Will PDC's Rezoning Shift the Data Center Landscape?

A zoning board decision rarely makes headlines outside city hall. But when the underlying asset is a heavy industrial site with data center potential, the ripple effects can reach far beyond the local planning commission.

PDC's move to bypass the data center question entirely—pushing the rezoning decision forward without resolving what, specifically, will occupy the site—is the kind of procedural choice that looks unremarkable on paper but is consequential in practice.

Understanding PDC's Rezoning Decision

The core of what PDC is doing is straightforward: rezone the site to allow heavy industrial uses and let the market sort out the details later. What makes this notable isn't the rezoning itself—industrial rezoning happens constantly—it's the deliberate decision to sidestep the data center question while leaving the door wide open for exactly that outcome.

Heavy industrial zoning is essentially a master key. It unlocks a range of high-intensity land uses, and data centers sit comfortably within that category in most jurisdictions.

Historically, sites like this one carry entitlement complexity. Previous uses, environmental conditions, utility infrastructure, and community relationships all shape what's actually feasible versus what's technically permitted. By advancing the rezoning without locking in a specific end use, PDC preserves maximum optionality—which is either shrewd asset management or a signal that the ultimate tenant or buyer hasn't been finalized yet. Possibly both.

This approach isn't uncommon among sophisticated landholders who understand that entitlement value is real, bankable value. Getting heavy industrial zoning approved first, then negotiating with data center developers or industrial users from a position of strength, is a legitimate and often lucrative strategy.

Potential Impacts on Data Center Development

The data center industry has an insatiable appetite for entitled, infrastructure-ready land. Power is the binding constraint—not acreage, not location, not even permitting in most cases. A heavy industrial site that arrives with existing utility corridors, grid interconnection proximity, and zoning that doesn't require a lengthy variance process is genuinely valuable.

If this site fits that profile, PDC's rezoning could accelerate development timelines significantly. Data center developers routinely spend 18 to 36 months navigating entitlement processes. A pre-zoned heavy industrial site compresses that window and reduces development risk—which translates directly into a willingness to pay more for the land.

The sites that move fastest in data center development aren't necessarily the ones in the best locations. They're the ones with the fewest bureaucratic obstacles.

There's also a clustering dynamic worth watching. When one data center anchors a corridor, others follow. Power infrastructure gets upgraded to serve the first facility, and those upgrades reduce the marginal cost of serving additional load nearby. If PDC's site becomes a data center—or even if it attracts other heavy industrial users that require significant power—the surrounding parcels become more attractive to the next wave of digital infrastructure investment.

That's a meaningful consideration for anyone watching this region's infrastructure development trajectory.

Economic Opportunities for Investors

Heavy industrial rezoning with data center upside is an interesting asset class position. You're getting the floor value of industrial land with an option on something considerably more valuable.

Data centers trade at fundamentally different economics than traditional industrial. A well-leased industrial facility might trade at a 5-6% cap rate. A data center with long-term hyperscaler or colocation tenancy can trade at 4% or below, with significantly higher absolute dollar values per square foot. The spread between those two outcomes, on the same underlying land, is substantial.

For investors paying attention to the PDC rezoning, the question isn't whether this creates opportunity—it does. The question is what form that opportunity takes and at what stage of development the best entry point exists.

Early-stage plays involve more uncertainty about end use and tenant, but land pricing reflects that uncertainty. Later-stage plays, once a data center tenant is identified or a development agreement is signed, carry less risk but also a significantly higher entry price. Neither is inherently better; they suit different risk profiles and return expectations.

Long-term, the regions that figure out how to streamline industrial rezoning for data center and clean energy infrastructure will attract disproportionate capital. Regulatory friction is a tax on development, and developers route around it.

Challenges and Considerations

None of this is without friction. Heavy industrial zoning tends to generate community resistance, particularly when data centers are the implied end use. The public narrative around data centers has become complicated—they bring jobs and tax revenue, but they also consume enormous amounts of water for cooling, strain local power grids, and generate relatively few direct employment positions per dollar of investment.

A facility that draws 100 megawatts of power might employ 50 people directly. That ratio is hard to sell in a public hearing, even if the tax revenue case is compelling.

Environmental review is another real constraint. Sites with industrial history often carry legacy contamination concerns that need to be addressed before major construction can proceed. Phase I and Phase II environmental assessments add time and cost, and if remediation is required, the economics can shift materially. This is especially true for data centers, which have very specific requirements around groundwater and soil stability for their physical infrastructure.

Regulatory hurdles at the utility level deserve attention too. A data center's power requirements can represent a meaningful fraction of a regional utility's total load. Grid interconnection studies, capacity upgrades, and rate negotiations all take time—often more time than the land entitlement process itself. Rezoning the site doesn't solve the power delivery problem; it just moves the bottleneck downstream.

The Future of Infrastructure in This Region

What PDC does with this site will say something meaningful about where digital infrastructure growth is headed in this part of the market. The decision to advance rezoning without committing to a specific use suggests they're playing a longer game—positioning the asset for maximum value rather than racing to announce a tenant.

That's worth watching for a few reasons. If heavy industrial demand in the region is strong, the site might never become a data center at all. Traditional industrial users—logistics, manufacturing, energy processing—are also expanding aggressively, and they compete for the same entitled land. The highest-and-best-use question won't be answered by the zoning board; it'll be answered by whoever shows up with the most compelling term sheet.

For local communities, the honest picture is mixed. Heavy industrial development brings economic activity and tax base. It also brings truck traffic, power consumption, noise, and land use that tends to be incompatible with adjacent residential or commercial development. The rezoning decision locks in a land use category for decades. Getting that call right—or wrong—has consequences that outlast any individual development cycle.

The developers and investors who win in this environment aren't betting on a single outcome. They're acquiring optionality in markets where infrastructure demand is structurally growing and entitled land is genuinely scarce.

PDC's rezoning may or may not produce a data center. But it will produce an asset that sits at the intersection of several of the most capital-intensive trends in infrastructure development right now—digital infrastructure, industrial land scarcity, and energy grid expansion. That's a meaningful position to hold, regardless of what gets built.

The next move to watch isn't the zoning approval. It's who shows up at the table after it passes.
