Utility infrastructure investments prioritized for data centers may come at the expense of reliability improvements that residential and commercial customers have been waiting years for. The communities that come out ahead are the ones treating data center approvals as leverage, not favors. Community benefit agreements, local hiring requirements, and commitments to workforce development programs — these are standard tools in other infrastructure contexts. Clean Energy Is the X Factor
Here's the angle that often gets underplayed in local approval debates: data centers aren't just consumers of North Carolina's energy grid — they could be critical partners in stabilizing it.
The state is navigating a significant clean energy transition. The Community Reality

Local governments have leverage to address that imbalance, but only if they use it before the permits are signed.
What Comes Next
North Carolina's position in the national data center market is genuinely competitive, and that won't last forever without a clearer policy environment. The state needs a more consistent framework — at the county level and ideally at the state level — that gives developers predictability and gives communities enforceable protections.
The moratorium impulse is understandable, but it's a short-term response to a long-term structural shift. Digital infrastructure investment isn't going to slow down. The question is whether North Carolina's communities capture meaningful value from it or simply absorb its costs.
Local officials who treat each application as an isolated land-use decision are missing the larger picture. The counties that get this right will be the ones that have thought through what they actually want from data center development — and negotiated accordingly — before the next wave of applications arrives.
The time to build that framework is now, while there's still leverage. Once the approvals are done, the terms are set.
