Unlocking Land Potential for Future Data Centers

The smartest infrastructure moves rarely make headlines when they happen. A city quietly partners with a developer. A parcel gets rezoned. Utilities get extended to what looks like empty ground. Then, three years later, a hyperscaler breaks ground, and everyone asks: how did they get that site ready so fast?

The answer is almost always the same — someone planned ahead.

That's exactly the play cities are now running with data center land development. Rather than waiting for a tenant to show up and then scrambling to meet their requirements, forward-thinking municipalities are working with developers *now* to prepare land that can support data centers — or pivot to other high-value uses if the market shifts. It's infrastructure development as optionality, and it's one of the shrewder economic strategies local governments can execute.

Why Data Centers Have Become a Land Use Priority

The numbers explain the urgency. Global data center capacity demand is growing at roughly 20% annually, driven by AI workloads, cloud migration, and the sheer volume of connected devices generating data around the clock. A single hyperscale facility can consume 100–500+ megawatts of power and represent a capital investment in the billions. For a mid-sized city, landing one is the economic equivalent of attracting a major manufacturing plant — except the jobs are higher-wage and the physical footprint is far smaller.

The tax base impact alone can be transformative. A 200MW data center facility might represent $400–800 million in assessed property value, generating millions in annual tax revenue without proportional demand on schools, roads, or emergency services the way residential development would.

But data centers don't just appear. They chase sites with very specific characteristics, and those sites need to be ready. Developers and hyperscalers aren't in the business of waiting 24 months for permitting and utility upgrades — they'll move to the next market. Cities that want to compete have figured out that the preparation has to come before the prospect call.

What "Preparing Land" Actually Means

This is where a lot of outside observers miss the nuance. Preparing land for a potential data center isn't just clearing trees and running a survey. It's a multi-layered process that addresses the technical, regulatory, and logistical requirements that make a site genuinely shovel-ready.

Power Is the Non-Negotiable

Every data center site evaluation starts with power — its availability, reliability, and cost. A developer preparing land for future data centers will typically be in early conversations with the regional utility about substation capacity, transmission line proximity, and the timeline for upgrades. In many markets, the constraint isn't land — it's getting enough power to the site. Northern Virginia, the world's largest data center market, has seen development slow in some submarkets specifically because utility infrastructure couldn't keep pace with demand.

Land that sits within a reasonable distance of high-voltage transmission infrastructure — or where a developer has already negotiated a power purchase agreement or utility extension — is worth dramatically more than raw acreage without that groundwork done.

Zoning, Permitting, and the Regulatory Layer

Data centers occupy an awkward position in traditional land use frameworks. They're not quite industrial, not quite commercial. Many municipalities lack specific zoning categories for them, which creates permitting uncertainty that kills deals. Savvy land preparation includes working with local planning departments to establish appropriate zoning designations, address potential compatibility concerns with adjacent uses, and streamline the permitting pathway.

Water access is another consideration that often catches developers off guard. Data centers rely heavily on cooling systems — many of which are water-intensive. A site without adequate water rights or municipal water capacity may need significant infrastructure investment before it becomes viable.

Fiber connectivity is increasingly table stakes. Multiple diverse fiber routes to a site matter, particularly for colocation and enterprise data center operators who are promising customers carrier-neutral connectivity.

What Cities That Got This Right Did Differently

Columbus, Ohio's emergence as a legitimate data center market didn't happen by accident. The region offered a combination of reasonable land costs, central US geography for latency purposes, competitive power rates through AEP Ohio, and proactive engagement from state and local economic development offices. The groundwork — utility coordination, zoning clarity, incentive structures — was in place before the tenants came calling.

The Midwest broadly has benefited from this approach. Iowa, Indiana, and Nebraska have all attracted significant data center investment by offering something Virginia and Texas increasingly can't: affordable power with room to grow. The insight isn't just "we have cheap land" — it's "we've removed the friction between cheap land and operational data center."

International examples reinforce this. Singapore's data center moratorium — imposed in 2019 and partially lifted in 2022 — taught the industry a hard lesson about what happens when land preparation and sustainability planning lag behind demand. The city-state essentially had to pause the market and reconfigure its approach around water and energy efficiency standards before reopening for development. The lesson: get the framework right before the flood of demand arrives, not after.

The Sustainability Variable Is Reshaping Site Selection

Future data centers aren't just going to where power is cheapest. They're going where power is *clean and defensible*. ESG commitments from Microsoft, Google, Amazon, and Meta have created a new filter on site selection — carbon intensity of the local grid matters in ways it simply didn't five years ago.

This is reshaping which land gets prepared and how. Developers working on land today are evaluating renewable energy availability — whether that's proximity to solar farms, wind resources, or access to hydroelectric power. A site with a credible path to 100% renewable power matching is worth a material premium over an identical site on a coal-heavy grid, even if the latter is cheaper per kilowatt-hour.

The co-location of renewable generation with data center land is an emerging model worth watching. Some developers are acquiring larger land packages specifically to pair data center campuses with on-site solar or battery storage — effectively de-risking the power supply while hitting sustainability targets simultaneously.

Evaluating Whether Your Land Has Data Center Potential

If you're a landowner or local development authority trying to assess whether a parcel makes sense for this use case, the evaluation framework is fairly consistent among serious site selectors.

Power access: How close is the nearest substation? What's the available capacity, and what's the utility's appetite for expansion? This single factor will dominate the conversation.

Site characteristics: Data centers prefer flat, geotechnically stable ground. Floodplain exposure is a dealbreaker for most operators. Minimum viable sites are typically 20–50 acres for meaningful development, with campus-scale opportunities requiring 100+ acres.

Latency geography: Data centers serving financial services, gaming, or real-time applications need to be near population centers. Hyperscale archival and AI training workloads are more location-flexible. Understanding which tenant profile fits your geography matters.

Incentive environment: State and local tax incentives — particularly sales tax exemptions on equipment and favorable property tax treatment — influence site selection significantly. Virginia's partial rollback of data center tax incentives in 2023 sent a signal to the market that even dominant locations aren't immune to policy risk.

The most actionable step for any landowner or municipality isn't to build a speculative data center — it's to engage with an infrastructure developer or site consultant who can run a proper feasibility assessment against current market demand. Markets shift faster than most people expect. The AI infrastructure buildout happening right now is driving demand that would have seemed implausible even three years ago.

Cities and developers that are quietly preparing land today — running the utility conversations, clearing the zoning path, documenting site characteristics — are positioning themselves to capture investment that will flow somewhere regardless. The question is whether it flows to your market or to the one that did the work first. In infrastructure development, preparation isn't just half the battle. It's most of it.
