The complaint sounds simple enough: a data center built in the wrong place. But behind that frustration lies a much larger question that the infrastructure industry keeps sidestepping — who actually decides where these facilities go, and are they making decisions based on sound planning or just opportunistic land deals?

The answer matters more than most people realize. Data center location isn't just a zoning footnote; it shapes power grid stability, community relationships, operational costs, and whether the broader buildout of digital infrastructure actually works at scale.


Understanding Data Center Location Decisions

Site selection for a data center involves a genuinely complex set of variables: fiber connectivity, power availability, water access for cooling, tax incentives, labor markets, and proximity to end users. That's the textbook version. In practice, deals often get done because land was cheap and permitting looked achievable — not because the site was optimal.

The gap between "we can build here" and "we should build here" is where communities and operators both lose.

This is especially true in suburban and rural residential-adjacent areas, where land is available but infrastructure is thin and neighbors are vocal. Infrastructure That's Already There

The most underappreciated advantage of industrial park siting is pre-existing infrastructure. High-voltage transmission lines, redundant fiber conduits, access to municipal water and wastewater systems, and heavy-load road infrastructure — these are often already built into industrial zones because the previous or neighboring tenants needed them. A data center moving into an industrial park doesn't have to pioneer that buildout; it inherits it.

Compare that to a greenfield site in a semi-rural area, where a developer might need to negotiate new transmission interconnection (a process that can take 3–5 years in congested queues), run new fiber, upgrade local roads, and install water infrastructure. Those aren't small line items. They're often tens of millions of dollars in pre-construction costs — and years of schedule risk.

From a pure capital efficiency standpoint, industrial parks reduce the infrastructure gap a data center operator has to fund themselves.

Zoning That Works With You, Not Against You

Industrial zoning is designed for exactly the kind of use profile a data center presents: high power draw, operational 24/7, significant mechanical equipment, and limited public-facing activity. By contrast, when data centers attempt to locate in commercially zoned areas or near residential districts, they often trigger conditional use permit processes, environmental review requirements, and community hearings that can stretch timelines and add material uncertainty to project financing.

Lenders and equity investors don't like uncertainty. Permitting risk is one of the most consistent deal-killers in infrastructure finance. Siting in an appropriately zoned industrial area dramatically reduces that risk profile — which, in turn, can improve financing terms and project economics.


The Efficiency Case Is Real

Operational efficiency doesn't start when the servers spin up; it starts with where you build.

Data centers in industrial parks tend to perform better on several dimensions that don't always make it into the headline metrics. Proximity to industrial-scale electrical substations reduces transmission losses. Access to industrial water systems supports larger, more efficient cooling infrastructure — critical given that cooling represents 30–40% of total data center energy consumption in many facilities. Industrial road access supports equipment logistics without the friction of navigating suburban street grids.

There's also a staffing dimension. Industrial parks frequently sit near skilled trades labor pools — electricians, HVAC technicians, mechanical engineers — the same workforce a data center needs for construction and ongoing operations and maintenance. That's not a coincidence; it's what industrial zones attract.

Power Usage Effectiveness (PUE) — the ratio of total facility power to IT equipment power, where 1.0 is perfect efficiency — is directly influenced by infrastructure quality. Facilities that struggle with cooling inefficiency or power quality issues because their site wasn't designed for industrial loads will consistently underperform on this metric. The best-in-class hyperscale operators are now hitting PUE figures around 1.1–1.2. Suboptimal site selection makes those numbers harder to achieve and sustain.


The Cost of Getting Location Wrong

Communities don't oppose data centers because they're anti-technology. They oppose them because a facility with the operational profile of a factory showed up in the wrong neighborhood, and nobody asked them about it first.

That pushback is expensive. Project delays cost money in carrying costs, consultant fees, and extended predevelopment overhead. Redesign requirements to satisfy community or regulatory concerns can add significant capex. In some cases, projects have been killed entirely after substantial investment — a worst-case outcome that could have been avoided with better site selection at the outset.

The environmental concerns are real too, particularly around water and power. A large data center drawing from a local water supply in a water-stressed region, or competing with residential users for constrained grid capacity, creates genuine resource conflicts. Industrial zones typically sit within utility service territories that are already sized for high-demand commercial and industrial users. The math works differently there.

There's also a longer-term reputational dimension for operators. The data center industry is growing fast — global capacity additions are running at record pace, with hundreds of gigawatts of projected demand through the end of the decade. How the industry handles community relationships now will shape the regulatory environment it operates in later. Operators who consistently site in appropriate locations build a track record that helps them with future permitting. Those who don't accumulate opposition.


Where This Is Heading

The industry is course-correcting, slowly. Several major colocation providers and hyperscalers have formalized industrial-zone-first siting criteria into their development playbooks — partly because it makes economic sense, partly because their institutional investors are asking harder questions about social license to operate.

Emerging technologies are reinforcing this trend. Liquid cooling systems, which require more robust infrastructure interfaces than traditional air cooling, work better in industrial environments. Modular data center designs that can be deployed in prefabricated units are increasingly being targeted at existing industrial sites — brownfields, former manufacturing facilities, retired power plant sites — where infrastructure is dense and community integration is more straightforward.

The sustainable energy angle matters here too. Industrial parks near transmission infrastructure are better positioned for direct renewable energy procurement — whether through on-site solar, collocated battery storage, or power purchase agreements tied to nearby generation. Siting a data center in an industrial zone doesn't just solve operational and community problems; it opens better pathways to the clean energy sourcing that large enterprise customers and regulators are increasingly demanding.

The person who said the data center "just doesn't belong up there" was articulating something that engineers, planners, and community members have been saying in different languages for years. Belonging matters in infrastructure. The right facility in the right location performs better, costs less to develop, faces fewer obstacles, and earns more durable community acceptance.

Site selection isn't a formality to be handled late in the development process. For data centers, it may be the most consequential decision made. Get it right, and everything downstream gets easier. Get it wrong, and you spend years paying for it.
