distance between cooling units and heat-generating equipment, and the routing of chilled water or refrigerant lines — all of these are layout decisions. Getting them right means lower fan and pump energy, fewer temperature excursions, and longer equipment life. Getting them wrong means retrofitting containment systems and over-provisioning cooling capacity to compensate for thermodynamic inefficiency.

Electrical efficiency follows a similar logic. The shorter and more direct the path from utility entrance to IT load, the lower the resistive losses. Transformer placement, busway routing, and the physical relationship between power distribution units and server racks are layout considerations with measurable efficiency implications.

Trends Shaping Future Data Center Designs

Two forces are reshaping how sites get designed right now: AI-driven compute density and accelerating sustainability mandates.

AI workloads — particularly large language model training and inference — require server racks that can draw 30, 60, even 100+ kW per rack. Traditional air cooling, designed around 8–12 kW racks, simply can't keep pace. This is forcing liquid cooling infrastructure (direct-to-chip or immersion) into the design from the start, which changes floor loading requirements, plumbing infrastructure, and the entire spatial logic of the white space.

Designing for liquid cooling isn't a retrofit exercise. Facilities that try to adapt air-cooled designs for high-density AI workloads end up with compromised results. The industry is learning this the hard way.

On the sustainability side, regulators and hyperscale tenants alike are demanding more. Water Usage Effectiveness (WUE) is under scrutiny in drought-prone markets. Some jurisdictions are requiring renewable energy commitments as a condition of permitting. Several European markets now mandate waste heat recovery — designing the facility to export thermal energy to district heating networks — which adds an entirely new systems integration requirement to site layout planning.

Campus-scale design is also evolving. Rather than single monolithic structures, developers are increasingly planning phased multi-building campuses with shared infrastructure (substations, cooling plants, fiber entry points) that can be brought online incrementally as demand materializes. This approach reduces initial capital outlay and execution risk while preserving the economics of shared infrastructure.

Case Studies of Successful Data Center Layouts

The Northern Virginia corridor — still the world's largest data center market by capacity — offers instructive examples of what scaled campus design looks like in practice. Operators like Equinix, Digital Realty, and QTS have developed campuses where individual buildings share central utility plants, allowing each phase to achieve the efficiency of a large facility even when built in 20–30 MW increments.

The critical lesson from these campuses: the shared infrastructure spine has to be over-engineered for the eventual full buildout, not sized for phase one. Getting there requires developers to make capital commitments for infrastructure that won't be fully utilized for years — a discipline that separates long-term operators from opportunistic developers.

The projects that fail aren't the ones with bad architecture. They're the ones where the site layout couldn't accommodate the infrastructure the business actually needed.

Google's data center in The Dalles, Oregon, represents a different lesson — about community integration. Early versions of that facility faced significant local opposition over visual impact and water use. The subsequent design evolution toward lower-profile building massing and closed-loop cooling demonstrated that community concerns about scale aren't just political noise to be managed; they're signals about design constraints that need to be addressed in the layout itself.

Where This Is Going

The facilities being designed and permitted today will be operating in 2040. The compute density requirements of that era are genuinely uncertain — but the infrastructure decisions made now will either enable or constrain whatever the industry needs then.

The smartest developers are treating site layout not as a one-time exercise but as an ongoing framework. They're building in flexibility for liquid cooling even when deploying air-cooled infrastructure today. They're designing electrical infrastructure for future load growth even when initial occupancy is partial. They're engaging communities during design, not after approval.

That's the real edge in data center design right now: not optimizing for the facility you're building, but architecting for the facility you'll eventually need.
