PJM's Expedited Interconnection Plan: What Every Energy Developer Needs to Know
PJM's expedited interconnection plan faces opposition, but its implications could reshape energy infrastructure. What does this mean for you?
The queue to connect new power projects to the grid has become one of the most consequential bottlenecks in American energy development. Thousands of gigawatts of proposed generation—solar, wind, storage, nuclear—sit in interconnection queues across the country, waiting years for studies, approvals, and ultimately, a spot on the grid. PJM Interconnection, which manages the largest competitive wholesale electricity market in North America, serving 65 million people across 13 states and D.C., is trying to do something about that. Its proposed Expedited Interconnection Track is designed to accelerate how new power projects get connected to the grid. Not everyone is happy about it.
The fight playing out at FERC over PJM's proposal isn't just bureaucratic noise—it's a proxy war over who controls the future of grid access.
Understanding PJM's Expedited Interconnection Track
At its core, PJM's Expedited Interconnection Track is exactly what it sounds like: a faster pathway for qualifying projects to move through the interconnection process. Traditional interconnection in PJM—like most ISOs—involves multiple rounds of expensive, time-consuming studies, often taking four to six years from application to approval. That timeline has made it nearly impossible for developers to plan projects with any financial certainty.
The expedited track attempts to compress that window for projects that meet specific eligibility criteria, presumably those with fewer grid integration complications, better site characteristics, or technology types that simplify the interconnection study process. The objective is to reduce the studied-to-operational lag that has caused billions in stranded development costs across the industry and, more broadly, slowed the buildout of new generation capacity that PJM's own forecasts show will be desperately needed in the coming decade.
PJM is facing a reliability crunch. Its December 2022 capacity auction saw the first shortfall in the region's history, and subsequent planning reports have flagged growing gaps between projected retirements of fossil fuel plants and the pace of new clean energy coming online. An expedited interconnection pathway, if it works as designed, could meaningfully accelerate the replacement of that retiring capacity.
For developers, shaving even 18 to 24 months off the interconnection timeline can be the difference between a financially viable project and one that never gets built.
Stakeholders in the Spotlight: Who's For It and Who Isn't
This is where it gets complicated. Opposition to the proposal at FERC has come from two very different directions, which tells you something important about the politics at play.
Vistra, one of the largest independent power producers in the country with a portfolio spanning natural gas, nuclear, and increasingly battery storage, has pushed back against the expedited track. The specifics of Vistra's objections matter here: large, established generators with existing grid interconnections have a structural interest in maintaining barriers to entry for new competitors. That's not a cynical accusation—it's rational corporate behavior. If new generation can connect faster and cheaper, it puts downward pressure on capacity prices that incumbent generators depend on for revenue. Vistra's opposition should be read through that lens.
Environmental groups have also filed opposition, which at first glance seems counterintuitive. Faster interconnection should mean faster clean energy deployment, right? The concern from environmental advocates typically centers on process integrity—whether an expedited track might allow projects to skip environmental reviews, community input processes, or thorough grid impact analyses that protect against reliability risks and local harms. It's a legitimate concern, and it reflects a real tension between speed and thoroughness that every grid operator navigating the clean energy transition has to manage.
The coalition opposing the proposal is unusual enough that FERC will need to weigh the objections carefully. When a major fossil fuel incumbent and environmental groups are on the same side of a filing, it either means the proposal has a genuine flaw—or that the opposition coalition reflects two very different interests that happen to share a tactical position.
Potential Impacts on Energy Infrastructure Development
Assume for a moment that PJM's expedited track survives FERC scrutiny and gets implemented in something close to its proposed form. What changes?
For developers of solar, storage, and other generation assets that might qualify for the faster pathway, the implications are significant. Interconnection timelines are one of the primary inputs into project financing. Lenders underwriting construction debt want certainty about when a project will achieve commercial operations. Every additional year in the queue is another year of carrying costs, another renewal cycle on option agreements for land, and another window for tax credit structures to shift under developers' feet. A credible 24-month interconnection pathway versus a 60-month one doesn't just save time—it unlocks capital that was previously too risk-averse to deploy.
There's also a portfolio strategy dimension here. Larger developers with enough projects in PJM's territory could potentially stage their development pipeline to take advantage of the expedited track for qualifying projects while managing longer-timeline projects in parallel. That kind of optionality favors well-capitalized platforms over smaller independent developers—which could, ironically, accelerate consolidation in an industry where scale is already becoming a competitive moat.
The projects that qualify for expedited treatment will have a meaningful advantage in attracting financing and moving to construction—and that advantage will compound over time.
For infrastructure investors and land developers, the near-term signal is clear: sites within PJM's footprint that are well-positioned for interconnection—close to substations, in areas with available transmission capacity, with clean environmental profiles—are going to command a premium if the expedited track advances.
Regulatory Challenges and What Comes Next
FERC's role here is both adjudicative and precedent-setting. The Commission will evaluate whether PJM's proposed expedited track complies with its pro forma tariff requirements, whether it creates undue discrimination between project types or developers, and whether it adequately addresses the reliability and environmental concerns raised by opponents.
FERC has been pushing ISOs and RTOs to reform their interconnection processes for years. Order 2023, the Commission's sweeping interconnection reform issued in 2023, mandated significant changes to how grid operators process interconnection requests—moving toward a first-ready, first-served cluster study approach and away from the first-come, first-served model that allowed speculative projects to clog queues. PJM's expedited track proposal fits within that broader reform context, but it also goes further in ways that create new questions about fairness and process.
The most likely outcome is that FERC neither approves nor rejects the proposal cleanly. Expect a conditional acceptance with required modifications, or a deficiency letter that sends PJM back to revise specific elements—particularly around how eligibility criteria are defined and whether the expedited process maintains adequate environmental and reliability review standards.
The timeline for that decision matters. PJM's capacity market and its generation development pipeline are both under pressure. Delays in resolving the interconnection reform question have real costs—projects that can't get interconnection certainty don't move to construction, and capacity that doesn't get built on time creates reliability risk for the region.
For developers and investors watching this proceeding, the strategic move is not to wait for FERC's final word before doing site work. The underlying pressure driving PJM's proposal—grid congestion, retiring capacity, surging demand from data centers and electrification—isn't going away regardless of how FERC rules on this specific track. Projects that are site-ready, with strong interconnection positions and environmental clearances in hand, will be first in line when the process clarifies.
The queue is long. The grid needs are real. And the developers who do the hard work now, before the regulatory path is perfectly clear, are the ones who will be operating while their competitors are still studying the outcome.
