A hyperscale facility might require 100 to 500 megawatts of continuous load. That's not a building investment; that's an energy infrastructure investment.

This distinction matters enormously for how you underwrite these deals. Traditional commercial real estate metrics don't fully apply. Power Purchase Agreements, grid interconnection timelines, and utility relationships are as important as lease terms and tenant credit quality. Investors coming from a pure real estate background often underestimate how much the energy stack drives both cost structure and competitive positioning.

Even a modest 20-megawatt colocation facility might require $150 to $200 million to develop. These aren't investments you make lightly, and the return timeline demands patient capital.

Utilities weren't built to absorb gigawatts of new industrial demand in concentrated geographies, and the transmission infrastructure hasn't kept pace. Regulatory complexity adds another layer. Zoning approvals, environmental reviews, water rights (cooling systems are thirsty), and noise ordinances can all create friction. In some jurisdictions, community opposition to large industrial facilities has slowed or stopped projects entirely. Experienced developers factor this into their timelines; first-time entrants often don't.

Water consumption deserves specific attention. Traditional air-cooled data centers use significant quantities of water for evaporative cooling. As liquid cooling becomes more prevalent — driven by the thermal demands of high-density AI hardware — the water equation shifts but doesn't disappear. Regulators in drought-prone regions are paying close attention, and investors should too.

Clean Energy Integration Is No Longer Optional

A decade ago, data center operators talked about renewable energy as a corporate responsibility initiative. That framing is gone. Clean energy procurement is now a core operational strategy — driven by tenant requirements, investor ESG mandates, and the practical reality that large power consumers need cost-stable, long-term electricity supply.

The major hyperscalers have made ambitious commitments: Google targeting 24/7 carbon-free energy, Microsoft aiming for carbon negativity by 2030, Amazon claiming the largest corporate renewable energy buyer position globally. These aren't marketing exercises — they're procurement strategies that shape where data centers get built and how they're powered.

For infrastructure investors, this creates a convergence opportunity. Assets that can deliver both data center capacity and clean energy infrastructure — through co-located solar, on-site battery storage, or long-term PPAs with renewable generators — command premium valuations and attract stronger tenant interest. Projects that can solve the power problem creatively, whether through microgrids, direct interconnection to renewable generation, or behind-the-meter storage, are genuinely differentiated in a crowded development market.

The energy efficiency dimension matters too. Power Usage Effectiveness (PUE) — the ratio of total facility power to IT equipment power — has become a standard metric for evaluating operational quality. Best-in-class facilities are achieving PUE ratios approaching 1.1, meaning nearly all power delivered goes directly to computing work. Older facilities running at 1.5 or higher are at a competitive disadvantage and face potential obsolescence as tenants become more sophisticated about what they're paying for.

Urban Development, Land Strategy, and the Local Economy Question

Data centers have an interesting relationship with urban development. They consume enormous amounts of land and power but employ relatively few people — a fully operational 100-megawatt campus might have fewer than 100 full-time employees. That ratio creates political tension in communities weighing the tax revenue against the infrastructure burden and opportunity cost of land.

Smart developers are getting ahead of this dynamic. Structuring community benefit agreements, engaging proactively with local governments, and siting projects where industrial land is genuinely available and appropriate — rather than competing with housing or commercial development — are strategies that reduce regulatory risk and build the local relationships that matter when you need permits.

The tax revenue argument is real and shouldn't be dismissed. A large data center can generate tens of millions of dollars in annual property tax revenue for local governments, representing a significant contribution to school funding, infrastructure maintenance, and public services. In rural or post-industrial communities looking for economic anchors, that's not nothing.

Secondary and tertiary markets are increasingly attractive for exactly this reason. Land is cheaper, power is often more available, and local governments are more motivated to streamline approvals. The tradeoff is fiber connectivity and labor access, which limits the types of facilities that work in these locations — but for hyperscale wholesale facilities that don't require proximity to end users, the math often pencils better outside of primary markets.

Where This Leaves Investors

Data center development is not a passive investment. It rewards operators and investors who understand the energy infrastructure layer, who can navigate complex interconnection and permitting environments, and who have the capital patience to see large projects through multi-year development timelines.

The opportunity is real. Demand fundamentals are strong, tenant credit quality is high, and the convergence with clean energy infrastructure creates differentiated value propositions that weren't available five years ago. But the barriers to entry are equally real — and the investors who will capture the best risk-adjusted returns are those who approach this asset class with the same rigor they'd apply to a transmission line or a regulated utility, not those who treat it as a straightforward real estate play.
