What Data Centers Actually Are — and Why Their Footprint Matters

A data center is, at its core, a warehouse for computing. Rows of servers process and store the data that powers everything from cloud storage to streaming video to AI model training. They are the physical backbone of an economy that increasingly lives online.

That backbone is massive. The United States alone hosts thousands of data centers, and demand is accelerating as artificial intelligence workloads require exponentially more processing power than traditional computing. A single hyperscale facility can consume as much electricity as a small city — and water usage for cooling systems often runs into millions of gallons per year.

That scale is the problem. When a data center is proposed for a specific community, it doesn't arrive as an abstraction. It arrives as a transformer station, a cooling tower, a traffic pattern, and a utility bill that local ratepayers may end up subsidizing through infrastructure upgrades to the grid.


The SELC's Stance — and Why It Signals Something Larger

Land and ecosystem disruption. Large facilities require significant land clearing, impervious surface coverage, and stormwater management infrastructure. In sensitive ecological zones, the construction footprint alone can trigger cascading environmental consequences.

Noise and light pollution. Cooling equipment runs 24/7. The mechanical hum of industrial HVAC systems is a real quality-of-life issue for neighboring residents, and it rarely gets adequate attention in the permitting process.


What Communities Are Actually Saying

Opposition to data centers has traditionally been quiet — these facilities don't generate the visceral community response that, say, a chemical plant or a highway expansion might. That's changing.

Residents near proposed facilities are increasingly organized, informed, and connected to advocacy networks that can provide legal and technical support. They're showing up to zoning hearings with specific questions about water consumption rates, electrical interconnection costs, and emergency response plans. Local elected officials, once reflexively receptive to the job-creation pitch developers lead with, are starting to ask harder questions about the actual employment numbers — because the reality is that modern data centers are heavily automated. A facility that draws hundreds of megawatts of power might employ fewer than 50 full-time workers.

That ratio — enormous resource consumption relative to local economic benefit — is increasingly the crux of community opposition, not just environmental concern.

Previous battles over data center siting have produced instructive precedents. In Virginia's Prince William County, a years-long fight over data center development in a historic and ecologically significant area demonstrated that community pressure, combined with legal intervention, can reshape or halt projects that appeared to be on a fast track to approval. In rural areas of the Southeast, concerns about groundwater and grid reliability have similarly slowed what developers initially presented as straightforward approvals.


The Regulatory Gap That Makes This So Complicated

Here's the insider reality: data center regulation in the United States is fragmented, inconsistent, and generally lagging behind the pace of development. Zoning codes in many jurisdictions weren't written with hyperscale computing facilities in mind. The result is that developers often navigate a patchwork of local land use approvals, state utility interconnection processes, and federal environmental review requirements — none of which are specifically designed to evaluate the cumulative impact of large-scale data center development.

The absence of a coherent federal framework means that the quality of environmental scrutiny a proposed data center receives depends almost entirely on where it's being built and how well-resourced the local opposition is.

That's a problem. It means that communities with less legal and technical capacity — often rural, often lower-income — may face worse outcomes than communities that can afford to engage groups like the SELC. Environmental protection, in other words, is unevenly distributed.

Some states are beginning to move. Legislation requiring data centers to disclose water consumption, energy sources, and grid interconnection costs is gaining traction in a handful of jurisdictions. But meaningful federal-level guidance remains absent, and industry lobbying efforts have been effective at keeping disclosure requirements weak.


Where Responsible Development Actually Looks Different

It would be a mistake to argue that data centers have no place in sustainable infrastructure development. The digital economy is real, its infrastructure has to go somewhere, and there are meaningful differences between how various developers approach their environmental obligations.

The most responsible operators are pursuing genuine on-site renewable generation — not just credit purchases, but actual solar arrays, battery storage systems, and power purchase agreements that add clean capacity to the regional grid rather than simply claiming credit for existing capacity. Some are investing in water-recycled cooling architectures that dramatically reduce consumption. Microsoft, Google, and a handful of others have published detailed environmental commitments with third-party verification, though the gap between corporate commitment and ground-level reality remains a legitimate concern.

Location decisions matter enormously. Siting a data center in a region with abundant renewable power, low water stress, and existing industrial infrastructure looks very different environmentally than siting one in a water-stressed agricultural region powered primarily by coal or natural gas. Developers who treat location selection as a pure real estate exercise — chasing cheap land and tax incentives — are making choices that communities and regulators are increasingly unwilling to absorb quietly.

The path forward for responsible infrastructure development involves earlier and more substantive community engagement, genuine transparency about resource consumption, and a willingness to accept siting conditions that reflect local environmental constraints. That's not anti-growth. It's the condition under which growth can be sustained.


The SELC's involvement in pushing back against a proposed data center is a small moment in a much larger reckoning. As AI-driven demand for computing infrastructure continues to accelerate, the pressure to site new facilities quickly will intensify — and so will the scrutiny. Developers who treat environmental and community concerns as obstacles to be managed rather than inputs to be genuinely incorporated will find themselves facing longer timelines, higher legal costs, and harder political headwinds.

The smarter play — for developers, for communities, and for the long-term viability of digital infrastructure — is to build differently from the start.
