Northern Virginia's data center corridor — the densest in the world — is now pushing development pressure into adjacent communities that lack the institutional experience to evaluate these projects quickly or effectively.

Atlanta is positioning itself as a serious alternative market. Lower land costs, improving fiber connectivity, Georgia Power's relatively stable rates, and the state's tax incentive structure make it attractive. That means more projects like this one are coming, and West End won't be the last Atlanta neighborhood asked to absorb one.

For communities facing this decision, a few things are worth demanding before any approval: an independent air quality impact assessment that accounts for cumulative pollution burdens, a specific and enforceable local hiring commitment for both construction and permanent roles, a community benefits agreement that ties approval to tangible investment in neighborhood priorities, and clear documentation of who bears the cost of required utility infrastructure upgrades.

Data center development isn't inherently bad for communities — but it isn't automatically good for them either. The projects that generate lasting goodwill are the ones where developers did the harder work of earning their place in a neighborhood rather than simply acquiring the permits to occupy it.

West End residents showing up to those community meetings are doing exactly what engaged citizens should do. The outcome depends on whether the project's backers are willing to negotiate in good faith — or whether they're counting on the process to outlast the opposition.
