The pressure on data center zoning isn't easing. AI infrastructure buildout requires facilities at a scale and speed that existing entitlement processes weren't designed to accommodate. The question isn't whether municipalities will update their zoning frameworks — most will, eventually — but whether they'll do it thoughtfully or reactively.

The markets that move first to create clear, developer-friendly zoning classifications — while simultaneously addressing legitimate community concerns around noise, water, and visual impact — will capture a disproportionate share of investment. Those that wait for conflict to force reform will find themselves negotiating from a weaker position.

For developers, the practical implication is straightforward: treat zoning strategy as infrastructure, not paperwork. The entitlement process isn't a bureaucratic obstacle to route around — it's a relationship-building exercise that either creates durable project approval or stores up opposition that surfaces later, usually at the worst possible moment.
