Why Data Centers Are Under Fire in Indianapolis

Thirteen bullet holes in a councilman's house. A handwritten note under the doormat reading "NO DATA CENTERS." This wasn't a protest sign on a sidewalk or an angry comment at a zoning hearing — it was a visceral, violent expression of how far community backlash against data centers has escalated in Indianapolis.

That incident, which occurred in April, is extreme. But it didn't come from nowhere. It's the sharp edge of a frustration that's been building in neighborhoods across America as the data center industry expands at a pace local communities were never prepared for.

Understanding Why Neighbors Are Pushing Back

The standard industry narrative frames data centers as quiet, clean, and economically beneficial. Compared to a chemical plant or a steel mill, that's technically true. But "quiet and clean" is relative — and relative doesn't mean much when a 200,000-square-foot facility is going up next to a residential street.

The complaints that drive data center community resistance aren't irrational. They're specific, measurable, and often valid.

Noise is the most immediate trigger. Cooling systems — particularly the large air handling units and backup generators required for round-the-clock operation — generate a continuous low-frequency hum that travels farther than most people expect. Residents near facilities in Northern Virginia, one of the world's densest data center markets, have documented decibel readings that exceed local ordinances, particularly during generator testing events that can last for hours. Indianapolis residents raising similar concerns aren't being alarmist; they're watching what happened elsewhere and drawing logical conclusions.

Traffic is the second pressure point. During construction phases, heavy equipment and material deliveries can overwhelm roads that were designed for suburban or semi-rural loads. Even after construction, shift-change traffic from operational staff — plus the constant flow of service technicians and delivery trucks — adds a persistent burden that local infrastructure wasn't built to absorb.

Then there's the water question. Large hyperscale facilities can consume millions of gallons annually for evaporative cooling. In communities already managing aging water infrastructure, that's not a trivial footnote.

Underneath all of this is a deeper anxiety: the sense that decisions about what gets built in a neighborhood are being made far away, by people who will never live with the consequences.

The Economic Case — And Its Limits

Developers routinely lead with job creation when they pitch projects to local governments. And they're not wrong, exactly. A major data center does generate construction employment, and operational roles in security, facilities management, and engineering provide solid middle-class wages.

But the math deserves scrutiny. A facility requiring a $500 million capital investment might employ 30 to 50 full-time workers once operational. Compare that to a distribution center or manufacturing facility of equivalent footprint, which might employ hundreds. The capital intensity of data centers is exceptional; the local employment density is not. Communities that were promised an economic engine sometimes end up with something closer to a well-capitalized warehouse.

Property value impacts are genuinely mixed. Studies on industrial facility adjacency tend to show depreciation for homes within a quarter to half-mile radius, particularly when noise and visual impact are present. Data centers don't fit cleanly into the "industrial" category, which makes impact assessment difficult — and that ambiguity rarely resolves in favor of the homeowner trying to sell.

Tax revenue is the most honest benefit. Data centers bring significant assessed value and, in jurisdictions that haven't offered aggressive tax abatements to attract them, meaningful property tax contributions. The problem is that many municipalities — including some in Indiana — have offered substantial incentive packages to land these projects, which hollows out the near-term fiscal argument considerably.

What Other Cities Have Learned

Northern Virginia's Loudoun County — home to what's often called "Data Center Alley" — is the cautionary tale every other municipality is now studying. Loudoun welcomed data centers aggressively through the 2000s and 2010s. By the early 2020s, it was dealing with a sprawl problem: thousands of acres of zoned industrial land consumed by low-employment facilities, infrastructure strain, and residents in communities like Arcola and South Riding who felt the county had prioritized data center revenue over quality of life.

The county's eventual response — a moratorium on new data center zoning in certain areas and stricter setback and noise requirements — came after the damage was already done to community trust.

Phoenix offers a different data point. Water-stressed and growing fast, the city has begun pushing back on hyperscale facilities that compete with residential and agricultural users for a resource that's already constrained. The political calculus there has shifted: water scarcity made what was once an economic development win start looking like a long-term liability.

The lesson from both markets is consistent: communities that got ahead of the issue with clear zoning frameworks and genuine public engagement fared better than those that treated data center development as a straightforward economic win requiring minimal oversight.

How Developers Need to Change Their Approach

The Indianapolis situation is a warning for the entire industry, not just one city. When opposition escalates to violence — even when that violence is from a fringe actor — it signals that standard community relations playbooks aren't working.

Most developers approach community engagement as a permitting hurdle: show up to the required public hearings, present the economic benefits, answer questions, and move on. That's not engagement. That's box-checking.

What actually builds trust is showing up before the project is announced, not after — and listening before presenting.

Effective community relations in contested markets now requires direct outreach to neighborhood associations months before a zoning application is filed. It means commissioning independent noise and traffic studies rather than relying solely on developer-funded assessments that residents will automatically distrust. It means being specific about operational characteristics: exact cooling system types, generator testing schedules, light pollution mitigation, and landscaping buffers.

Some developers have gone further. Commitments to local hiring preferences for construction contracts, partnerships with community colleges for technical training programs, and direct community benefit agreements — modeled on what urban developers use in high-tension markets — have helped defuse opposition in places like suburban Maryland and parts of the Pacific Northwest.

Local governments have their own role here. Zoning codes in most municipalities weren't written with hyperscale data centers in mind. The result is that projects often get permitted under industrial or commercial categories that were designed for entirely different use types, with inadequate standards for the specific impacts data centers create. Indianapolis and cities like it need updated land use frameworks that treat data centers as their own category — with tailored standards for setbacks, noise, water use, and visual screening.

Requiring community benefit agreements as a condition of approval isn't radical; it's how cities have managed large commercial developments in sensitive areas for decades.

Where This Goes From Here

The underlying demand driving data center construction isn't going away. AI workloads alone are pushing power and compute requirements to levels that seemed implausible five years ago. The facilities being designed today are substantially larger than what was considered hyperscale a decade ago. That means the footprint, power draw, and community impact of each new project is growing — not shrinking.

Public sentiment on data centers is in a transition period. The industry benefited for years from low visibility: most people had no idea where or how data was stored, and data centers operated largely below the threshold of community awareness. That era is over. High-profile coverage of power grid impacts, water use, and land consumption has created an informed, skeptical public in many markets — including Indianapolis.

The developers who figure out how to be genuinely good neighbors — not just compliant ones — will have a meaningful competitive advantage in securing sites and permits in the markets that matter most. The ones who keep treating community relations as a legal obstacle will keep generating headlines like the ones coming out of Indianapolis.

Thirteen bullet holes are not a policy position. But they are a signal. The industry would be wise to take it seriously before more communities decide that their only option is to make things uncomfortable enough that developers look somewhere else.
