Wright City's Proactive Approach to Data Centers

When a small Missouri community begins shaping policy around data centers *before* developers arrive, something interesting is happening. Wright City's Board of Aldermen isn't waiting for a proposal to land on their desk and then scrambling to figure out what to do with it. They're building the framework now — and that distinction matters more than it might appear.

Most municipalities learn about data center development the hard way: a developer files permits, neighbors panic at a town hall, and local officials are left improvising zoning decisions that will shape the community for decades. Wright City is choosing a different path.

What’s Driving the Data Center Boom

Before getting into what Wright City is doing, it's worth understanding why this conversation is happening — and why it's occurring everywhere simultaneously.

Data centers are the physical backbone of the digital economy. Every cloud upload, every streamed video, every AI query runs through a facility full of servers that need power, cooling, and connectivity. Global data center capacity is expanding at a rate the industry hasn't seen since the early broadband era, driven by the explosion of artificial intelligence workloads that require far more computing power per task than traditional applications.

Hyperscalers — think Amazon Web Services, Microsoft Azure, and Google Cloud — are collectively spending hundreds of billions to build out capacity. But they're not the only buyers. Colocation providers, enterprise operators, and increasingly, energy companies building at-the-meter compute facilities are all hunting for the same thing: affordable land, reliable power, fiber connectivity, and a local government that won't complicate their operations.

That last factor is underrated. Permitting friction is a real cost. Communities with clear, predictable regulatory frameworks attract better deals.

Wright City's Strategic Vision

The Wright City Board of Aldermen's decision to get ahead of the data center discussion reflects a level of institutional self-awareness that smaller communities don't always demonstrate. Rather than reacting to development pressure, they're building the policy foundation that will govern how — and whether — that development serves the community's interests.

Proactive engagement means the community gets to define the terms of growth rather than simply accepting or rejecting whatever arrives at the door.

This kind of strategic positioning typically involves a few parallel workstreams: reviewing and updating zoning ordinances to specifically address data center land use, establishing standards for infrastructure requirements (power interconnection, water use for cooling, road access), and creating channels for genuine community input before projects are approved rather than after.

Getting community engagement right at this stage is critical. Data centers are not universally beloved neighbors. They promise jobs and tax revenue but often deliver fewer permanent positions than residents expect — a large hyperscale facility might employ 30 to 50 full-time workers despite occupying hundreds of acres and drawing tens of megawatts of power. The construction phase creates more employment, but it's temporary. Wright City's leadership seems to understand that setting expectations honestly now prevents resentment later.

The Real Economic Opportunity — and What It Looks Like

The economic case for data center development is legitimate, but it requires clear eyes.

On the tax revenue side, the numbers can be genuinely significant. A large-scale data center represents hundreds of millions — sometimes billions — of dollars in assessed property value. For a community like Wright City, even a modest facility could meaningfully expand the local tax base and reduce the burden on residential property owners. That revenue flows to schools, roads, emergency services, and municipal operations.

The infrastructure investments that accompany data center development often benefit the broader community long after the facility is built — upgraded electrical substations, improved fiber connectivity, and better road access to previously underdeveloped parcels.

Missouri has additional context worth noting: the state has historically offered competitive incentives for data center investment, including sales tax exemptions on equipment purchases. That policy environment makes Missouri genuinely attractive to operators evaluating sites across the Midwest, and Wright City's position along the I-70 corridor gives it geographic logic — proximity to St. Louis, established logistics infrastructure, and land costs that remain favorable compared to metro markets.

The jobs picture is more nuanced. Construction employment is real and substantial during the build phase, and local contractors, electricians, and suppliers can capture meaningful revenue. Permanent operational jobs tend to skew toward specialized technical roles — data center technicians, electrical engineers, security personnel — that may or may not align with the existing local workforce. A serious workforce development conversation needs to accompany any data center strategy if the community wants to capture those long-term positions.

Challenges That Deserve Honest Attention

No serious analysis of data center development skips the hard parts.

Power consumption is the most significant. A single large hyperscale data center can draw 100 megawatts or more — enough electricity to power roughly 80,000 homes. That demand has to come from somewhere, and it puts real pressure on regional grid infrastructure. Wright City's local utility relationships and the capacity of the transmission grid serving the area will be deciding factors in what scale of development is actually feasible. Proactive planning means getting those conversations started with Ameren Missouri now, not after a developer signs an LOI.

Water usage is the other major environmental consideration. Most large data centers rely on evaporative cooling systems that consume millions of gallons of water annually. For communities where water supply and treatment infrastructure are already constrained, this is a material concern. Setting clear standards for water use efficiency — or requiring air-cooled or liquid-cooled architectures that reduce water dependency — is the kind of thing a forward-thinking municipality can negotiate from a position of strength when they're setting the rules before developers arrive.

Infrastructure readiness more broadly is both a challenge and an opportunity. Roads capable of handling heavy construction traffic, fiber connectivity adequate for the latency requirements operators need, and power infrastructure that can support industrial-scale loads all represent upfront costs that someone has to bear. Negotiating development agreements that require operators to contribute to infrastructure upgrades — rather than leaving those costs entirely to the public — is a core function of the proactive planning Wright City is undertaking.

What Comes Next

The communities that will benefit most from the current wave of data center investment aren't necessarily the ones with the cheapest land or the most aggressive tax incentives. They're the ones that show up prepared.

A municipality that can hand a developer a clear zoning framework, pre-negotiated infrastructure standards, and an honest community engagement record has a competitive advantage that no incentive package can fully replicate.

For Wright City, the immediate priority is converting the Board of Aldermen's proactive intent into durable policy — ordinances with teeth, community feedback mechanisms that actually influence outcomes, and technical standards that protect residents while remaining workable for serious operators. That's not glamorous work, but it's the work that determines whether data center development becomes a genuine long-term asset for the community or just a facility that happens to be located there.

The broader opportunity is real. Data center development is one of the few infrastructure investment categories where Midwest communities with the right fundamentals can genuinely compete with coastal markets. Wright City has geography, highway access, and the political will to plan deliberately. If the policy framework matches that ambition, the infrastructure opportunities ahead are worth taking seriously.

The conversation happening at the Board of Aldermen level right now is, in a quiet way, exactly the right conversation to be having.
