Data Center Development: Transforming School Sites

When a shuttered high school becomes a data center campus, most people's first reaction is discomfort or disbelief. Schools carry weight — community identity, memory, and local pride. But here's the uncomfortable truth that developers and municipal planners are quietly reckoning with: an empty school building sitting on acres of zoned land, with existing utility infrastructure and road access, is one of the most overlooked opportunities in infrastructure development right now.

The conversion happening in Richmond, Virginia — where a developer is moving to repurpose a former school site into a data center campus — isn't a one-off; it's a signal.

The Demand Pressure Behind Data Center Development

The numbers make the case bluntly. Global data center capacity has been expanding at a pace that outstrips available purpose-built land in most major metros. Hyperscalers like Microsoft, Google, and Amazon Web Services are signing long-term leases and acquiring sites years ahead of projected need. Secondary and tertiary markets — cities like Richmond, Columbus, and Reno — have become serious targets precisely because land is cheaper, power is more accessible, and local governments are hungry for the tax base.

The constraint isn't capital or demand — it's entitled, infrastructure-ready land that can support the power density modern data centers require.

That's where adaptive reuse enters the conversation. A former school campus typically offers what developers spend years trying to assemble from scratch: a large contiguous footprint, existing electrical service, paved access, proximity to fiber corridors, and — critically — a site that's already navigated municipal approvals once before. The entitlement risk, which can kill a project's timeline by two to four years, is substantially reduced.

Real estate trends in the data center sector increasingly reflect this reality. Industrial conversion deals that would have seemed exotic five years ago are now getting underwritten with serious capital behind them.

What the Conversion Process Actually Looks Like

Turning a school into a functioning data center campus is not a simple renovation. It's closer to a full demolition-and-rebuild on a cleared site — with the added complexity of environmental remediation, zoning amendments, and community stakeholder management.

The typical sequence runs something like this:

Site assessment and acquisition comes first. Developers commission Phase I and Phase II environmental studies because older school buildings frequently contain asbestos, lead paint, and underground storage tanks. The remediation costs aren't trivial, but they're knowable — and a sophisticated developer will price them into the acquisition rather than treat them as surprises.

From there, zoning and permitting negotiations begin. Most former school sites are zoned institutional or quasi-public, which means a rezoning to industrial or data center-specific use is required. This is where community engagement becomes strategic, not optional. Cities that have watched Amazon or Google build campuses elsewhere are generally motivated partners — but neighbors who remember the school often need a different kind of conversation.

Construction follows a phased approach that most school-to-data-center projects adopt to manage capital outlay and de-risk the timeline. Phase one might deliver 20-40 MW of critical IT load capacity, with later phases scaling to 100 MW or beyond as anchor tenants are secured.

The Power Question

Power availability is the variable that determines everything else. A school site might have a 2-4 MW utility service — useful for construction but inadequate for operations. Developers must negotiate new transmission interconnections with the local utility, a process that in many markets now takes 18 to 36 months and carries its own queue dynamics. In Virginia specifically, Dominion Energy's interconnection backlog has become a real constraint that even well-capitalized developers have to plan around carefully.

The Economic Math for Host Communities

Here's where the conversation gets interesting for municipal governments and economic development officials. A functioning data center campus generates a fundamentally different tax profile than almost any other land use.

Data centers are capital-intensive in ways that benefit property tax rolls immediately and dramatically. A 100 MW campus might represent $800 million to $1.2 billion in total infrastructure investment — servers, cooling systems, power distribution equipment, and the building itself. In many jurisdictions, that equipment is taxable personal property, not just real estate. Virginia's data center tax exemptions have been deliberately structured to attract this investment, but even with incentives in place, the net fiscal contribution to local government budgets is substantial.

Job creation from data center development is real, though the nature of those jobs often surprises people. A large campus might employ 50 to 200 permanent staff — not the thousands that a manufacturing plant might generate. But those jobs are high-wage, typically in the $70,000 to $120,000 range for operations and engineering roles. The indirect employment — construction, mechanical and electrical contractors, facilities services, security — multiplies that figure significantly during the build phase.

The comparison to an empty or underutilized school building is stark. A closed school generates zero tax revenue, often requires ongoing maintenance spending from a strained municipal budget, and frequently becomes a liability rather than an asset over time.

Sustainability Isn't Just Marketing Language Here

The energy demands of data centers are legitimate and large. A 100 MW facility running at full utilization consumes roughly the equivalent power of a small city. That's a real impact on regional grid infrastructure and carbon accounting.

But the adaptive reuse angle carries a genuine sustainability argument that gets underplayed. Demolishing and rebuilding on a greenfield site — clearing land, extending utility infrastructure from scratch, building new roads — carries an embodied carbon cost that repurposing an existing urban or suburban site avoids. Brownfield and greyfield redevelopment keeps development pressure off undisturbed land.

The data center operators that are winning long-term power purchase agreements with utilities are increasingly those that can demonstrate credible renewable energy commitments — whether through on-site solar, PPAs with regional wind and solar projects, or participation in utility green tariff programs. Virginia's renewable energy market has matured enough that these options are real and increasingly competitive.

The school-to-data-center conversion, done right, can be positioned as an infill development story rather than an expansion-of-sprawl story. That framing matters both for community acceptance and for the ESG reporting that institutional investors increasingly require.

The Community Conversation That Can't Be Skipped

No developer working on a school conversion should underestimate the emotional dimension of these projects. A high school isn't a defunct factory; it's a place where people graduated, where communities gathered, and where local identity was formed over decades. The Richmond project — tied to Huguenot High School, a campus with its own complex history — illustrates exactly how fraught this terrain can be.

The developers who navigate these conversions successfully share a common approach: they lead with specificity, not platitudes. Vague promises about "community benefit" land poorly with residents who've watched similar promises evaporate after groundbreaking. What works is concrete commitments — a workforce training partnership with the local community college, first-hire agreements with local contractors during construction, and a genuine community benefit fund with defined governance.

Infrastructure development that creates genuine local winners — not just distant investors — is the version that gets built without the years of delay that opposition can generate.

The data point worth internalizing: projects that invested meaningfully in community engagement before filing for rezoning consistently move faster through the approval process than those that treated it as a checkbox. The cost of authentic engagement is real but bounded. The cost of a contested rezoning, measured in time and legal fees, is unbounded.

What Comes Next

The Richmond project is worth watching not because school-to-data-center conversions are common, but because the underlying drivers — stranded institutional real estate, explosive data center demand, and municipalities hungry for tax-base reinvestment — are converging in markets across the country.

Developers who can source these off-market institutional properties, manage the remediation and rezoning complexity, and build authentic community relationships are sitting on a durable competitive advantage. The playbook is still being written. The sites are sitting there, waiting — closed schools, shuttered municipal buildings, and underutilized civic campuses that local governments would love to transform from liabilities into engines of infrastructure investment.

The question for developers and investors isn't whether this asset class will grow; it's whether they're positioned to move on it before the sites get picked over.
