The honest answer is: it depends entirely on how the deal gets structured.

What Data Centers Actually Are β€” and Why Everyone Wants One Right Now

A data center is, at its core, a warehouse for computation. Servers, cooling systems, power infrastructure, and fiber connectivity are packed into buildings that can range from a single 10,000-square-foot facility to a campus covering hundreds of acres, consuming hundreds of megawatts of electricity.

The demand driving new construction isn't subtle. Artificial intelligence workloads, cloud computing expansion, and the sheer volume of data generated by connected devices have created an infrastructure arms race among hyperscalers like Amazon Web Services, Microsoft Azure, and Google Cloud. These companies aren't building incrementally β€” they're signing 10- and 20-year leases and dropping billion-dollar campuses in places that, five years ago, weren't on anyone's development radar.

Northern Virginia still hosts the densest concentration of data center capacity on earth β€” roughly 70% of the world's internet traffic passes through Loudoun County alone β€” but land scarcity and power constraints are pushing development into the Midwest, Southeast, and rural markets that have historically struggled to attract large-scale private investment. That creates real opportunity. It also creates real leverage that communities often don't know how to use.

The Trade-Offs Nobody Puts in the Press Release

Resource consumption is where data center development gets genuinely complicated. A large hyperscale facility can consume 20 to 50 megawatts of power β€” enough electricity to supply tens of thousands of homes. In regions already straining their grid infrastructure, that demand doesn't materialize from nowhere. Utilities have to plan for it, sometimes requiring transmission upgrades that cost hundreds of millions of dollars and take years to permit and build.

Water use is the quieter concern. Evaporative cooling systems β€” still standard in much of the industry β€” can consume millions of gallons annually at a single facility. In arid Western markets, that's not an abstract environmental talking point; it's direct competition with agricultural users and municipalities already managing water scarcity.

Then there's the land question. Data centers require flat, large parcels with proximity to transmission infrastructure. That frequently puts them in direct competition with agricultural land, open space, and β€” increasingly β€” community institutions. None of this means data centers are bad deals. Done right, they can genuinely transform local economies.

Job creation is often overstated in the initial pitch β€” a hyperscale facility might employ 30 to 50 full-time workers once operational, which is modest for the footprint involved. But the construction phase is a different story. A major campus development can generate thousands of construction jobs over two to four years, with significant spending on local contractors, materials, and services.

The more durable benefit is infrastructure. Data centers require reliable, redundant power delivery β€” which often means the developer funds substation upgrades, fiber deployments, and road improvements that the surrounding community then benefits from long after construction is complete. A county that negotiates correctly can use data center development as a forcing function to modernize infrastructure it couldn't otherwise afford to build.

The communities that come out ahead treat data center negotiations like a land lease with a major anchor tenant β€” specific performance requirements, community benefit agreements, and infrastructure commitments written into the deal before ground breaks.

Broadband is one area where this dynamic plays out particularly well. Data centers need enormous fiber capacity. Smart jurisdictions have leveraged that need to require developers to extend fiber access to underserved residential and commercial areas as a condition of permitting. That's a lasting community benefit derived directly from the infrastructure development that would otherwise flow entirely to the operator.

The Economic Picture Beyond the Ribbon Cutting

Long-term financial analysis of data center development is more nuanced than either boosters or critics typically acknowledge.

On the upside, these facilities generate substantial tax revenue even when incentivized β€” sales taxes on construction materials, payroll taxes, and utility taxes can add up significantly over a 10- to 20-year operational life. They also tend to be sticky investments: once a hyperscaler builds a campus and connects it into their global network, they don't pick up and leave. The operational continuity is genuinely more reliable than many types of industrial development that can relocate when incentives expire.

The risk is opportunity cost. A 500-acre parcel developed as a data center campus isn't available for industrial manufacturing, residential development, or agricultural use. If the data center delivers on its economic promises, that trade is fine. If the facility underperforms on employment and tax contribution β€” which happens when abatement packages are too generous and community benefit agreements are too vague β€” the community has made an irreversible land use decision without adequate return.

Investors looking at data center assets face a parallel calculation. Cap rates in the sector have compressed significantly as institutional capital chased yield into the space, but the underlying demand drivers remain strong. The risk is increasingly on the development side β€” power availability, permitting timelines, and construction costs have all increased materially over the past three years. Projects that penciled at $8 million per megawatt are now often coming in closer to $12 to $14 million, and that changes the return profile substantially.

Building Smarter: The Sustainability Question Isn't Optional Anymore

The data center industry has made meaningful progress on energy efficiency β€” Power Usage Effectiveness (PUE) ratios at modern hyperscale facilities regularly approach 1.1 to 1.2, meaning nearly all power consumed goes directly to computation rather than cooling overhead. That's a genuine improvement over the 1.5 to 2.0 PUE ratios common in older facilities a decade ago.

Renewable energy procurement has followed. Most major operators have made public commitments to match their power consumption with renewable energy β€” though the mechanisms vary significantly in quality, from direct investment in solar and wind capacity to the purchase of renewable energy certificates that critics argue don't meaningfully accelerate the clean energy transition.

The frontier is liquid cooling and waste heat recovery. Direct liquid cooling systems can dramatically reduce water consumption and enable heat recovery that can be redirected to district heating systems, greenhouses, or industrial processes. Some European facilities are already doing this at scale. American operators are moving more slowly, partly because energy costs have historically been lower and partly because the business case for waste heat partnerships requires long-term agreements with willing municipal partners.

The data center operators that will define the next decade of development are the ones building facilities designed to integrate with community energy systems, not just consume from them.

For communities evaluating incoming proposals, sustainability commitments shouldn't be treated as marketing language β€” they should be written as enforceable conditions. Specific PUE targets, water consumption limits, renewable energy sourcing requirements, and waste heat utilization plans can all be incorporated into permitting conditions and development agreements.

What Communities Should Actually Do

The towns and counties that have navigated data center development successfully share a few common traits. They did their homework before the developer arrived. They hired independent consultants to evaluate power, water, and fiscal impacts rather than relying on the applicant's analysis. They came to the negotiating table with a clear list of community needs β€” infrastructure, broadband, workforce training, local hiring commitments β€” and treated the entitlement process as the moment of maximum leverage.

Once a data center is built and operational, the community's negotiating position is essentially zero. The time to extract value is before the permits are issued.

The Crystal property situation β€” where a nonprofit is competing with commercial interests for a parcel β€” is a useful illustration of what's actually at stake in these decisions. Land is finite. The choice of what gets built on it reflects community values, whether those values are stated explicitly or revealed by default through inaction.

Data center development isn't inherently good or bad for communities. It's a deal. And like any deal, the outcome depends almost entirely on whether the parties who represent the community's long-term interests showed up prepared.
