Data center development has quietly become one of the most consequential land use battles happening across the American heartland. When a county board votes yes on data center zoning, they're not just approving a building; they're committing to a particular economic future.


What the Sangamon County Approval Actually Means

The Sangamon County Board approved a zoning request that opens a specific parcel of land to potential data center development. While the full project details are still emerging, the approval itself clears the single biggest bureaucratic hurdle most data center projects face: getting the right land designation in place before capital commitments are made.

Zoning approval is the linchpin of data center development — without it, no site selection team will bring a serious proposal to the table.

That sequencing matters. Developers rarely announce projects and then seek zoning; they work the other direction — quietly securing land entitlements, then attracting tenants or operators once the regulatory risk is removed. What Sangamon County just did is effectively hang a sign that says "open for business" to data center developers who need certainty before they'll move.

Sangamon County, home to Springfield and the seat of Illinois state government, isn't an obvious tech hub. That's exactly the point. Why Rural and Secondary Markets Are Winning the Data Center Race

The hyperscale data center boom started in Northern Virginia, Phoenix, and Dallas. Those markets are now so saturated — and so expensive — that developers are actively hunting for the next tier of viable locations. Illinois sits in a favorable position: strong grid infrastructure, access to renewable energy through the Midcontinent Independent System Operator (MISO), and state-level incentives that have historically supported large power consumers.

Rural and secondary markets offer something primary markets can't anymore: room to scale. A 100MW campus in Northern Virginia requires navigating years of transmission upgrades and community opposition from residents who've grown tired of the industry's footprint. A 100MW campus in central Illinois? You're more likely to find a county board that sees it as an economic lifeline.

The economics are straightforward — data centers don't need much labor, but they generate enormous tax revenue and utility load that benefits the entire grid.

A mid-sized data center running 50 to 100 megawatts of IT load can generate tens of millions in annual property tax revenue. For a county government that may be managing tight budgets across schools, roads, and emergency services, that single line item is transformational. Amazon's data center investments in rural Virginia and Ohio have routinely resulted in new school construction and property tax relief for existing residents. Sangamon County's leadership almost certainly has those precedents in view.


What Investors Should Be Tracking

If you're watching this from an investment or site acquisition standpoint, the Sangamon County approval is a signal worth taking seriously — but with a clear-eyed understanding of the timeline.

Data center development is not a quick flip. From zoning approval to shovel in the ground, a project can take 18 to 36 months depending on power availability, fiber connectivity, and operator demand. The approval removes one major risk category, but it doesn't accelerate the power interconnection queue, which is genuinely the binding constraint in most markets right now.

MISO's interconnection backlog has grown significantly over the past three years. Large power consumers — including data centers — are competing with renewable energy projects for the same limited grid capacity. A developer who secures a zoned site in Sangamon County still needs to solve the power problem, and that process has its own timeline entirely separate from local government approvals.

That said, land with approved data center zoning in a market with improving power infrastructure is a real asset. For infrastructure investors, entitlement risk is often the most underpriced risk in development — its removal is genuinely value-creating.

The broader market trend supports optimism. AI workloads are driving unprecedented demand for data center capacity. Goldman Sachs projected data center power demand could grow 160% by 2030. Hyperscalers — Microsoft, Amazon, Google, Meta — are all in active expansion mode and looking well beyond their existing footprints. Secondary markets with clean entitlements are exactly what their real estate teams are hunting for.


The Challenges Nobody Likes to Talk About

Approvals create momentum, but they don't eliminate friction. Three challenges consistently derail data center projects that look straightforward at the zoning stage.

Power is problem one. A modern data center might draw 50 to 200+ megawatts continuously. That's the equivalent of a small city's power demand from a single facility. Local utilities need time to plan and fund the infrastructure upgrades required to serve that load. In some cases, developers end up funding substation upgrades directly — adding tens of millions to project costs and years to timelines.

Community opposition can intensify after approval, not before. Zoning hearings often attract limited public attention. But once a project gets real — when construction equipment shows up, when traffic studies get released, when water consumption numbers become public — opposition organizes. Data centers use significant water for cooling. A facility consuming millions of gallons annually in a region that hasn't wrestled with that tradeoff before can generate genuine local controversy.

The jobs argument cuts both ways. Data centers create enormous economic value but relatively few permanent jobs — often 30 to 50 full-time positions for a facility that might be worth half a billion dollars. That ratio frustrates communities expecting a manufacturing-style employment boom. Local officials who championed the approval sometimes face political backlash when residents realize the job numbers don't match the initial enthusiasm.


What Other Regions Have Learned

The playbook for data center development success at the regional level is reasonably well-established at this point. Iowa provides the clearest model. The state attracted dozens of major data center investments over the past 15 years by combining favorable tax policy (sales tax exemptions on equipment), abundant wind energy, and proactive utility partnerships. Google alone has invested more than $2 billion in Iowa data center infrastructure.

Ohio followed a similar path. Columbus has emerged as one of the fastest-growing data center markets in the country, driven by aggressive state incentives, major fiber connectivity, and strong grid infrastructure through AEP Ohio. The Meta data center campus in New Albany, Ohio — valued at over $1 billion — became a template for what a thoughtful public-private partnership looks like.

The lesson from both states is consistent: zoning approval is necessary but not sufficient. The counties and states that successfully capture data center investment combine land entitlements with utility cooperation, state-level incentives, and transparent community communication about what residents are actually getting — and what they're not.

Sangamon County has the zoning piece. The rest of the work is still ahead.


For infrastructure investors, site selectors, and local stakeholders watching this approval: the real question isn't whether data centers are coming to central Illinois. They almost certainly are, in some form, on some timeline. The question is whether Sangamon County has the utility partnerships, state-level support, and community alignment to capture that investment before a competing site in an adjacent market does it first. That competitive race is already underway — and the counties that move with urgency on the infrastructure pieces tend to win it.
