What Stakeholders Should Watch

For developers and investors tracking this space, the withdrawal is a signal worth parsing carefully.

First, monitor how other municipalities respond to the overlay district model. If this approach gains traction—and there are good reasons to think it will—the de facto standard for data center permitting will shift from generic industrial zoning to purpose-built regulatory frameworks.
