During construction, a large data center project generates substantial local employment — electricians, ironworkers, HVAC technicians, concrete crews. A hyperscale build can employ 1,500 to 2,000 construction workers at peak. That's real money circulating through local restaurants, hardware stores, and hotels.
Permanent employment is where the story gets complicated. Once operational, a typical data center employs somewhere between 30 and 200 people, depending on its size and automation level. For a facility consuming 100 MW of power and sitting on 50 acres, that's a thin permanent workforce relative to the land and infrastructure commitment. Communities expecting a major long-term employer are sometimes disappointed.
The property tax argument is stronger. Data centers carry significant assessed value — the equipment alone can be worth hundreds of millions of dollars — and that translates into tax revenue that benefits school districts and municipal budgets without proportional demand on local services like schools and fire departments. For rural counties with declining tax bases, a single large data center can meaningfully change the fiscal picture.
Infrastructure investment cuts both ways. Developers often fund transmission line upgrades and substation expansions to serve their facilities, which can benefit surrounding areas. But those upgrades also require utility coordination that takes years, and ratepayers sometimes absorb costs that aren't fully disclosed upfront.
Environmental Considerations
Energy consumption is the most serious environmental issue surrounding data center development, and it deserves more honest treatment than it typically gets in public debates.
The global data center industry consumes roughly 200 to 250 terawatt-hours of electricity annually — comparable to some medium-sized countries. That figure has held relatively flat over the past decade despite massive growth in data processing, largely because of dramatic efficiency improvements in server hardware and cooling technology. Power Usage Effectiveness (PUE), the standard efficiency metric, has dropped from an industry average above 2.0 in 2010 to below 1.5 for many modern facilities, with hyperscalers like Google and Microsoft regularly achieving ratios below 1.2.
None of that makes data centers environmentally neutral. A facility pulling 100 MW continuously has a carbon footprint that depends entirely on what's on the grid serving it. A data center in a coal-heavy region is a fundamentally different environmental proposition than one powered by hydro or wind.
Where a data center gets built is, in a real sense, an energy policy decision — and communities that understand this are better positioned to negotiate meaningful commitments from developers.
The better operators now come to the table with renewable energy procurement agreements, on-site generation, and water efficiency commitments for cooling systems. Some are experimenting with waste heat recovery — routing thermal output from servers to heat nearby buildings. These aren't marketing gestures; they represent genuine engineering investment. But communities have to know to ask for them and to get them in writing before permits are issued.
Navigating the Future of Data Centers
The demand driving data center development isn't cooling off. The explosion of AI model training and inference workloads has dramatically increased the computing intensity required per unit of useful work. A single large language model training run can consume more electricity than a small town uses in a year. That appetite for compute translates directly into demand for data center capacity, and that demand is searching for land, power, and permits — in roughly that order.
Communities will keep encountering these proposals. The question is whether local governments develop the institutional capacity to evaluate them intelligently — to distinguish between a 5 MW edge facility and a 500 MW hyperscale campus, to understand what a power purchase agreement actually commits a developer to, and to negotiate community benefit agreements that reflect real leverage rather than afterthoughts.
The communities that navigate this best won't be the ones that reflexively reject every proposal, nor the ones that approve everything without conditions. They'll be the ones that walk into the room understanding the asset class — its economics, its environmental profile, its operational realities — well enough to ask the right questions before the ink dries on any agreement.
For developers, the lesson is equally clear: the era of dropping a 200-page environmental impact statement on a community that has never seen one and expecting smooth approval is over. Genuine early engagement, transparent communication about scale and operational impact, and real commitments on energy and water aren't just good optics. They're increasingly the price of entry.
The anxiety in those community meetings is real, even when it's aimed at the wrong target. Addressing it requires more than clarification — it requires building the kind of trust that lets facts actually land.
