What's changed is the magnitude of incoming demand. AI workloads require roughly 5–10 times the power density of traditional enterprise computing. Some are designing facilities specifically to work as flexible grid loads, absorbing excess renewable generation during off-peak periods. That positions a data center as a grid asset, not just a grid burden.

On cooling: air-cooled and evaporative systems are giving way to liquid cooling architectures — direct-to-chip and immersion cooling — that can dramatically reduce water consumption while handling the higher power densities that AI workloads demand. A facility designed around immersion cooling in 2025 looks fundamentally different from one built in 2015. Denver's cooler climate does provide an advantage for airside economization, which can significantly reduce mechanical cooling hours annually.

The developers worth taking seriously are the ones who walk into a community meeting with a water consumption figure, a renewable energy percentage, and a grid interconnection plan — not just a rendering.

Equally important is the conversation about co-location with renewable generation. Colorado has abundant solar and wind resources. Data center developers who can demonstrate that their facilities are sited near or paired with new generation capacity — rather than simply drawing from an already-strained grid — will have a fundamentally stronger case before city council and utility regulators.


Where This Goes From Here

Denver's data center question will likely resolve in one of two directions over the next three to five years.

In the optimistic scenario, the city establishes a clear framework: designated zones where data center development is encouraged, streamlined permitting tied to demonstrated sustainability standards, and coordination with Xcel on grid upgrade planning. Developers who meet the bar get a workable path. Those who don't get a clear answer early enough to look elsewhere. That predictability is worth something — developers hate uncertainty more than they hate requirements.

In the less optimistic scenario, the city delays, individual projects face prolonged council battles, and Denver effectively self-selects out of a market cycle that won't wait. The demand doesn't disappear — it routes to Phoenix, Salt Lake City, or the Texas markets that have moved faster.

The cities that will define the next era of digital infrastructure aren't necessarily the ones saying yes to everything — they're the ones that have done the work to know what "yes" actually costs and means.

For Denver, that work is happening now. The council's willingness to ask whether data center development can fit the Denver context — rather than simply approving or blocking projects on an ad hoc basis — suggests the city is at least asking the right question. Whether the process produces a coherent, durable answer is the real test.
